A detailed breakdown of votes and results can be found in this spreadsheet.
The abstention in the Delegate race cast by Islands of Tonga was challenged, and the result of the challenge was to mark the vote as one for mcmasterdonia. Per Legal Code 4.5.30, the voter clearly ranked the candidates below the abstention to show a preference for mcmasterdonia and then Nessuno. As mcmasterdonia was the first ranked candidate and thus first preference as defined in LC 4.5.30, LC 4.5.31, which states that all first preference votes shall be counted first, mandates that the vote for mcmasterdonia be counted.
