tnl telegrams went boom (not anymore)

It wasn't "spam". I sent the initial telegram for the GA at-vote at 12:02 PM EDT approximately 20 seconds after sending out the dispatch. When I was pinged on Discord that it sent that (i.e. "#REF!"), I sent another telegram approximately 6 minutes later at 12:08 PM EDT. After talking to r3n when the second go-around wasn't successful, we've identified the issue (or rather how to prevent it) and it should be fixed going forward.
