Kuthea Commune Government

The Kuthea Communes are a Democratic Socialist Confederation which is currently made up of 15 communes. Generally, each significantly inhabited planet is considered a commune, although the Kuthean home planet of Amia contains two communes due to its much greater population. Each commune is almost entirely independent when it comes to domestic matters, and the Workers’ Interplanetary Council only has real control over the Communes’ foreign affairs, its unified military, the production of money, and immigration/emigration from outside the Communes. The WIC also is important for its role in organizing the occupation of new planets. The WIC is in charge of all space stations that are not within the orbit of a Commune’s planet, as well as any inhabited planets with very small populations. Once an inhabited planet reaches the population of 500,000 people, it gains the title of Junior Co-Operative, where it receives some minor control over its internal affairs, as well as its own representatives within the Council. Once the population of a Junior Co-Operative reaches 10 million people it is considered self-sustaining enough to be made a Commune. Generally, through a mix of reproduction and immigration programs, a newly occupied planet can become a commune in less than a century.

All human Workers in the Kuthea Commune over the age of 16 Amia years, regardless of any differentiating factor, have the right to vote, the right to serve in the Kuthean Military, and the right to request transfer to another Commune. Non-Human Workers require some special consideration when deciding their age of maturity, and it is different for them depending on how quickly their species matures.

Workers’ Interplanetary Council

The Workers’ Interplanetary Council is gathered on Amia, currently made up of 1051 total Councilors, each representing roughly 13 million workers. The WIC must decide most matters by a simple majority. For a Chairman to be removed, it must be decided by a ⅔ majority. There is not a singular head of state, as the entire Council is considered a collective head of state and head of government, but there is a Chairman/Chairwomen (Hereby referred to as a Chairman for simplicity. The term “Chairperson” has also been used for those who prefer to not be referred to by either Chairman or Chairwoman), who is considered the “first among equals”. This Chairman has some responsibilities in the operation of the Council, as well as some various duties when it comes to foreign interactions. The Chairman also serves as the tiebreaker if a tie does happen in the Council, whether it occurs because the current number of Councilors is an equal number, or because of abstentions. The Chairman is a Councilor elected by the whole population of the Communes to serve as the head of the WIC for 5 Amia years (~5.3 Earth years). While there are no term limits, it is considered unusual to run for a second term, and looked down upon to run for a third (Only two Chairmen have been elected for a second term). Either the WIC or a significant petition from several of the Communes can demand the Chairman to step down, and the WIC will elect a temporary Chairman, with extremely restricted abilities, to serve until the next election.

Other elected roles within the WIC include the Minister of Defense, Minister of Unified Finance, Commissar of Interplanetary Travel and Expansion, and the Minister of Foreign Affairs.

Commune Government

While specifics can vary within each Commune’s government, the general idea remains the same and is generally just a similar version of the WIC, just scaled down to match the population of each Commune. The Commune Governments are in charge of managing almost all internal affairs within their Commune, including law enforcement, transportation, justice, healthcare, welfare, education, and taxation. The Communes’ Governments are responsible for ensuring workplace democracy and complete equality between all workers.

Commune Governments are all unicameral Councils, with a Chairman, and where the Councilors are voted for every 5 years. Same as the WIC, any representative can be recalled at any time by their constituents.

Junior Co-Operative Governments

The Junior Co-Operatives are still technically controlled by the WIC, and the choices made by their Co-Op Councils can be overturned by the WIC. Other than that, Co-Op Councils are almost completely identical to Commune Councils.

Exceptions

Those in the military, living in space stations in the orbits of uninhabited planets or living on planets with populations too small to be considered a Junior Co-Operative are under the direct control of the WIC. All of these exceptions are represented by a singular Councilor.

Peoples’ Navy
The Peoples’ Navy of the Kuthean Communes is led by the First Admiral of the Navy, who is chosen by and heads the Kuthean Naval Board. While the fleets of Kuthea were originally incredibly broad and diverse due to the unsteady initial foundation of Kuthea, the ships used by the navy have been streamlined to allow for cheap mass production of effective fighting ships. While the obvious job of the navy during wartime is to fight enemy fleets and provide support for infantry combat, Kuthean fleets also escort trade and production convoys, and adamantly patrol the delicate borders of the Communes.

Ships of the navy vary from large dreadnoughts to the smallest fighter and strike fighter. Details of the primary classes of ships are below.

Dreadnoughts

Due to the immense cost of constructing and crewing full dreadnoughts, the Kuthean navy has only two in service. The first is a seized Siezon ship, heavily altered, dubbed the PRS Varvaya. The second is a recently constructed Martec Class Dreadnought, the PRS Raylina. Because of the naval board’s fear of losing either, both are rarely used in regular combat, but they hold immense combat potential as the flagships of fleets. They are manned by tens of thousands of officers and enlisted, and contain hundreds of Tuzia-33 Multirole Fighters and Tania Class Striker-Bombers. While the Varvaya still uses its original Siezon FTL drive, the Raylina uses a massive “Kseniy 8 OBV” FTL drive, allowing the massive ship to enter faster-than-light travel.


Amia Class Battlecruiser

Due to the rarity of dreadnoughts and dedicated carriers, Amia Class Battlecruisers are generally the flagships of Kuthean fleets. They are crewed by some 600 officers and 2,800 enlisted shiphands. Onboard, these battlecruisers hold 6 reconnaissance drones controlled from onboard the ship and 18 Tuzia-33 Multirole Fighters. While there are many smaller deck guns, flak cannons, and missile launching systems strewn across the ship for the purpose of defending against smaller strike aircraft, the main armament of the ship is 5 triple SP-141 batteries, capable of firing kinetic rounds. A set of quadruple “Kseniya 3-15-OBV” FTL drives allows these battlecruisers to swiftly transition from sub-light to faster-than-light speeds.

Klavdiy Class Strike Cruiser

While having less armament than the battlecruisers, the greater number of Klavdiy Class Strike Cruisers make them the main source of direct firepower in a Kuthean fleet. Each cruiser is manned by 80 officers and around 400 enlisted shiphands. They are capable of carrying 5 Tuzia-33 Multirole Fighters and 3 Tania Striker-Bombers. The main armament consists of 3 double SP-128 batteries, though some newer models are capable of carrying modified SP-141b batteries as seen on the Amia battlecruisers to be more effective in long-range combat. The cruisers have a set of double “Kseniya 3-15-OBV” FTL drives which allow for interplanetary and interstellar travel at FTL speeds.

Zilya Class Heavy Frigate

Built to be combat effective, but still compact and cheap to produce, the Zilya Class Heavy Frigates are by far the most numerous ships appearing in Kuthean fleets. They are crewed by 45 officers and 250 enlisted shiphands. The comparatively small ship boasts a still-powerful SP-128 deck gun, as well as numerous missile systems. A small air wing of 4 Tuzia-33 Multirole Fighters is able to either supplement larger fighter wings, or assist the frigate in smaller-scale combat. The heavy frigate is the smallest Kuthean ship capable of FTL travel, with a single “Kseniya 3-15-OBV” FTL drive capable of propelling the ship into interstellar travel. These frigates are also very commonly used in small-scale convoy escorts.

Eudokia Class Light Frigates

Light frigates are not commonly seen in combat fleets and are instead used for planetary and local defenses. They also often provide air support for ground elements on the ground. Eudokia Class Light Frigates are crewed by about 15 officers and around 100 enlisted shiphands, though numbers can vary wildly from ship to ship. Armaments can be extremely diverse depending on the role of the ship.

Tuzia-33 Multirole Fighter

The Tuzia-33 Multirole Fighter is the mainstay of the Kuthean navy, fulfilling a number of roles. Piloted by a single person, the Tuzia-33 is capable of intercepting enemy fighters and bombers, providing air-to-surface support for ground forces, and providing precision strikes on enemy ships or positions. The fighter is armed with an SPR-17 autocannon as the main gun and can be equipped with numerous anti-ship or anti-ground missiles. Robust and cheaply produced, thousands of Tuzia-33s are built each day.

Tania Class Striker-Bomber

Tania Class Striker-Bombers are becoming outdated due to the multirole capabilities of the Tuzia-33, but are still used by larger fleets due to their expert specialization in anti-ship strikes. While generally incapable in dogfights due to its older SPR-12 autocannon, the Tania Class is able to carry and deploy the heavy INK-2 anti-ship missiles, which can often take down whole cruisers with a single well-placed hit. The Tania Class is expected to be replaced in the following decades by a newer design, but for the time being it does its job capably.

Pallas Class Landing Ship

The Pallas Class is the newest model of Kuthean landing ships, capable of carrying 2 battalions of infantry (roughly 1,000 soldiers), as well as 22 support vehicles. The ship has four on-deck SPR-17 autocannons that are ineffective against major targets, but capable of defending the ship from infantry or medium vehicles.
