Loss of Citizenship/Residency Notifications

@Rom has failed to post on the RMB or Forum in 30 days and will be remasked as a resident.
 
@Norvoz (a WA-locked citizen) has resigned from the WA and therefore will be remasked as a resident.

As they are deployed on an NPA mission, Norvoz will retain citizenship.
