Yes. A video about NationStates was uploaded to YouTube around sixteen hours ago and ever since the site has been experiencing an influx of new nations. The video itself was uploaded by Drew Durnil, and it seems as though a lot of these newcomers are viewers of his video about the game.

I watched his video on this game and the follow up video he made discussing it. I guess in the end it works for NationStates as it will keep the number of active users hope, at least for the near future.

It appears that all of them are gone again. When looking at previous peaks it appears to me that at least 10 % had enough stamina to stay for a little while. After this one TNP is where it started. I have not considered the effect of the summer break though which can be observed around this time.
