The World Assembly,

Abominating
the mistreatment and abuse of animals;

Recognizing ethical value in the profound emotional consciousness and cognitive awareness many animals possess, and its frequent disregard;

Seeing some cases of animal slaughter to be needlessly cruel and torturous;

Viewing the fact that animals are seldom treated with any semblant dignity or humanity in slaughterhouses as an unfortunate reality of meat consumption;

Observing, however, the importance of meat production and animal meat as a whole to a nation's economy and the individual's diet on a nutritional and principle level;

Wishing for animals to have more secure protections under the law while not compromising the meat, livestock, and pet industries;

Mentioning that invertebrates, fish, and very small animals lack the intelligence and biology to process and express profound physical or emotional pain; and the relative insignificance of protecting fish, invertebrates, and very small animals from abuse or mistreatment;

Hereby;

1. Defines an animal (under protection of this resolution) as a mammal, avian, amphibian, or reptile whose species grows to be within a minimum range of 4 to 7 centimeters in size length on average at adulthood;

1a. Excludes fish and invertebrates from the definition of an animal under protection of this resolution;

2. Defines breeding as forcing or inducing a female animal's pregnancy by the gametes of a male animal of the same species resulting in spawn;

2a. Defines immoral crossbreeding as breeding two different animals resulting in spawn with genetic deformities detrimental to its/their health;

3. Defines slaughter, for the purposes of this proposal, as killing an animal by means of a tool or machine for the preparation, consumption, packaging, and/or vending of its meat or by-product;

4. Defines farming as keeping, breeding, and slaughtering animals in order to create and sustain a generation of the animals' meat or by-product;

5. Defines Total Animal Massacre as nearly or completely killing an entire group of animals such to not be able to re-breed them for the use of farming, or in a way unnecessary to survival;

5a. Classifies Total Animal Massacre as unnecessary animal slaughter;

6. Defines animal abuse as the emotional and/or physical mistreatment of an animal by means of;

  • Causing repeated physical harm resulting in mutilation, disability, and/or death;
  • Neglecting physical necessities such as warmth, food, shelter, proper habitation, or proper grooming, eventually resulting in trauma, undernourishment or death;
  • Chronic neglect or denial of a pet's required affection/attention;
  • Subjecting an animal to superfluous torture which ultimately results in physical or mental trauma, disability, mutilation, or death;
  • Bestiality;
  • Immoral crossbreeding as defined in Clause 2a;

6a. Defines animal torture as referenced in Clause 6, for the purposes of this resolution, as inflicting severe and repeated injury that is unnecessary to one's own immediate safety, self-defense, survival, or the safety/health of the animal;

6b. Defines a pet as an animal purchased or adopted to be kept in one's home;

6c. Defines bestiality as sexual interaction with an animal in an attempt to bring sexual stimulation/pleasure to oneself, sexual stimulation to the animal, or both;

6d. Includes legal, veterinary procedure such as surgery, neutering or spading as action under Clause 6a protective of an animal's health;

6e. Classifies animal slaughter resulting from animal abuse or mistreatment as defined above as unnecessary animal slaughter;

7. Defines Mammalian Pedicide as killing a mammal before its respective age of maturity or killing a pregnant adult mammal;

7a. Classifies Mammalian Pedicide as unnecessary animal slaughter;

Hereby,

8. Prohibits unnecessary animal slaughter and animal abuse;

9. Mandates that member nations legislate punishment for unnecessary animal slaughter and animal abuse;

10. Clarifies that this proposal does not outlaw or criminalize seasonal hunting, whether for game or for food, in member nations where it is already legal;

11. Strongly encourages member nations to bring more focus to animal welfare within their nation;

12. Officially condemns overall animal mistreatment as defined above with the utmost intolerance and rancor.

Noting Gorundu's earlier point, this resolution actually makes sex between humans for the purpose of pleasure illegal.

Because, its important to protect our eco-systems and not bring a bad light down on the General Assembly and it produces great environments and bring more tourism to the world and regions under the World Assembly, plus nations under it and I strongly agree to forward it.
 
Ridiculous proposal. The author spent a whole bulk of their proposal trying to define animals and various complicated terms, and only wants to achieve animal welfare which is terribly defined. As mentioned by Gorundu, the proposal also extends to humans, which I am quite sure would cause a lot of problems. Every state must be a welfare state providing homes for everyone because the lack of homes cause "psychological damage". Caning as a form of corporal punishment to prisoners are also illegal since it cause "physical trauma". You can even argue that if being locked in prison causes "psychological damage", then we cannot lock anyone in prison. Seriously? Full against from me.

I would like to enquire about the relation between animal welfare and environments.
