Scalvian Defence Forces

The Scalvian Defence Forces, (SDF) are the combined military forces of the Scalvian Federation. The SDF consists of four branches: the Scalvian Army, the Scalvian Navy, the Scalvian Air Force, and the Scalvian Home Guard, and in wartime, the Scalvian Border Guard. The President of the Scalvian Federation is Commander-in-Chief of the SDF, while the day-to-day running of the Armed Forces is done by the Commander of the SDF, usually a three-or four-star general.

2. Structure and Organisation

The SDF is under the jurisdiction of the Scalvian Ministry of Defence, a Federal Cabinet Ministry. Presidential Command of the SDF is established in Article 87 of the Constitution of the Scalvian Federation, in which the President is named “The Supreme Commander-in-Chief of all Scalvian Armed Services Services.”

The Scalvian Defence Forces are under civilian control, with the President’s authority exercised by the Scalvian Ministry of Defence.
The Professional Head of the SDF is a General Officer, who reports to the MoD. Currently the Commander of the SDF is Lt. General Janis Ulmanis, and the Chief of the General Staff is Brig. General Andres Paet.

General Staff of the Scalvian Defence Forces

The General Staff of the SDF is tasked with supporting the Commander of the SDF, and his Deputy, planning the SDF’s activities and preparing and carrying out mobilisation.
The General Staff has nine departments:
Personnel and Defence Resources (S1),
Operations (S2),
Logistics (S3),
Analysis and Planning (S4),
Signals and Communications (S5),
Training (S6),
Budget and Finances (S7),
Legal (S8),
Intelligence (S9).

The General Staff additionally has several Subordinate Institutes:
The SDF Institute for Cartography,
The SDF Higher Officer School.

Branches

The SDF is made up of four service branches: The Scalvian Army, the Scalvian Navy, the Scalvian Air Force, and the newly created Scalvian Home Guard. Of these, the largest is the Scalvian Army.
In wartime, the Scalvian Border Guard is placed under the jurisdiction of the Scalvian Ministry of Defence, and it, along with the SDF and the Scalvian Federal Police make up the Scalvian Armed Services.

Constitutional Role

The SDF’s duties are outlined in Articles 90, 91, and 92 of the Scalvian Constitution.
Article 90 states: “The Scalvian Defence Forces shall ensure the defence of Scalvian sovereignty in the air, on the seas, and on land.”
Article 91 states: “The Scalvian Defence Forces shall not engage in political disputes.”
Article 92 states: “The Scalvian Defence Forces may be used domestically in peacetime only in cases of emergency or disasters.”
