If the nation you created is not in the North Pacific, can you still join TNP?

Hello everyone,
I am quite new to this simulation and I have many questions. One of them is about joining TNP. I imagine the nation I created as being in the northern Pacific Ocean, but for the countries that are not hypothetically located in the northern Pacific, are they able to join TNP region? Sorry I am not that good at English, but I am wondering if there are any requirements. Thank you!

Then consider applying for citizenship and for staff positions within the executive branch or the NPA.
