The Regional Assembly Voice to Excellence Program
The Specifics: Now that this program is live, you will have the opportunity to take a piece of legislation that is currently under consideration outside of formal debate and present it in Discord...over voice chat! Now, I know this may seem weird but bear with me. This is an institution that honors the history and statutes of The North Pacific and therefore being able to uphold to that view is of the utmost importance. So, this Voice Chat is not just some people talking informally about a piece of legislation. Rather, it is an organized process using parliamentary procedure that allows the author to present their case, field questions, and hear both affirmative and oppositional viewpoints so that they can go back to the drawing board and make their legislation even stronger!
How to Submit Legislation: So, you as an author must have a bill being currently discussed in the Regional Assembly Forum. This bill can be either just in a preliminary stage or further along. An actual bill must be created and not just some idea of a bill that you want to make. Then you post IN THIS THREAD using the following application:
Your request will be reviewed then the speaker or a member of the office will reach out and schedule a time for your bill to be presented.
It is important to note that the program is meant to only provide structured feedback for the bills involved and have no legal precedent or authority over the legislative processes of the Regional Assembly.
Procedures of a Voice Chat Assembly:
The process will go as follows:
1. The chair (either the speaker or a representative thereof) will read the bill title out loud and will assure the presence of the author.
2. The chair will invite the author to begin their opening statement in order to explain the bill's purpose and importance. This may not exceed 2 minutes and the remainder of time left will be transferred to the author's closing statement which shall also be 2 minutes plus the time remaining from the opening statement.
3. The chair will begin a 2 minute period which allows for questions from those present without commentary on the legislation itself.
4. 10 minutes of time will be allocated for the ability of members to speak in favor or against the legislation. (This can be lengthened through a motion to extend debate or shortened through a motion to move the previous question.)
5. The author will have their closing statement which can be used to answer criticisms and uphold the value of the legislation.
6. A poll shall be taken to see how support for the bill currently is. This shall be a roll call vote.

Other Important Points:
The chair is there to help guide discussion and help anyone with procedural rules so no one is lost or confused. Here below are some key phrases to know for the sessions:
Point of Inquiry: This statement proceeds a question about the procedure. This notion can interrupt any speaker.
I yield my time to the chair: This statement tells the presider that they have finished speaking which allows the speaker to recognize another speaker.
Point of Order: This statement is used to point out a rule that is not being followed so that the chair can correct it.
Decorum: People can only speak if the speaker recognizes them to do so. This ensures order and an efficient process in the discussion of policy. (Point of Information can interrupt proceedings still.)
The chair has the right to end someone's right to speak at anytime if he considers it disorderly or not germane in order to ensure the dignity and timeliness of the process.
Being Recognized to Speak: In order to show the chair that you want to speak there are two means to get his or her attention. One can "press to talk" the talk button three consecutive times which will alert the chair of your wish to speak. Also, one can post "000" in the text channel to get the speaker's attention. Regardless, the speaker decides who is to speak next in all cases.
