The Kian Union

The Kian Union is an intergovernmental alliance between the nations on the continent of Kian based upon the Treaty of the same name. The KU operates under a system of collective defense and mutual trade, which aims to deter aggression on the continent and its waters as well as promote international peace worldwide.

The Treaty

The Kian Union Treaty (colloquially referred to as "the treaty") is the founding document of the KU, and serves as the guidelines by which it operates.

The Parties to this Treaty reaffirm their faith in the purposes and principles of the rights of Man and their desire to live in peace with all peoples and all governments.
They are determined to safeguard the freedom, common heritage and civilization of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the Kian area.
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this Kian Union Treaty :

ARTICLE 1
The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of international regulations, laws, and by the rights of typical decency.

ARTICLE 2
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

ARTICLE 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist attack be it armed, terrorist, or cyber in nature.

ARTICLE 4
The Parties will consult together whenever, in the opinion of any of them, national sovereignty, culture, territorial integrity, political independence or security of any of the Parties is threatened.

ARTICLE 5
The Parties agree that an attack against one or more of them in Kian shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Kian continent area.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Council. Such measures shall be terminated when the Council has taken the measures necessary to restore and maintain international peace and security.

ARTICLE 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed, terrorist, or cyber attack:

- on the territory of any of the Parties in which sovereign territory of that nation lies anywhere on the continent of Kian to include that nation’s sovereign territory extending into the sea, on the territory of or on the Islands under the jurisdiction of any of the Parties in the seas surrounding Kian;

- on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Kian in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the seas and areas surrounding Kian which extend to that nation’s sovereign territorial waters.


ARTICLE 6 §1
The entirety of the parent Article shall expressly pertain to any sovereign territory of the nation of McMasterdonia, regardless of whether said sovereign territory is on the continent of Meterra or the continent of Kian. For all intents and purposes, any Article of this Treaty shall apply to any part of McMasterdonian sovereign territory.


ARTICLE 7
This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations of any nation’s obligations or treaties preexisting, or the primary responsibility of the Council for the maintenance of international peace and security.

ARTICLE 8
Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

ARTICLE 9
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

ARTICLE 10
The Parties may, by unanimous agreement, invite any other Kian State in a position to further the principles of this Treaty and to contribute to the security of the Kian continent and surrounding areas to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Security Council. The Council will inform each of the Parties of the deposit of each such instrument of accession.

ARTICLE 11
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible initially with each Government of the Treaty, then hereafter with the Security Council, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of McMasterdonia, Midir, and Valencia, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.

ARTICLE 12
After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the Kian continent and surrounding area, including the development of universal as well as regional arrangements under any international peaceful treaty or agreement for the maintenance of international peace and security.

ARTICLE 13
After the Treaty has been in force for twenty years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Security Council, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

ARTICLE 14
This Treaty, of which the Mercanti and Valencian-Ceretian texts are equally authentic, shall be deposited in the archives of the Government of Valencia. Duly certified copies will be transmitted by that Government to the Governments of other signatories.


Les Parties à ce Traité réaffirment leur foi dans les buts et principes des droits de l'Homme et leur désir de vivre en paix avec tous les peuples et tous les gouvernements.
Ils sont déterminés à sauvegarder la liberté, l'héritage commun et la civilisation de leurs peuples, fondés sur les principes de la démocratie, de la liberté individuelle et de la primauté du droit.
Ils cherchent à promouvoir la stabilité et le bien-être dans la région de Kian. Ils sont résolus à unir leurs efforts pour la défense collective et pour la préservation de la paix et de la sécurité. Ils sont donc d'accord avec ce traité de l'Union de Kian :

ARTICLE 1

ARTICLE 3
Afin de réaliser plus efficacement les objectifs du présent Traité, les Parties, séparément et conjointement, au moyen d'une entraide et d'une entraide continues et efficaces, maintiendront et développeront leur capacité individuelle et collective à résister aux attaques armées, terroristes, ou cyber dans la nature.

ARTICLE 4

ARTICLE 6

- sur le territoire de l'une quelconque des Parties où le territoire souverain de cette nation se trouve sur le continent de Kian pour inclure le territoire souverain de cette nation s'étendant dans la mer, sur le territoire des îles ou sur les îles relevant de l'une quelconque des Parties dans les mers entourant Kian;

- sur les forces, navires ou aéronefs de l'une quelconque des Parties, dans ou sur ces territoires ou toute autre zone de Kian où les forces d'occupation de l'une quelconque des Parties étaient stationnées à la date d'entrée en vigueur du Traité ou des mers et les zones entourant Kian qui s'étendent aux eaux territoriales souveraines de cette nation.


ARTICLE 6 §1
L'intégralité de l'article originaire doit expressément concerner tout territoire souverain de la nation de McMasterdonia, indépendamment du fait que ledit territoire souverain se trouve sur le continent de Meterra ou sur le continent de Kian. À toutes fins pratiques, tout article du présent traité s'applique à toute partie du territoire souverain de McMasterdon.


ARTICLE 7

ARTICLE 8

ARTICLE 9

Le Conseil doit être organisé de manière à pouvoir se réunir rapidement à tout moment. Le Conseil crée les organes subsidiaires nécessaires; en particulier, il établit immédiatement un comité de défense qui recommande des mesures pour l'application des articles 3 et 5.

ARTICLE 10
Les Parties peuvent, par un accord unanime, inviter tout autre Etat de Kian en mesure de promouvoir les principes du présent Traité et de contribuer à la sécurité du continent de Kian et des régions avoisinantes à adhérer au présent Traité. Tout État ainsi invité peut devenir partie au traité en déposant son instrument d'adhésion auprès du Conseil de sécurité. Le Conseil informera chacune des parties du dépôt de chaque instrument d'adhésion.

ARTICLE 11
Le présent Traité sera ratifié et ses dispositions exécutées par les Parties conformément à leurs procédures constitutionnelles respectives. Les instruments de ratification seront déposés dès que possible dans un premier temps auprès de chaque gouvernement du Traité, puis auprès du Conseil de sécurité, qui avisera tous les autres signataires de chaque dépôt. Le Traité entrera en vigueur entre les Etats qui l'auront ratifié dès que les ratifications de la majorité des signataires, y compris les ratifications de McMasterdonia, Midir et Valencia, auront été déposées et entreront en vigueur aux autres Etats à la date du dépôt de leurs ratifications.

ARTICLE 12
Après l'entrée en vigueur du Traité pendant dix ans, ou à tout moment par la suite, les Parties se consulteront, si l'une d'entre elles le demande, pour examiner le Traité, compte tenu des facteurs affectant la paix et la sécurité dans le Le continent de Kian et ses environs, y compris le développement d'arrangements universels et régionaux dans le cadre de tout traité ou accord pacifique international pour le maintien de la paix et de la sécurité internationales.

ARTICLE 13
Après l'entrée en vigueur du Traité pendant vingt ans, toute Partie peut cesser d'être Partie un an après que sa dénonciation aura été notifiée au Conseil de sécurité, qui informera les gouvernements des autres Parties du dépôt de chaque avis de dénonciation.

ARTICLE 14
Ce traité, dont les textes Mercanti et Valencien-Ceretien font également foi, sera déposé dans les archives du Gouvernement de Valence. Des exemplaires dûment certifiés seront transmis par ce gouvernement aux gouvernements des autres signataires.

The Council

The Council is a tribunal of each member's military representative who, at the behest of their nation's civilian leadership, discuss, plan, and execute military cooperation and security of Kian's land, waters, airspace, and cyberspace.

After His Majesty the King Reitz X' consultation with the Royal Congress and the Prime Advisor, His Majesty determined that Illderia would greatly benefit from a membership within the Kian Union, therefore we seek a full membership status in the union. The kingdom also agrees to cooparate with the nations of Kian in matters of Economy and Diplomacy The Kian Union Treaty is fully supported by both the Illderian National Council and the Royal Senate. We pray that our nation will be accepted into this great organization of Kian's nations.

After communicating with our fellow Kianese member nations, we in Midir, Valencia, and McMasterdonia have voted unanimously to allow the Kingdom of Illderia into the Kian Union. We hope that with Illderia’s entrance into the K.U that it, and the other states in the Union, can cooperate and prosper.

We are first and foremost a defense pact - the continent of Kian has remained at peace while the rest of the world wages war, and we wish to keep our safety assured by posing as much of a strategic inconvenience as possible. Secondly, we are a trade union - what goods or services can Regunalia bring the Union to warrant the expansion of transportation networks and employment to your nation?

The Kingdom of Regunalia can promise state of the art training facilities for joint exercises, a disciplined and well-trained military, commercial infrastructure ready and willing to increase production of necessary products for international export and safe harbor for any refugees that require it. Various cothons and seawalls as well as coastal defenses that make invasion by sea as annoying as possible. Regunalia's existing road and air networks will ensure that critical supplies get where they are needed quickly and efficiently.
 
The Mondic government thinks that Regunalia would be a fine addition to the Kian Union’s ranks, on top of what they can offer, having Regunalia as part of the alliance would guarantee a land bridge between Mondari and Valencia. Having a secure land bridge would allow for the mutual defense of our nations to be easier to secure. While we have the lake the connects our nations, it is nice to not have to worry about a nation above it potentially becoming hostile.

Valencia concurs with the Midranean stance in that a united and contiguous Union border would only be beneficial to mutual defense. We hereby call forth a vote on the admission of the Kingdom of Regunalia into the Kian Union.

With all of the votes tallied, the vote to admit Kingdom of Illderia has henceforth passed unopposed; we welcome our Kianese brothers to the Union. We hope this strengthening of bonds between our nations continues to develop
 
Additionally, the Union would like to welcome the Kingdom of Regunalia into Kianese brotherhood.

The Kingdom of Valencia hereby requests both the Kingdom of Regunalia and the Kingdom of Illderia to designate one plenipotentiary and one military representative in order to be formally added to the charter and list of membership.

The Union looks forward to the cooperation our nations will undoubtedly organize and the enhanced defense of our beautiful continent.

The Kingdom of Valencia wishes to put forth the following proposal:

A municipal headquarters to serve as the administrative and operational center for the Kian Union. We propose that, especially with the ongoing counter-terrorism efforts in various regions throughout Stakhr, the Union would benefit greatly from such a headquarters. It is our opinion that should a headquarters exist, it should be as equidistant or centrally located as possible between all members of the Union, and should change if or when new members subsequently join in order maintain convenient representation and coordination. Valencia does not wish to conveniently put its hat into the ring as the sole option, but under the guidelines outlined above, this would define Valencia as the most geo-centric location, and as such we would like to nominate the historical city and port of Haguèves-sur-Mer as the headquarters. The military base present in the city already serves as a primary base of operations for the Royal Valencian Navy, and is currently capable of providing berths and subsequent supplies for our Kian Union allies. Additionally, the modern administrative district of the city has many buildings and complexes that are capable of being authorized and handling any Union administrative and sensitive operational information.

Of course, we would accept this designation with dignity and humility, but expect that our Union members to have proper discourse about whether such a headquarters is even necessary, let alone where it should be placed.

The Ministry of Foreign Affairs would like to pass on the sentiment from the Royal Patriarch and His Royal Majesty himself that not only is at the very least an administrative center necessary for the Union to operate effectively, it should be considered as though a requirement. The Grand Kingdom of Regunalia sees no other way that all Union members can coordinate in a swift and effective matter on not just military matters but economic crises as well. In this vein, The Grand Kingdom of Regunalia would like to express its full and unconditional support for a Union HQ in the proposed location

On a slightly unrelated note, The Grand Kingdom of Regunalia, by vote of the Grand Royal Assembly, hereby appoints Royal Herald Hugh Ayers as our plenipotentiary, Honor Guard General Lloyd Millard shall hereby be reaffirmed as our military commander with regards to the Union.
