The Federation of Scientific Organisations (FOS, Fédération des organisations scientifiques) is an international, non-governmental organisation created in 1907 in order to further scientific cooperation between disciplines and scientists of different nationalities.
Short History
The impetus to create the organisation came from the International Union of Geodesy and Geophysics (IUGG), International Cartographic and Geographical Union (IUCG), World Astronomical Union (WAU), and the International Oceanographic and Hydrologic Agency (IOHA) – four interrelated fields whose scientists were closely collaborating in several previous projects. With the support of the Kingdom of Saintonge, the four societies met in Saintes in June 1905 to propose an international federation of scientists, devoted to scientific advancement and cooperation.
In April 1907, two dozen scientific societies and several national academies of sciences (including those of Saintonge, Syrixia, and Merilia) met in Saintes to create the Federation of Scientific Organisations and the Federation of National Science Academies, respectively.
Introduction to the Organisation
The Federation of Scientific Organisations (Fédération des organisations scientifiques, FOS) is an international non-governmental Organisation devoted to cooperation for the advancement of science.
The mission of the Federation of Scientific Organisations is to strengthen international scientific cooperation for common benefit. It aims to mobilize the region’s knowledge and resource base in order to:
- Identify and address major scientific issues of importance to nations
- Facilitate interaction among scientists across all disciplines from the nations
- Facilitate information and knowledge exchange between scientists and institutions
- Promote the participation of scientists in international scientific endeavours.
- Provide independent, authoritative advice to encourage beneficial dialogue between the scientific community and governments, civil society, and the private sector.
Scientific Organisations
The Federation of Scientific Organisations is the umbrella Organisation for the 37 Specialized Scientific Organisations covering much of the known scientific fields. Each Specialized Scientific Organisation is composed the National Adhering Organisation relevant to the particular field. National Adhering Organisations are organisations of scientists and not government ministries. A National Adhering Organisation may be a professional society, a section of the national academy of sciences, or another body representing the scientists in the field.
For instance, the World Astronomical Union is composed of national societies of astronomers; while the national space agencies form the World Space Agency as an associated institution (see below).

- Social Sciences Division: Sociology, Philosophy, Anthropology, Linguistics, Economics, History, Archaeology
Associated Institutions
The FOS also currently has eight Associated Institutions, which are inter-governmental Organisations concerned in a particular field. The distinct but associated Federation of National Science Academies (FNSA, Fédération des académies scientifiques nationaux) is the Organisation representing all national science academies in the region. Unlike Scientific Organisations (which are composed of Organisations of scientists), Associated Institutions are composed of national institutes, government ministries, or government bureaux/departments relevant to the field.

Leadership
The FOS is headed by a president, to be elected by the Scientific Organisations for a five-year term, with one Organisation having one vote.
