The Parliament of the Malor-Kanadian Empire

Overview
The new Parliament of the Empire, formed by royal decree, replaces the previous joint government, and the governments of Kanada and Maloria. This parliament was created with the intent of bringing the Empire’s two sides closer together, and to streamline the process of making and amending laws.
The Parliament will consist of three houses.
Consuls
There are two Consuls. They are the heads of Government. One of which, the People’s Consul, will be elected by the First House and accepted by the Second House. The other Consul, the Crown’s Consul, will be chosen by the Monarch from one of the members of the Third House.
The Consuls are to make sure that the government runs correctly. The People’s Consul brings bills that were passed in the First House to be voted for in the Second House. The Crown’s Consul will bring bills that were passed in the Second House to be voted for in the third house, then, if the Monarch does not veto it, will sign with the People’s consul to turn the bill into law.
The Consuls do not have the power to veto. If the Consuls are found to be obstructing a law that was passed from moving to the next house, they are liable to be removed from their position, and possibly the entire government.
Vice Consuls
Each Consul may choose two Vice Consuls to assist them in their duties and attend in their name when they are not able to. Vice Consuls may not replace the Consul’s duty in signing bills into law.
Speakers
There is a Speaker of the House in all three Houses. They are nominated and voted for by their own House. The role of the Speaker is to moderate debates and discussions and to make sure all members of Parliament remain respectful and courteous towards their peers.
The Speaker has the right to temporarily eject someone from Parliament if they are not being cooperative or respectful.
If the Speaker is accused of being biased, the matter can be brought to a Consul, who will then bring the accusation to the Monarch. If a member of Parliament unjustly accuses the Speaker of being biased, they are subject to temporary removal from their position.
Leader of the Majority
Every party has a leader. The leader of the majority party becomes Leader of the Majority.
In the First House, Members of Parliament in the Majority bring propositions for bills to the Leader of the Majority, who chooses whether or not it is brought forward to be discussed and voted on.
In the Second House, the Leader of the Majority takes propositions for bills to the Leader of the Majority in the first house.
Leader of the Minority
All of the minority parties will vote on a Leader of the Minority. Members of Parliament in the Minority bring propositions for bills to the Leader of the Minority, who chooses whether or not it is brought forward to be discussed and voted on.
In the Second House, the Leader of the Minority has the same responsibility as the Leader of the Majority.
The House of Yeomen
Also referred to as the First House and the House of Commons, the First House is the place where bills are proposed and first voted for.
Currently, the First House consists of 700 seats. Each Member of Parliament represents roughly 160,000 people.
When the First House votes to pass a bill, the People’s Consul brings it to the Second House
The Assembly of Tribunes
Also referred to as the Second House and the Assembly of Delegates, the Second House is where passed bills are brought to be voted for.
The Second House has 72 seats. Kanada and Maloria both have 36. Kanada’s 7 thanedoms each have 4 seats, and Kanada’s 4 counties each have 2 seats. Maloria’s 9 provinces have 4 seats.
The number and distribution of these seats can only be changed by the Monarch.
The Second House can also override any decision of the Imperial Diet if 2/3rds of the House votes for it.
The Imperial Diet
Also referred to as the Third House, this house is where passed bills are lastly voted for.
There is currently 200 seats in the Imperial Diet, but that can change on the Monarch’s whim. Every member of the Imperial Diet is chosen and invited personally by the Monarch. There are not parties in the Imperial Diet.
The Imperial Diet elects one member to be the Crown’s Consul, who will co-sign bills with the People’s Consul to make a bill into law.
Two Buildings
There are two different Parliament buildings, one in Bergum and one in Kalgary. As of this year, Parliament will be held in Bergum from January 7th to March 19th, then held in Kalgary from March 20th to September 22nd, then held in Bergum again from September till next year.
Basically, Parliament is held in Kalgary in the Spring and Summer, and in Bergum in the Fall and Winter.

The Parliament building in Bergum was designed by a Callisean architect and took heavy inspiration from the Callisean Parliament.
