I suppose that's what you call this. Yeah, these cuties. ;) What is it all about? Some (upcoming) event I missed?
 
The Minister of Foreign Affairs was given the power to decide the flag for a short while. The character is Ganyu from the game Genshin Impact. There's no event for it, just the Executive branch having fun, I'm guessing.
