Temporary Election Commissioner

With Arc's resignation and with Fregerson running in the reopened Speaker race, the EC is down to 4 available members.

I propose appointing Prydania as temporary election commissioner to fill the 5th spot.

@Dreadton, @Oracle, and @Peeps , any alternative suggestions or are you all good with this?
