The Government:

Kaludgar is a nation with a military emphasis organized under the pretense of a polyarchy. There are 10 provinces with each electing a governor and their own legislatures. These legislators will come together to form the Lower House of the Federal Government while the Upper House will be elected separately from the region legislators to represent the people.

Political parties are outlawed inside of Kaludgar however members in the legislature tend to form coalitions with each other when their interests align

These members of the Upper House will have attended the best colleges in Kaludgar and will have come from very privileged backgrounds and privileged families. Their connections will run deep within the government and the business world and will help in them maintaining power through campaign contributions, more connections, etc. These people are the main power force in the country.

The President of the Presidium of the country will be the head of the cabinet which is called the Presidium. The cabinet is chosen by this President and confirmed by the legislature so when the next elections come the President will already have his President and not need to renominate them.

The President will almost always be selected from the ranks of the governors or the representatives from the upper house. On the regional level there is a Board of Governors which will consist of the 10 Governors with the goal of having the regions unified in policy and to cooperate with one another.

The President upon taking office is not to remain as a member of the legislature or as a governor and an election will be held for his spot. Once elected the President of the Presidium serves for life.

The President is the commander-in-chief of the military and has the right to veto any bills before they become law. The President will also be the Head of State and Head of Government. He/She will also have the right to nominate those to government positions when the need arises or to clean out the old government along with firing the cabinet. The President of the Presidium is also a member of the Council of Elders which consists of a 13 member council of the high priests of the Church of Kaludgar. When each member dies they all vote on a replacement for that member however upon the death of a President no vote will be taken as the next President will take their place immediately upon their inauguration and will serve until their death.

The Upper and Lower Houses will both elect a Speaker to preside over them. The Speakers will set the agenda of each of their houses.

Religion:

Aelostianism is a monotheistic religion based on the worship of Aela, also known as Aldurath Evenul. Aelostianism is unique in that it believes that its god, Aela, was not the creator of the world, but was instead the creator of the beings that were responsible for the worlds creation. These creators, spiritual beings called the Elendur and Argaetha (also known as the Children of Aela's Thought), created the world as an imperfect vision of Aor, the heavenly realm of Aela, and now embody the spirits of the world in an almost animistic relationship. The Elendur and Argaetha are generally depicted as animals or bright humanoid shapes of light. The Elundur are said to have been created from Aela's thoughts of the real and tangible, which give them physical forms. Meanwhile the Argaetha came from Aela's thoughts of sounds and light and the immaterial, therfore they are often depicted as being ethereal or formed of light.
Adherents of Aelostianism are called Aelostians. The religion in its current form originated within the Vestrugat sometime in the 7th century following the Hastfradic conquest, though an older and more paganistic version was followed by the Hastfrads before their arrival. Aelostianism has some similarities to other Gotic-Pagan religions, but its differences remain drastic and far removed from any other in the world. Avalus is generally considered to be the founder of modern Aelostianism, setting forth the tenets of the faith which she collected from the earliest forms of the edjaddas.

According to the teachings of the faith the world was created as an imperfect version of Aor, the city of Aela. Aor was created to keep the forces of the cosmic void out. These forces, portrayed as demonic forces of chaos, hate the light of Aor and seek to destroy Aela's creations. The Elendur and Argaetha embued with Aela's drive to create, created Eras to be a sister city. But unlike Aor which was anchored to Aela's throne, Eras was not fixed and drifted through the void, eventually being lost to the light of Aor, seperating its creators and their creations from the heavenly city.

Aelostian theology is expressed in Divine Tenets gathered from a number of written scripture called the Edjaddas. The Edjaddas are a mix of religious scripture, history, and saga. The tenets profess belief that Aela is the divine protector of the world, and that one day he will return to judge the living and the dead based on the merit of their deeds and the purity of their souls. The tenets further act as a set of religious rules that followers must adhere to in order to be judged worthy of Aela upon his return.

The Church of Kaludgar otherwise known as the Raethurianist Church follows the teachings of the counter-reformist Gyeort Raethur. The followers of Raethurianism believe in a strong adherence to the tenants and are far more conservative than the other branches of Aelostianism. They are very socially conservative taking an orderly and obedient approach to religion. Religious tolerance does not exist in Kaludgar due to the violent suppression of Raethurianism by Syrixians and their very aggressive religious revolution promoting their republican ideals with it. The Church also takes a very traditional approach to that of women seeing their primary duty to that of their family and their husbands in addition to bearing children for the good of the country. Persecution is commonplace against those of different religions as previously stated and there is no separation of church and state.

Because of their strict adherence to their religious beliefs and very conservative interpretation of religion, the sanctity of nature needs to be upheld. One of the greatest sins in Raethurist Doctrine is harming the environment. The Church of Kaludgar teaches that every tree, blade of grass, or aspect of the Earth that is living has a spirit that Aela has given them and so to kill them would be just the same as murder.

The Church of Kaludgar is led by the Council of Elders who dictate church doctrine and other affairs that occupy it. The members serve for life and once a member perishes they all vote for a new one to replace them except for that of the President of the Presidium who occupies a position that does not allow a vote to take place for their membership. There are 13 members of it.

The six Erujakir represent a different virtue and are seen as protectors of mankind. It is forbidden to worship the Erujakir, but there can be found many altars to the six where offerings are left by the devout found around the region. The Erujakir are six women who were chosen by Aela to serve as his personal messengers and holy warriors. They appear throughout the Edjaddas, and are often tasked with aiding the Hastfradic heroes, with Avalus being the last to be chosen. Avalus’ life is well known and chronicled in the seventh Edjadda. The modern image of the Erujakir is of strong, elegant, and noble maidens guiding the dead to Aeor and giving protection and guidance to the righteous. The Edjaddas however also shows them as brutal warriors, cunning leaders, and powerful matriarchs. The Aelostian church does not gloss over these facts, instead teaching that righteousness is not gained through perfect behavior but through continuous adherence to the tenets and honest pursuit of good. The Church of Kaludgar despite its theological and fundamental differences shares these views of the Erujakir with the Aelostian Church. The Erujakir are as follows: Avalus embodies Diligence, Braeja embodies Courage, Bresengurt embodies Justice, Raedenfael embodies Temperance, Sebaen embodies Kindness, and Sigraena embodies Patience. Braeja is the patron Erujakir of Kaludgar.

The Tenets (or Edjaddas) are as follows:
The first Edjadda, or the Anulama, chronicles the birth of the Elendur and Argaetha, their creation of the world, and its early history until the first men arrived.

The second Edjadda, the Vyulima, tells of the origins of man, chronicling their dealings with the Elendur and Argaetha, as well as the fall of the Elder Race and the First War.

The third Edjadda, the Lorjama, is a collection of poetry, songs, and laws. It is the basis of Hastfradic culture and foretells the time when Aela will claim the world as his own.

The fourth Edjadda, the Jalvegga, was written during the wanderings of the Hastfrads, and tells the tale of the mariner Heorulth and his twelve journeys throughout Eras and the Void.

The fifth, the Kyuraedda, is an in depth treatise of the Tenets of Aela.

The sixth Edjadda, or the Aglorra, tells of the conquests and victories of Braegga 'the Bear'. While being the last chronologically, the sixth Edjadda was written before the seventh sometime during the lifetime of Braegga himself.

The last Edjadda, the Avaluma, tells the story of Avalus and her deeds. It was written at some point around the year 827.

The Economy:

Since the 16th century, shipping, fishing, agriculture, trade, and banking have been leading sectors of the Kaludgarian economy. The leading industrial sectors in Kaludgar are telecommunications, aerospace and defense, pharmaceuticals, construction and civil engineering, automobile production, agriculture-related industries, electronic machinery and equipment, and banking.

Kaludgar is heavily dependent on that of wind and solar power as the fossil fuel industry has been effectively done away with.The Kaludgarian state has large ownership positions in key industrial and energy sectors with most physical labor in the country being automated away with the primary means of production being controlled by the state. This allows them to use their revenues generate for a UBI. The UBI and the automation of the blue collar labor force has allowed people to strive for jobs they want to and has given way to the STEM and arts fields flourishing.

Kaludgar’s agriculture is characterized by large wheat farms. Dairy products, pork, poultry, and apple production are concentrated as well. Beef production is large in Kaludgar, while the production of fruits, vegetables, and wine is still a large part of the agricultural sector. Like most other blue collar labor though the agricultural sector has been heavily automated and mechanized to allow for prime efficiency and low costs for production as well as minimizing the damage done to the environment. Kaludgar is as well a large producer of many agricultural products and is currently expanding its forestry and fishery industries. The main fish being salmon and that of sturgeon.

Banking in Kaludgar began in the early 18th century through Kaludgar’s merchant trade and has, over the centuries, grown into a complex, regulated, and international industry. Kaludgar has a long, kindred history of banking secrecy and client confidentiality reaching back to the early 1700s. During the 18th century, Swiss mercenaries brought home funds from their contracts that helped Swiss banks begin.

Disclosing client information has been considered a serious social and criminal offense since the early 1900s. Whistleblowers, despite legal protections, have been treated with hostility from the public and often face professional set backs in Kaludgar. Kaludgarian bankers who maintain offices exclusively in Kaludgar are shielded from a foreign state's lawsuits, extradition requests, and criminal charges, as long as they remain within the country's legal jurisdiction.

A handful of larger Kaludgarian banks operate undisclosed or otherwise secretive bank vaults, storage facilities or underground bunkers for gold bars, diamonds, or other valuable physical assets. Most of these underground bunkers are located near or at the foothills of the mountainous regions of Kaludgar. These facilities are not subject to the same banking regulations as banks in Kaludgar and do not have to report holdings to regulatory agencies.

Kaludgar has a "classical" corporate tax system in which a corporation and its owners or shareholders are taxed individually, causing economic double taxation. All legal persons are subject to the taxation of their profit and capital, with the exception of charitable organisations. Tax liability arises if either the legal seat or the effective management of a corporation is in Kaludgar. To the extent non-resident companies have Kaludgarian sources of income, such as business establishments or real estate, they are also liable for taxation.

The Kaludgarian arms industry's main customer, for whom they mainly build warships, guns, nuclear weapons and equipment, is the Kaludgarian Government.

Hedan is an economic doctrine in which the state plays a strong directive role, as opposed to a merely regulatory role, over a capitalist market economy. As an economic doctrine, Hedan is the counterpart to laissez-faire, stressing a positive role for state intervention in curbing productive inefficiencies and market failures. Hedan policies often include indicative planning, state-directed investment, and the use of market instruments (taxes and subsidies).

Manufacturing is also a very large sector of the economy with it focusing on the defense industry and that of high end healthcare equipment in addition to automobiles. Mining of rare earth materials such as lithium, samarium, and silver. Tourism is also a very large sector of the Kaludgarian Economy as well with the financial industry holding its own massive part. Heavy industry in addition to the ship building have also long been apart of it.



The Military:

The Kaludgarian military doctrine is based on the concept of Total Defense. The term total means that all sectors of the government and economy are involved in the defence planning. In principle, each ministry has the responsibility for planning its operations during a crisis. There are no special emergency authorities (such as the U.S. Federal Emergency Management Agency (FEMA) or Russian Ministry of Emergency Situations.) Instead, each authority regularly trains for crises and has been allocated a combination of normal and emergency powers it needs to keep functioning in any conceivable situation. In a war, all resources of society may be diverted to ensure the survival of the nation. The legal basis for such measures is found in the constitution, which would come into force through a presidential decision verified by parliament in the case of a crisis.

The main objective of the doctrine is to establish and maintain a military force capable of deterring any potential aggressor from using Kaludgarian territory or applying military pressure against Kaludgar. To accomplish this, the defense is organised on the doctrine of territorial defense. The stated main principles of the territorial defense doctrine are

-military non-alliance,
-general conscription,
-territorial defense
-training of conscripts for wartime units,
-dispersed mobilisation, and
-flexible readiness in responding to military threats of various degree.

The defense planning is organised to counteract three threat situations:

1.A regional crisis that may have effects on Kaludgar.

2.Political, economic and military pressure, which may include a threat of using military force and its restricted use.

3.Use of military force in the form of a strategic strike or an attack beginning with a strategic strike aimed at seizing territory.

In all cases, the national objective is to keep the vital areas, especially the capital area in Kaludgarian possession. In other areas, the size of the country is used to delay and wear down the invader, until the enemy may be defeated in an area of Kaludgarian choosing. The Army carries most of the responsibility for this task.

The army units are mostly composed of reservists, the career soldiers manning the command and specialty positions.

The role of the Navy is to repel all attacks carried out against Kaludgarian coasts and to safeguard the territorial integrity during peacetime and the "gray" phase of the conflict. The maritime defense relies on combined use of coastal artillery, missile systems and naval mines to wear down the attacker. The Air Force is used to deny the invader the air superiority and to protect most important troops and objects of national importance in conjunction with the ground-based air defense. As the readiness of the Air Force and the Navy is high even during the peacetime, the career personnel have a much more visible role in the wartime duties of these defense branches.

The Border Guard has the responsibility for border security in all situations. During a war, it will contribute to the national defense partially integrated into the army. One of the projected uses for the Border Guard is guerrilla warfare in areas temporarily occupied by enemy.

Kaludgar is also an adherent to armed neutrality in which it has no alliance with either side in a war, but asserts that it will defend itself against resulting incursions from any party. Which includes military preparedness without commitment; readiness to counter with force an invasion of rights by any belligerent power.
