Article I. Statement of Mission
II. This goal shall be accomplished by means of diplomacy by which bilateral cooperation is tantamount.
III. This document hereby establishes the International Pharmaceutical Alliance.
Article II. Membership
I. Any sovereign state that wishes to join the International Pharmaceutical Alliance (forthwith referenced as IPA) and is not a founding member may do so by petitioning this body for entry into its membership.
II. An applicant may be questioned during a session of the IPA’s meeting by current members before a motion for a vote on the application is called.
III. A simple majority of voting members is necessary to accept an application for entry.
IV. A member state may be removed from IPA by a two-thirds majority vote.
V. A state may also obtain observer status by petition which is immediately granted upon request.
Article III. Rights of Members
I. Member states have the right to be heard by the convened board of representatives of IPA which together convene a session of the Alliance.
II. Member states are entitled to one vote on the board given to one representative who has the mandate of each state’s respective governments.
III. Each representative has the right to question fellow members regarding matters related to state policies governing the sale or distribution of medicines, actions of a particular pharmaceutical company licensed or residing in that state, or proposals that have been brought before IPA.
IV. The board has the right to remove observer status of a state by a motion that is both seconded and thirded.
Article IV. Responsibilities of Members
I. Member states must send a representative to IPA who is well informed on matters of market and practice in regards to pharmaceuticals.
II. That member must have some power to influence or even change practices in their nation regarding the sale, pricing, and/or distribution of pharmaceuticals.
III. It is the primary responsibility of representatives and the board as a whole to evaluate the current state of pharmaceutical prices, government regulation of medicines, and the accessibility of medicinal care of all residents of member nations for the purpose of producing solutions in those areas that cause an obstruction to IPA’s mission.
IV. The board of representatives shall nominate and confirm two representatives to sit among them who are well educated in matters concerning the mission of IPA. One nominated and confirmed must have an academic degree in medicine and demonstrate competency in the administration of pharmaceuticals to patients. The second nominated and confirmed representative must have a degree in economics and have experience studying the pharmaceutical economy at an international level.
V. The chairperson of the board shall be one of the nominated representatives and serve a term of two years when the other nominated representative will replace them as chairperson.
VI. No representative may currently or have previously been employed as an executive of a private pharmaceutical company or private insurance company nor may any representative receive contributions or donations from such companies for the duration of their time on the board.
VII. No member state may place tariffs on the import or export of pharmaceutical goods to or from other member states not including ingredients or components found in those pharmaceuticals.
VIII. Any member state which chooses to reject a resolution of IPA must provide reason for disregard to the board.
IX. Member states must provide current and complete information regarding the inflation rate of their currency and statistics concerning current pharmaceutical prices in that state. Information regarding current laws along with the practices of insurance and pharmaceutical companies that operate in that state.
Article V. Resolutions and Laws
I. The board of representatives may by majority vote publish a resolution which advises member states on a certain course of action regarding IPA’s mission.
II. The board of representatives may by majority vote enact a law which governs IPA and its practices. Such laws shall be added to this document under Article VII.
III. Any law that wishes to amend any portion of Articles I through VI must obtain a two-thirds majority support to succeed.
Article VI. Enactment
I. A sovereign state comes under the force of this document upon its ratification by its government.
