As of January 1, 2019, the following free trade agreement between the State of Valamo and the Imperial Goyanean Federation has come into effect.
Statement of Intent
To reduce barriers to the free exchange of goods and services between the Imperial Goyanean Federation and the State of Valamo.
Article I: General Provisions
Section 1. All protective tariffs on goods and services exchanged between the nations of Goyanes and Valamo are to be rendered null and void.
Section 2. Subsidies for industries undergoing “High-Volume Trade” shall be repealed to ensure competition between corporation in Goyanes and corporations in Valamo
2a. “High-Volume Trade Industries” shall be defined as any sector whose imports and exports between Goyanes and Valamo make up a plurality of all imports and exports ofthose products.
2b. Goyanes and Valamo reserve the right to declare important industries as “Protected Industries” and establish protective subsidies to ensure they can remain viable.
Section 3. Both Goyanes and Valamo must protect the right of employees in their nation to a safe workspace, a living wage, and the ability to unionize.
3a. Workplace safety standards shall be agreed upon by representatives of Goyanes and Valamo after the signing of the trade agreement.
3b. A standardized minimum wage shall be agreed upon by representatives of Goyanes and Valamo after the signing of the trade agreement.
Section 4. Patent-Holders shall have exclusive right to any and all intellectual property, excluding that in the public domain, recognized by their nation of citizenship.
4a. The Dispute Resolution Body shall be convened to resolve any conflicting patents diplomatically.
4b. Upon the signing of this treaty, a collective patent registry shall be established between the nations of Goyanes and Valamo. The first individual to register an intellectual property after this treaty, regardless of their nation of residence, shall have that intellectual property respected by both signatories.
Section 5. Should either signatory be found in violation of these terms, and Dispute Resolution protests and rulings have yielded no outcome that both signatory nations can agree to, the other signatory shall have the ability to render this trade deal null and void.
Article II: Goyanean Caveats
Section 1. Goyanean airlines shall retain exclusive rights to operate all domestic routes within the Imperial Federation, and all airlines headquartered in Valamo shall be excluded from domestic operation in Goyanes.
Section 2. Goyanean rail operators shall retain exclusive rights to operate all long-distance rail routes, and rail operators headquartered in Valamo shall be excluded from the operation of long distance train routes in Goyanes.
Section 3. The Imperial Federation of Goyanes reserves the right to, with the consent of Valamo, append any new section to this Article of the trade agreement.
Article III: Valamo Caveats
Section 1. Valamo reserves the right to, with the consent of the Imperial Federation of Goyanes, append any new section to this Article of the trade agreement.
Article IV: Dispute Resolution Body
Section 1. Should the government, corporations, or citizens of any signatory nation find the trade practices of constituents of the other in violation of this trade agreement, they may call a Dispute Resolution Body.
Section 2. The Dispute Resolution Body shall be composed of an equal number of trade representatives from both Valamo and the Imperial Federation of Goyanes.
Section 3. The Dispute Resolution Body delegations shall be appointed by the Head of Government and/or Head of State of each signatory nation.
Section 4. The Dispute Resolution Body shall have the authority to hear all protests submitted by concerned entities and deliver rulings both nations must comply with.
Section 5. Should the Dispute Resolution Body come to a split decision, a neutral third party, who shall be agreed upon by both signatories, shall be summoned to come to a decision.
Article V: Renegotiation
Section 1. Should either nation wish to append an amendment to this trade deal, they must submit to, and receive approval from, the government of the other nation.
Section 2. Should either nation wish to renegotiate the terms of this trade agreement, they may call representatives of the other signatory to negotiate a new trade agreement.
