The Iterian League

The Iterian League is a political union for nations on the continent of Iteria. Members must either reside on the continent or have a deep history with the continent. Prospective members should contact the current Speaker of the Assembly. The League headquarters are located in Ardurelos, Alnaria.

The Iterian Code


Title I: The Commerce Code

Chapter 1: Commerce Authority

Section 1. The Iterian Commerce Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Commerce Code and all resolutions and initiatives concerning commerce in the Iterian League.

Section 2. The Iterian Commerce Authority shall have the power to implement all legislation concerning commerce and trade between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of economic guidelines as laid out in The Commerce Code.

Section 3. The Undersecretary of Commerce shall be the official tasked with the management of the Iterian Commerce Authority and as the Secretary-General’s chief advisor on commercial policy.

Section 4. The Undersecretary of Commerce shall have complete executive authority over the Iterian Commerce Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing commercial policy.

Section 5. The Undersecretary of Commerce may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 2: Free Trade

Section 1. Members of the Iterian League shall endeavor to reduce tariffs, regulations, tariffs, and other trade barriers between each other. Seeking to establish an Iterian Free Trade Zone where goods and services may be exchanged freely among the people of Iteria.

Section 2. No nation shall implement protectionist policies designed to give their industries an unfair advantage on the Iterian Market. These laws include tariffs on goods from other members of the League or subsidies designed to undermine the industries of other Iterian nations.

Section 3. Members retain the right to designate certain industries as protected industries, allowing League members to utilize subsidies or tariffs to protect those industries from unfair foreign competition. Members must make it public knowledge which sectors they wish to protect before the Iterian League as a precursor to doing so.

Chapter 3: Currency

Section 1. The Member-States of the Iterian League shall establish a single reserve currency, the Iterian Monetary Unit (IMU), to be used in Trans-Iterian trade.

Section 2. The IMU shall have a value tied to the international reserve currency in order to maintain monetary stability in Iteria.

Section 3. The IMU shall not supplant any national currencies that exist in Member-States, but will serve rather as a medium of exchange to be used across the Member-States of the League.


Title II: The Infrastructure Code

Chapter 4: Infrastructure Authority

Section 1. The Iterian Infrastructure Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Infrastructure Code and all resolutions and initiatives concerning infrastructure in the Iterian League.

Section 2. The Iterian Infrastructure Authority shall have the power to implement all legislation concerning infrastructure among the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the infrastructure institutions and guidelines as laid out in The Infrastructure Code.

Section 3. The Undersecretary of Infrastructure shall be the official tasked with the management of the Iterian Infrastructure Authority and as the Secretary-General’s chief advisor on commercial policy.

Section 4. The Undersecretary of Infrastructure shall have complete executive authority over the Iterian Infrastructure Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing infrastructure policy.

Section 5. The Undersecretary of Infrastructure may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 5: Railways

Section 1. The Iterian Infrastructure Authority shall have the power to, with the consent of the Assembly, to erect and maintain railways connecting all members of the Iterian League to each other in order to allow for greater movement between the nations of Iteria.

Section 2. A subsidiary organization, the Iterian Railway Agency, shall be established within the Iterian Infrastructure Authority with the sole task of operating, preserving, and accounting for all profits made by the Iterian Railway System.

Section 3. The Iterian Infrastructure Authority shall promote the use of, and research into, high speed rail systems to ensure economic and civil interconnectivity throughout Iteria.

Section 4. All expenditures of the Pan-Iterian Railways shall be paid for using the funds allocated to the Iterian Infrastructure Authority from the yearly Iterian League General Fund. All profits of the Pan-Iterian Railways shall be accounted for by the Pan-Iterian Railway agency and funneled back to the Iterian Infrastructure Authority.

Chapter 6: Freeways

Section 1. The Iterian Infrastructure Authority shall, with the consent of the Assembly, construct a series of road, freeways, and highways to allow for greater travel among the members of the Iterian League.

Section 2. These highways shall be constructed, maintained, and accounted for by the Iterian Freeway Agency, a wing of the Iterian Infrastructure Authority.

Section 3. All expenditures of the Iterian Freeway System shall be paid for using funds allocated to the Iterian Infrastructure Authority from the General Fund. All excess funding shall be re-directed to the Iterian Infrastructure Authority.


Title III: The Travel Code

Chapter 7: Travel Authority

Section 1. The Iterian Travel Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Travel Code and all resolutions and initiatives concerning travel in the Iterian League among it’s Member-States.

Section 2. The Iterian Travel Authority shall have the power to implement all legislation concerning travel and immigration between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the travel, immigration, and movement guidelines as laid out in this code.

Section 3. The Undersecretary of Travel shall be the official tasked with the management of the Iterian Travel Authority and as the Secretary-General’s chief advisor on travel policy.

Section 4. The Undersecretary of Travel shall have complete executive authority over the Iterian Travel Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing travel policy.

Section 5. The Undersecretary of Travel may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 8: Travel

Section 1. Members of the Iterian League shall work to loosen travel barriers between one another, seeking to liberalize border restriction and allowing for the free movement of people within Iteria.

Section 2. Member-States of the Iterian League shall not place a complete travel ban on the travel of their members between other Member-States of the Iterian League.

Section 3. Members of the League are encouraged to pursue a policy of Passport-Free travel with their fellow Members in order to facilitate greater connectivity across Iteria.

Section 4. The right of Member-States of the Iterian League to police, enforce, and control their borders shall not be infringed by a decision of the Iterian Assembly, Secretariat or the Court.

Chapter 9: Visas

Section 1. All nations of the Iterian League shall reduce the barriers that exist for members of the Iterian League to attain a visa, ensuring that any citizen of the Iterian League which seeks temporary residence in another Member-State of the Iterian League is allowed to pursue such a license.

Section 2. League Members shall retain the right to deny any Iterian Citizen a visa if they deem that individual to be a risk to their national security and stability.

Chapter 10: Citizenship

Section 1. The Member-States of the Iterian League shall work to reduce all existing barriers preventing citizens of other Iterian League Members from seeking to attain citizenship in a new Iterian League Member. They shall also attempt to streamline the citizenship application process.

Section 2. Members of the Iterian League shall retain the right to deny citizenship to any individual for any reason they choose.


Title IV: The Science Code

Chapter 11: Science Authority

Section 1. The Iterian Science Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Science Code and all resolutions and initiatives concerning science in the Iterian League.

Section 2. The Iterian Science Authority shall have the power to implement all legislation concerning scientific research and cooperation between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the scientific guidelines and cooperative programs laid out in this code..

Section 3. The Undersecretary of Science shall be the official tasked with the management of the Iterian Science Authority and as the Secretary-General’s chief advisor on science policy.

Section 4. The Undersecretary of Science shall have complete executive authority over the Iterian Science Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing science policy.

Section 5. The Undersecretary of Science may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 12: Records

Section 1. The collected declassified scientific records of member of the Iterian League are to be compiled into a national record to be maintained by the Iterian Science Authority for use by all citizens of Member-State of the Iterian League.

Section 2. Additionally, the Iterian Science Authority shall have the power, with the consent of the Assembly, erect and maintain a series of libraries where all declassified information about Iterian history and it’s Member-States shall be stored for the use of the populus of Iteria.

Section 3. These records and libraries shall be maintained via funds from the General Fund allocated to the Iterian Science Authority on annual basis.

Chapter 13: Research

Section 1. Members of the Iterian League are encouraged to perform joint research with other members, with scientists from all nation working collaboratively on joint scientific exploits.

Section 2. The Iterian Science Authority shall, with the consent of the Iterian Assembly, distribute monetary grants for scientific research, in order to incentivize pursuit in scientific field across Iteria.

Section 3. The funds for joint research projects and research grants shall come from the General Fund currency allocated to the Iterian Science Authority.

Chapter 14: Education

Section 1. Member-States of the Iterian League shall endeavor to promote the education of their citizens, and all inhabitants of Iteria, to ensure the furtherment of all educational exploits.

Section 2. The Iterian Science Authority shall have the power to, with the consent of the Iterian Assembly, erect a series of learning institutions across Iteria. These institutions, to be funded using money allocated to the Iterian Science Authority, will be available to all Iterian citizens wishing to seek a higher education.

Chapter 15: Space Exploration

Section 1. The Iterian League shall establish a Pan-Iterian Space Program as an international subsidiary of the Iterian Science Authority with the express purpose of engaging the members of Iteria in the joint exploration of space.

Section 2. All missions and programs for the Pan-Iterian Space Program must require the approval of the Assembly before they are constructed, funded, or launched.

Section 3. The Pan-Iterian Space Program will also serve as a medium by which the Member-States of the Iterian League can engage one another in joint space exploration ventures.

Section 4. Primary funding for the Pan-Iterian Space Program shall be derived from the General Fund resources allocated to the Iterian Science Authority. All secondary funding shall be derived from voluntary funds from other Members and Private Organizations.


Title V: The Health Code

Chapter 16: Health Authority

Section 1. The Iterian Health Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Health Code and all resolutions and initiatives concerning Health in the Iterian League among it’s Member-States.

Section 2. The Iterian Health Authority shall have the power to implement all legislation concerning continental health and cooperation between the members of the Iterian League on Health. It shall be tasked with encouraging and facilitating the implementation of the health guidelines and health initiatives laid out in this code.

Section 3. The Undersecretary of Health shall be the official tasked with the management of the Iterian Health Authority and as the Secretary-General’s chief advisor on health policy.

Section 4. The Undersecretary of Health shall have complete executive authority over the Iterian Health Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing health policy.

Section 5. The Undersecretary of Health may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 17: Health Standards

Section 1. Nations shall endeavor to establish rules and regulations concerning the health of their citizens to ensure that disease is contained and that a Pandemic is not allowed to spread across the continent of Iteria.

Section 2. Food and water regulations shall be implemented to ensure that consumables are safe for the people of Iteria.

Section 3. Workplace safety regulations should be erected to ensure that no citizen of a member-state of the Iterian League is put into bodily harm or injured during their work.

Chapter 18: Health Crises

Section 1. Should a disease or affliction take hold in Iteria and reach pandemic status, the Iterian Assembly may vote to declare a Health Crises on the continent of Iteria.

Section 2. Upon the declaration of the Health Crises, all nations that wish to comply may allow the Iterian Health Authority to construct temporary emergency health providers within the nation to deal with plague affecting the continent.

Section 3. Acceptable methods of providable care include rehabilitory care, providing vaccines, and placing the sick into temporary isolation, until they have recovered, to ensure the disease does not spread.

Section 4. The Iterian Health Authority will not be authorized to kill, forcibly relocate, or infringe upon the rights of any inhabitant of an Iterian League member-state.

Section 5. Upon the near eradication of the affliction, the Iterian Health Authority shall close down any temporary facilities designated to deal with the pandemic.

Section 6. Funds to perform these special missions shall be procured from the Iterian Health Authority’s yearly budget allocated from the General Fund, or through voluntary donations to the mission.


Title VI: The Environmental Code

Chapter 19: Environmental Authority

Section 1. The Iterian Environmental Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Environmental Code and all resolutions and initiatives concerning the Environment in the Iterian League among it’s Member-States.

Section 2. The Iterian Environmental Authority shall have the power to implement all legislation concerning the continent’s environment and cooperation between the members of the Iterian League on environmental policy. It shall be tasked with encouraging and facilitating the implementation of the environmental guidelines and initiatives laid out in this code.

Section 3. The Undersecretary of the Environment shall be the official tasked with the management of the Iterian Environment Authority and as the Secretary-General’s chief advisor on environmental policy.

Section 4. The Undersecretary of the Environment shall have complete executive authority over the Iterian Environmental Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing environmental policy.

Section 5. The Undersecretary of the Environment may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 20: Environmental Standards

Section 1. Members of the Iterian League shall endeavor to create environmentally friendly environment in their nation, preserving their natural environments and ensuring industry does not get in the way of natural preservation.

Section 2. Member-states of the Iterian League are encouraged to limit their carbon dioxide, methane, and other gaseous emissions which may contribute to a rampant greenhouse effect warming the earth.

Section 3. Iterian nations shall seek to prevent the depositing of industrial waste and other harmful substances within rivers, sensitive desert ecosystems, or other natural preserves that exist within the nation.

Chapter 21: Environmental Crises

Section 1. Should a major ecosystem collapse or an organism face extinction, the Iterian Assembly may vote to declare an environmental crisis.

Section 2. Upon the approval of such and initiative, the Iterian Environmental Authority, with the consent of any nation they may be operating within, shall set up a series of nature preserves and environmental safe zones which are to be left untouched while actions in affected regions are taken in order to preserve the environment.

Section 3. The Iterian Environmental Authority may not use any physical force to enforce the perimeter of these environmental safe zones without the approval of the nation they are operating within.

Section 4. Upon the stabilization of the ecosystem of a specific mission, the Iterian Environmental Authority shall withdraw its temporary facility from that nation and declare the mission over.

Section 5. Funds for such missions shall be derived from the Iterian Environmental Authority’s yearly budget allocated from the General Fund.


Title VII: The Humanitarian Code

Chapter 22: Human Rights Authority

Section 1. The Iterian Human Rights Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Humanitarian Code and all resolutions and initiatives concerning human rights in the Iterian League among it’s Member-States.

Section 2. The Iterian Human Rights Authority shall have the power to implement all legislation concerning the continent’s environment and cooperation between the members of the Iterian League on humanitarian policy. It shall be tasked with encouraging and facilitating the implementation of the humanitarian guidelines and initiatives laid out in this code.

Section 3. The Undersecretary of Human Rights shall be the official tasked with the management of the Iterian Human Rights Authority and as the Secretary-General’s chief advisor on humanitarian policy.

Section 4. The Undersecretary of Human Rights shall have complete executive authority over the Iterian Human Rights Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing humanitarian policy.

Section 5. The Undersecretary of Human Rights may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 23: Human Rights Standards

Section 1. Member-states of the Iterian League shall endeavor to establish a code of national human rights that shall be allotted to every citizen within their nation.

Section 2. Nations are encouraged to ensure the equality under law of all citizens and to prevent the discrimination of peoples on the grounds of ethnicity, gender, or religion.

Section 3. Permanent involuntary servitude, or chattel slavery, shall be highly condemned and all nations within the Iterian League are encouraged to ban the practice in all of it’s forms.

Section 4. No citizen of a member-state of the Iterian League shall be arrested by its country of residency without due cause or warrant.

Section 5. Citizens within a member of the Iterian League shall be entitled to the right to travel between nations in some form or another. Every person within the Iterian League has the right to nationality and citizenship within a nation in Iteria.

Section 6. Citizens of League Member-States shall be entitled to free thought and thinking.

Chapter 24: Humanitarian Crises

Section 1. Should a gross abuse of human rights occur within a nation in the Iterian League, the Iterian Assembly may vote to declare a humanitarian crises within a specific nation or area.

Section 2. Upon the declaration of a humanitarian crises, the Iterian Human Rights Authority shall have the power to, with the consent of the nation it is operating within, erect a series of temporary facilities for use by the Human Rights Authority until the conclusion of the crisis.

Section 3. The Iterian Human Rights shall not have the authority to use physical force in any humanitarian mission.

Section 4. Upon the restoration of human rights within a certain nation or region, the Iterian Human Rights Authority shall withdraw its temporary mission headquarters from the afflicted region.

Section 5. Funds for such missions shall be derived from the Iterian Human Rights Authority’s yearly budget allocated from the General Fund.
The Constitution of the Iterian League

Preamble
We, the undersigned delegates to the Iterian League, enter in league for the common good of Iteria. We commit ourselves to the maintenance of peace and prosperity throughout Iteria, and a constant discussion on the issues that face our continent. We resolve to work together on loosening economic, cultural, and travel barriers between our nations. We affirm our rights to national sovereignty, and strive to ensure that the rights of all Iterian nations are protected from those who would seek to usurp them. We recognize the bloodshed which haunts our continents past, and seek to ensure that such bloodshed is never repeated. Noting the above, we do hereby ratify this charter to ensure that this continent, once engulfed in war, shall see peace and prosperity for decades to come.

Article I: Membership
Section 1.
The Iterian League is a political union for nations on the continent of Iteria. All prospective members to the Iterian League must reside on the continent of Iteria if they wish to apply to the League. All prospective observers to the Iterian League are not required to reside on Iteria, but must have close cultural, political, or economic ties to Iteria if they wish to apply.
Section 2. All nations wishing to join the Iterian League should contact the current Speaker of the Iterian Assembly to introduce a motion at the next meeting of the Iterian League. The Speaker must then submit their application to the Assembly at the next legislative meeting of the Iterian League. Applications will then be debated by current members of the Iterian League and voted upon. Prospective members require a simple majority to be accepted, and observers require a two-thirds majority to be accepted.
Section 3. All members of the Iterian League retain the right to have a sitting delegation to the Iterian Assembly and a sitting juror on the Iterian Court. They have the right to national sovereignty and complete control of both their nation's domestic and foreign policy. Members therefore maintain the right to opt-out of all Iterian legislation, but must inform the other members of the Assembly in a formal manner before they do so. Observers maintain a right to have a single sitting, non-voting representative to the Iterian Assembly. Observers are exempt from all legislation passed by the Assembly.
Section 4. Members and observers of the Iterian League have a duty to maintain a non-aggression policy with their neighbors and ensure peace. All signatories are encouraged to come to the aid of their fellow signatories of this Constitution in the event they are attacked, but are not legally bound to do so. Furthermore, they are encouraged to adopt laws in compliance with Iterian legislation to help further the goals of the League.
Section 5. Any member and observer in the league can have their status in the league stripped by a two thirds majority decision of the Assembly. Any attack against another member or observer of the league by another member or observer will result in the offending party having their status in the League immediately stripped.

Article II: The Iterian Assembly
Section 1.
The primary legislative body of the Iterian League is to be the Iterian Assembly, upon whom all legislative power is to be vested and where all member nations are to be represented.
Section 2. Each member nation shall send a delegation of 15 parliamentarians to the Iterian Assembly, with each parliamentarian being granted one vote. Each observer nation shall send a single parliamentarian to the Iterian Assembly, with these parliamentarians being granted no vote. All representatives to the Iterian Assembly are to be elected in a manner determined by the state they represent.
Section 3. The Iterian Assembly shall have the right to legislate on all manners concerning its member states and the continent as a whole. This includes the ability to legislate on all matters of policy deemed necessary and proper by its constituent members to ensure greater connectivity and unity across Iteria.
Section 4. The Assembly will have the sole ability to draft and approve constitutional amendments, amendments to the Iterian Code, league-wide initiatives, resolutions, and motions.
Section 5. Constitutional amendments are all amendments to this founding document to establish the Iterian League. They require a two-thirds majority vote of the Iterian Assembly to pass.
Section 6. Amendments to the Iterian Code are alterations to the collected body of Iterian laws and regulations which have been established to guide the domestic policy of each member of the League. They require a simple majority vote of the Iterian Assembly to pass.
Section 7. League-wide initiatives are league-sponsored projects designed to advance a specific goal utilizing the combined efforts of each individual League members. Initiatives, unlike the Iterian Code or resolutions, are legally binding. As such, they require a two-thirds majority vote of the Iterian Assembly to pass.
Section 8. Resolutions are statements representing the collective opinion of the Iterian League on a specific issue that outlines legislative action that each Iterian League member is recommended to take. They require a simple majority vote of the Iterian Assembly to pass.
Section 9. Motions are proposed changes to the existing leadership, membership, or structure of the Iterian League. The existing motions that may be made are motions to admit new members, motions to suspend membership, motions to overturn a veto, motions of no confidence, and a motion for a constitutional convention. Each motion has a different majority vote it requires before passing the Iterian Assembly.
Section 10. When debate on a specific piece of legislation begins, it is first introduced by the Speaker of the Assembly. This is then followed by an author speech by the specific representative introducing the motion and a subsequent period of informal debate which eventually concludes with a parliamentary motion.
Section 11. Each member of the Assembly has a series of parliamentary motions they can make during debate. They are a motion to vote, amend, table, or table indefinitely. All motions require a second before a referendum on the motion is made. A motion to vote will trigger a vote on the legislation that is currently on the table. A motion to amend an item on the agenda is a motion which amends the legislation, initiative, or resolution at hand. It requires a simple majority to take effect. A motion to table is a motion designed to postpone debate or a vote on a matter until a time specified by the motioner. It requires a simple majority to pass. A motion to table indefinitely is a motion which halts any debate on the topic at hand indefinitely, killing the legislation. It requires a two third majority to pass.
Section 12. The Iterian Assembly shall be chaired by a Speaker, whom will be tasked as the presiding officer of the Assembly.
Section 13. The Speaker of the Assembly has the duty to maintain decorum, facilitate parliamentary procedure, and convene the monthly sessions of the Iterian Assembly. They have the power to arrange the legislative agenda for a meeting, remove speaking rights from a specific member with due cause, and establish guidelines for parliamentary procedure. The Speaker cedes all voting rights except in the event of a tie.
Section 14. The Speaker shall be elected and sworn in on the first date of February, June, and October. The Speaker shall be elected from among the voting members of the Iterian Assembly and shall give a sole campaign speech to the Assembly. The candidate which receives a plurality of votes shall be sworn in as the next speaker.
Section 15. Should any member of the Assembly be dissatisfied with the Speaker, they may introduce a Vote of No Confidence to the Iterian League. This motion shall be given immediate priority on the legislative agenda and will pass with a two thirds majority. Upon the passing of a Vote of No Confidence, the Speaker shall be forcibly removed from office, and an election will be held for a new Speaker to serve out the rest of the previous Speaker’s term.

Article III: The Secretariat
Section 1.
The executive body of the Iterian League shall be the Secretariat, a collective body of all staffers and permanent workers in the executive portion of the Iterian League.
Section 2. The Secretariat shall be tasked with implementing all decisions of the Iterian Assembly. This includes administering the Iterian Code in nations which have opted to do so, fulfilling and implementing League-wide initiatives, and coordinating actions taken in adherence to an Iterian League resolution.
Section 3. The Secretariat shall maintain a presence across all member states, with at least one Secretariat facility operating in each member state. The Iterian League Headquarters will be treated as the collective property of the Iterian League, and thus does not count towards a national headquarters.
Section 4. The Secretary-General shall serve as the leader of the Secretariat, executive for the Iterian League, and spokesperson for the League as a whole.
Section 5. The Secretary-General will have complete administrative power of the Secretariat, having the power to manage all members of the Secretariat, appoint subsidiary undersecretaries to lead different aspects of the Secretariat, and to determine the specifics of the implementation of legislative action voted upon by the Iterian Assembly.
Section 6. The Secretary-General shall have additional powers over the legislature, maintaining the right to introduce new legislation and debate with the approval of the Speaker of the Assembly. Additionally, the Secretary-General has the ability to veto any amendments to the Iterian Code or resolutions passed by the Iterian League that have not achieved a two thirds majority. A veto can be overturned by the Iterian Assembly with a motion to do so, if it achieves a two thirds majority.
Section 7. The Secretary-General shall have a broader role as the chief leader and representative of the Iterian League. This means they are tasked with representing the Iterian League at all official functions, being the chief negotiator for the League, and drafting all agreements between the Iterian League and another party.
Section 8. During the elections for Speaker of the Assembly and Justice, the Secretary-General shall act as a presiding officer over each election until they have concluded.
Section 9. The Secretary-General shall be elected and sworn in on the first date of January, May, and September. All candidates must be nominated by their representatives in the Iterian Assembly and not be serving in either the Assembly or Court. Once all candidates have declared, they will give a speech to the Iterian Assembly, where the voting representatives of the Assembly shall vote for Secretary-General. The candidate which achieves a plurality shall be sworn in as the Secretary-General.
Section 10. Should any member of the Assembly lose confidence in the Secretary-General, they may introduce a Vote of No Confidence to the Iterian League. This motion shall be given immediate priority on the legislative agenda and will pass with a two thirds majority. Upon the passing of a Vote of No Confidence, the Secretary-General shall be forcibly removed from office, and an election will be held for a new Secretary-General to serve out the rest of the previous Secretary-General’s term.

Article IV: The Iterian Court
Section 1.
The Iterian Court shall be the judiciary of the Iterian League, adjudicating on court cases involving the members of the Iterian League.
Section 2. Each member of the Iterian League shall have a single juror on the Iterian Court with a single vote it may cast to determine the outcome of a Court Case.
Section 3. The Iterian Court shall have the power to disperse rulings on all cases of importance to the Iterian League and the continent of Iteria on a whole. These particulars of these sentences are to be determined by the Justice in each particular court case.
Section 4. The Iterian Court shall have purview, with the consent of it’s members, to try all cases involving high crimes, international terrorism, crimes against the League, Iterian Code legal interpretations, or international disputes. A case must involve several members of the Iterian League for it to qualify for the Iterian Court.
Section 5. If a particular party would like to process a case, they must submit said case with sufficient reasoning to the current Justice of the Iterian League. The Justice will then either accept it or deny it if the crime matches the criterium and all parties to the case consent to having it tried by the Iterian League.
Section 6. Each court case begins with the prosecution and defense making opening arguments to frame the case. This is followed with the questioning of up to 3 witnesses per side. Afterwards, the Jurors and Judge may pose questions to the prosecution and defense, whom are legally obligated to answer. Finally, each side presents their closing arguments to the Justice. The Justice and Jurors will then convene in private and draft their final decision.
Section 7. The Iterian Court shall be presided over by a Justice, who will act as the Judge and presiding officer over all legal proceedings in the court.
Section 8. The Justice has the power to hand down all legal rulings in Iterian court cases. These rulings must be proportional to the crime and must be agreed upon by all Jurors in the court. The Justice has a duty to preside over all court cases in the Iterian Court and to remain impartial in these court cases. The Justice may only cast a vote to break a tie.
Section 9. The Justice shall be elected and sworn in on the first date of February, June, and October. The Justice shall be elected from among the Jurors of the Iterian Court. The Justice candidates shall not give a campaign speech, but rather must be nominated by a fellow member of the Jury. Once the candidates are selected, each Juror will cast their vote for the Justice. The candidate with a plurality of votes shall become the next Justice.
Section 10. Should any member of the Iterian Assembly lose confidence in the Justice, they may introduce a Vote of No Confidence concerning the Justice. This motion shall be given immediate priority on the legislative agenda and will pass with a two thirds majority. Article V: The Iterian Code
Section 1.
The Iterian Code shall be established as a standing body of rules, regulations, and policy suggestions for the Members of the Iterian League to use as recommendations for their own legislation.
Section 2. The Iterian Code shall have purview to establish guidelines on all matters of policy.
Section 3. The Iterian Code will be divided into Titles, Chapters, and Sections. Each Title shall be concerned with a certain area of policy that Iterian Member-States legislate upon, each Chapter shall contain a specific policy within the outline of the Title, and each Section shall contain a particular about the implementation and specifics of that policy.
Section 4. The Iterian Code may only be amended by a vote of the Iterian Assembly.
Section 5. The Iterian Code is non binding, and may be opted out of by any League Member.

Article VI: Administration
Section 1.
The headquarters of the Iterian League are to be located in Dazhou, Ascalon.
Section 2. Each member of the Iterian League shall construct a National Headquarters, as well as several subsidiary offices, for the Iterian League within their nation. These offices should be capable of facilitating the Iterian League secretariat, hosting that nation’s League officials, and serving as a secondary headquarters for the Iterian League in the event that the main facilities are unavailable.
Section 3. Each member of the Iterian Assembly, both Observer and Voting, shall be compensated 150,000 NSD annually for their services to the Iterian League. The Speaker of the Assembly shall be compensated 200,000 NSD annually for their services to the Iterian League.
Section 4. The Secretary-General of the Iterian League shall be compensated 300,000 NSD annually for their services to the Iterian League. Each member of the Secretariat, both undersecretaries and regular staffers, shall receive recompense to be determined on a yearly basis with the drafting of the budget. The Secretary-General shall determine their salary.
Section 5. Each Juror of the Iterian Court shall be compensated 150,000 NSD annually for their services to the Iterian League. The Justice of the Iterian Court shall be compensated 200,000 NSD annually for their services to the Iterian League.
Section 6. All officials and representatives laid out in this constitution shall have access to transport, living accommodations, and basic provisions when on the business of the Iterian League.
Section 7. All funds for salaries and amenities shall be procured from a League-wide treasury to be maintained by the Secretariat and funded by the Members of the Iterian League.
Section 8. All Member-States of the Iterian League shall allocate 0.25% of their GDP to be utilized as membership dues for the Iterian League. These funds shall be compiled into a General Fund to be utilized by the League in whatever manner it sees fit. Additional funding may be procured by a vote of the Iterian Assembly.

Article VII: General Provisions
Section 1.
Should any member of the Iterian Assembly deem it necessary, they may call for a Constitutional Convention, where a series of major changes may be made to the Constitution of the Iterian League. This convention may be called after a motion to do so passes with a three-fourths majority of the Iterian League voting to do so. This convention will be presided over by the sitting Secretary-General of the Iterian League. During the convention, amendments to this constitution will only require a simple majority. A completely new consitution will require a two-thirds majority.
Section 2. Member-States of the Iterian League must recognize the supremacy of the Iterian Constitution over all other international organizations or agreements they may be party to.

Hana listened respectfully. It was clear she was not her predecessors. Not a single bead of sweat, not a single hint of anger on her face. Calm, collected, disciplined. A true diplomat. It made sense considering she had picked up on the teaching of Hiroshi Masada. She stood once more, her modern, formal clothing clashing with their Yukkiran cousins.

“I thank you for your respectful response and understand it, but I must refute it. Skanda is completely aware of the Princess Nui. We understand the benefit of having them as well, however we refuse to simply abandon the Iterian League as a place of discussion in favor of them. We can not and will not delegate all of our complaints to the Princess Nui.”

Still standing, her hands overlapped each other in front of her, hanging low with rigid arms.

“It is not the IBM which concerns Skanda, it is the speech that your… “Warmaster” made. He said, and I quote, “It is time that the Principality of the South begins its long-awaited assertion of dominion over that of South Iteria. For too long has it waned under the oppression of its colonial overlords. Although beneficial and counted as friends and allies in the present-day, the Regency is under no delusion that the power that Yukkira wields is not that of its own, but that of Goyanes, Maloria, and Kaandar, just to name a few. We are untested in strength, and therefore, hold no influence over that of the most glorious continent of Iteria.

That ends today, as elements from the Katanian Battlefleet begin their approach in international waters towards that of the territory of Skanda. The goal of this movement is to announce an end to the tyranny of Skandan influence upon Iteria, and instead, show to our allies, friends, and soon-to-be friends, that Yukkira will be discounted no longer. Now is the time for Yukkirian supremacy. Now is the time for Yukkirian dominance over the internal affairs of Iteria.

Now is the time for the collective prosperity for all those who would call upon Yukkira as their friend, their ally, and partner. And not even the formidable Republic of Skanda can stop that."

After quoting the speech she let the room rest and think upon it for a moment.

“Would you like to explain yourselves? Skanda has not exerted its “tyrannical influence” upon any Iterian nations, and Yukkira can not simply exert itself over Iteria and hope that it’s neighbors will submit. Yukkira can’t just claim supremacy or dominance over Iteria. If they believe that they’re no better than the horrid fascists that were ridden from Iteria so long ago. Yukkira isn’t fascist, is it? I would hope not. Not to mention you seem to be explicitly lying about it being cargo. The news can only edit speeches so much.”

The tension was palpable. It was as though a blanket had been thrown over the room, as though in the mind of Hana, only the Yukkirans existed. After a moment she snapped out of this.

“But I suppose we should move on from that for now. If the Yukkirans want to prove themselves beneficial to the Iterian League then they can make an attempt. I appreciate their response and their relieving of the Xia siblings. For what it’s worth, Mr. Ito Katsuhito was relieved of his duties and stripped of his position in the government due to disobeying various elements of the government and being linked with fraud. Young Sone Yoshitora has simply been reassigned. He did nothing wrong, but was only an interim delegate to this league due to Mr. Katsuhito’s… Unprecedented exit.”

Finally, Hana sat back down. Tension still hung in the air. The Skandan representatives seemed as calm as ever, despite this.

“As with the Yukkirans, Skanda will not strike first. Skanda is already modernizing it’s rail system, and thus would be more than happy to provide the labor for the Pan-Iterian Railway in relation to every member of the League, including Yukkira should they remain in the League. As for the Iterian Code, Skanda believes that we should ratify that soon, if possible.”
 
Nations of the Iterian League,

It is my firm belief that our duty following the senseless wars and atrocities of the twentieth century is to ensure that they are never again repeated. My sincerest hope is that this League may bring about peace on Iteria, and I vow that my nation will assist in this aim in whatever way it can.

"Ok, ok, enough" she exclaimed.

"High Lord Princess Kaori Asukara? I have a lot to say regarding the actions of your government."

"I just don't understand how this is IBS' fault. Can someone explain it to me how it's ISB's fault? I ask, Lord Princess, because the IBS merely broadcast a speech. A speech the Skandan delegation has presented in its entirety. Unless Warmaster Aizois indeed really is an IBS plant? Then his speech, where he called on aggressive military action against a state that's an ally, is a case of warmongering!"

She took a deep breath, taking a sip of water with one hand while she held her other hand up.
"Things are tense. I understand that. As far as I can see though? It wasn't Skanda that put a military official on television and called for Yukkira's subjugation. It was the other way around."

"And it's because of that, that a Yukkiran news agency broadcast a Yukkiran military commander's call for the subjugation of Iteria that the chair must recognize the Skandan delegation's call for a vote on Yukkira's removal. Does anyone second the motion?"
 
Abdul slowly raised his hand into the air. He started to speak but his voice was froggy so he coughed and said in a loud voice “the representative from Kazirstan seconds the vote.” He then quickly put his hand back down aware that that was probably one of his first major appearances inside of the IL.

Yasur leaned into the mic, taking a deep breath. She couldn't believe that it had actually happened.

"With all votes counted, the results are four votes for the proposal, two votes against the proposal, and one abstention. This clears the proposal to the 2/3 requirement needed to expel the Principality of Yukkira."

She paused for a moment.
"Security, please escort the Yukkiran delegation from the Assembly building."

Tan Rong, the long-time janitor of the Iterian League, clapped enthusiastically as the Yukkiran delegation was escorted out. For too long their habit of eating during meetings has led to soy-sauce stained carpets he had to scrub out. He cheered happily.

The deed had been done an uneasy calm fell over the room.

"We owe it to ourselves to move onto other business. The Benolian Republic has requested admittance into the Iterian League. I am opening the floor to our delegates to discuss the Benolian application."

"On the topic of Benolia, we are mostly concerned with their neighbor to the south, Ereion. We fear the Benolians could simply use the Iterian League as a cry for help to deal with piracy without truly contributing to our alliance. Aside from this we generally don't know much about their nation and would like a rundown, perhaps even a document, about their culture, economy, politics, and current international relations."

Hana moved around in her seat a bit, clearing her throat as she spoke up again. She was focused, deep brown eyes unmoving.

"Now, I know this is currently unprecedented however Skanda would like to discuss a possible observer membership for our great ally across the Meterran Sea, the Mara of Naizerre. We believe that they have, can, and will continue to greatly benefit Iteria by linking the continents of Meterra and Iteria through culture and economics, and this will only be strengthened by an observer status for them in our regional alliance. Naizerre has shown no disposition to any Iterian state thus far, and have had a healthy relation with Skanda for many years. We hope you consider our proposal."
 
Abdul sat at his desk listening to the whole meeting through his headphones in Kazirstani since he didn’t know any of the other languages that Iteria has. However when it was time for the Skandan Representative to speak he paid extra close attention to what she had to say. He sat in his seat listening to her talking about Benolian admittance into the Iterian League and he completely agreed with her even showing his public approval by nodding his head. But then when it got to Naizerre he disagreed.

She talked about how Naizerre had helped Iteria and how they can and would as well but Abdul disagreed. Even to the point where he started shaking his head in disagreement with her. So when she stopped speaking he took his turn right after her.

“I would like to state that I for one full heartedly agree with the Representative from Skanda with her points on Benolia. It worries me that Benolia could potentially use our alliance as a gateway to deal with their own problems when they apparently can’t. Like her I would like a document to be provided for the rest of us if possible for more information about Benolia” he then took a drink of water and continued.

“However I have to disagree with you Madam Representative when you say that Naizerre has benefited Iteria. Naizerre from what I’ve seen personally has not done nothing to benefit Iteria by linking Iteria and Mettera. They have not tried to benefit any of us besides your own nation and even then that has been recent with your new government. Then you say they show no disposition towards any Iterian state but what do you think the reasoning for that is? That’s because they have avoided Iteria and have not even tried to further relations between any of the other member states of this league. So of course they would not show any disposition towards when they have all but avoided us save your own nation. I personally do not think this an attempt to further relations between Iteria and Mettera but just an attempt for Skanda to increase its own relations with Naizerre and for Naizerre to expand its own influence into our great continent. For a nation that seems to criticize Imperialists they seem to be following in their footsteps. Maybe it’s time for us to look at who we call air gangsters and decide if it’s time to identify that with nations as of recent. Thank you that is all.”

"The topic of the Mara of Naizerre potentially becoming an observer will have to be tabled for now. I believe it's in our best interests to focus on Benolia's application."

She looked through her notes before speaking once more.
"On the topic of Benolia and Ereion. It's my opinion that Benolia will not attempt to use this alliance to wage an unwinnable war in the quagmire that is Ereion. The Commonwealth is already committed, and I cannot see any purpose to bringing the Iterian League in. I would like to hear from the Benolian government on the matter, however, as the concern is a valid one."
 
Nations of the League,

It has recently come to my attention that their are some within your alliance who are concerned that my nation will attempt to drag the League into a conflict in Ereion should it be admitted. I must fully refute these concerns and note that sufficient international aid has been pledged by the states of the Commonwealth.

The situation in Ereion continues to pose a direct threat to our nations economic health and internal security. Anti-piracy efforts are foremost a national concern, but our allies and friends across the seas have proved willing to aid us in any way they can towards the goal of peace in Ereion. If it is not the wish of the Iterian League to participate in such a campaign, or any future peacemaking efforts in the Benolian region, I can assure you that it will not deter our resolve and commitment to the support principles and help achieve goals of the League should we be granted admission.

“Skanda has nothing further to discuss in relation to the Benolian application and would like to move on to the application of Ruskaland instead. Skanda believes Ruskaland would be nothing but a benefit for the league now that they’ve seemed to open up to the world. They’ve shown no hostility towards any neighbors since the inception of the League, excluding the former state of Talinisia during their various Civil Wars, however they were not an Iterian League member. Skanda believes Ruskaland coul truly benefit from connecting with its neighbors, and the Iterian League may just be the stabilizing force they need to stave off further civil conflicts. Should Ruskaland be accepted, we think this could be the first step into bringing them into the modern world, as a modern, stable nation.”
 
Haakon Tai-Shun listened to Hana speak, then turned his microphone on.

"I agree with what the Skandan delegation has said. We support their initiative to join the League."
 
Sakurano spoke into the microphone “Takashima doesn’t support Ruskaland’s entrance into the Iterian League.”
 
Dominic Saft nods along stating "The Kranostav delegation sees no issue in admittance of Ruskaland and therefore tenatively supports it."
 
Yasur flipped through her notes. Ruskaland...another socialist power? Another Fascist War enemy? She sighed. She had no reason to oppose the application though, even though she wished she had an opportunity to consult with the Iraelian embassy.

I do not bring this code up with the expectation that it will be passed in full. This League is dedicated to the idea of disparate people and ideas coming together for the common good of Iteria. The Iterian Code


Title I: The Commerce Code

Chapter 1: Commerce Authority

Section 1. The Iterian Commerce Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Commerce Code and all resolutions and initiatives concerning commerce in the Iterian League.

Section 2. The Iterian Commerce Authority shall have the power to implement all legislation concerning commerce and trade between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of economic guidelines as laid out in The Commerce Code.

Section 3. The Undersecretary of Commerce shall be the official tasked with the management of the Iterian Commerce Authority and as the Secretary-General’s chief advisor on commercial policy.

Section 4. The Undersecretary of Commerce shall have complete executive authority over the Iterian Commerce Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing commercial policy.

Section 5. The Undersecretary of Commerce may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 2: Free Trade

Section 1. Members of the Iterian League shall endeavor to reduce tariffs, regulations, tariffs, and other trade barriers between each other. Seeking to establish an Iterian Free Trade Zone where goods and services may be exchanged freely among the people of Iteria.

Section 2. No nation shall implement protectionist policies designed to give their industries an unfair advantage on the Iterian Market. These laws include tariffs on goods from other members of the League or subsidies designed to undermine the industries of other Iterian nations.

Section 3. Members retain the right to designate certain industries as protected industries, allowing League members to utilize subsidies or tariffs to protect those industries from unfair foreign competition. Members must make it public knowledge which sectors they wish to protect before the Iterian League as a precursor to doing so.

Chapter 3: Currency

Section 1. The Member-States of the Iterian League shall establish a single reserve currency, the Iterian Monetary Unit (IMU), to be used in Trans-Iterian trade.

Section 2. The IMU shall have a value tied to the international reserve currency in order to maintain monetary stability in Iteria.

Section 3. The IMU shall not supplant any national currencies that exist in Member-States, but will serve rather as a medium of exchange to be used across the Member-States of the League.


Title II: The Infrastructure Code

Chapter 4: Infrastructure Authority

Section 1. The Iterian Infrastructure Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Infrastructure Code and all resolutions and initiatives concerning infrastructure in the Iterian League.

Section 2. The Iterian Infrastructure Authority shall have the power to implement all legislation concerning infrastructure among the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the infrastructure institutions and guidelines as laid out in The Infrastructure Code.

Section 3. The Undersecretary of Infrastructure shall be the official tasked with the management of the Iterian Infrastructure Authority and as the Secretary-General’s chief advisor on commercial policy.

Section 4. The Undersecretary of Infrastructure shall have complete executive authority over the Iterian Infrastructure Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing infrastructure policy.

Section 5. The Undersecretary of Infrastructure may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 5: Railways

Section 1. The Iterian Infrastructure Authority shall have the power to, with the consent of the Assembly, to erect and maintain railways connecting all members of the Iterian League to each other in order to allow for greater movement between the nations of Iteria.

Section 2. A subsidiary organization, the Iterian Railway Agency, shall be established within the Iterian Infrastructure Authority with the sole task of operating, preserving, and accounting for all profits made by the Iterian Railway System.

Section 3. The Iterian Infrastructure Authority shall promote the use of, and research into, high speed rail systems to ensure economic and civil interconnectivity throughout Iteria.

Section 4. All expenditures of the Pan-Iterian Railways shall be paid for using the funds allocated to the Iterian Infrastructure Authority from the yearly Iterian League General Fund. All profits of the Pan-Iterian Railways shall be accounted for by the Pan-Iterian Railway agency and funneled back to the Iterian Infrastructure Authority.

Chapter 6: Freeways

Section 1. The Iterian Infrastructure Authority shall, with the consent of the Assembly, construct a series of road, freeways, and highways to allow for greater travel among the members of the Iterian League.

Section 2. These highways shall be constructed, maintained, and accounted for by the Iterian Freeway Agency, a wing of the Iterian Infrastructure Authority.

Section 3. All expenditures of the Iterian Freeway System shall be paid for using funds allocated to the Iterian Infrastructure Authority from the General Fund. All excess funding shall be re-directed to the Iterian Infrastructure Authority.


Title III: The Travel Code

Chapter 7: Travel Authority

Section 1. The Iterian Travel Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Travel Code and all resolutions and initiatives concerning travel in the Iterian League among it’s Member-States.

Section 2. The Iterian Travel Authority shall have the power to implement all legislation concerning travel and immigration between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the travel, immigration, and movement guidelines as laid out in this code.

Section 3. The Undersecretary of Travel shall be the official tasked with the management of the Iterian Travel Authority and as the Secretary-General’s chief advisor on travel policy.

Section 4. The Undersecretary of Travel shall have complete executive authority over the Iterian Travel Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing travel policy.

Section 5. The Undersecretary of Travel may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 8: Travel

Section 1. Members of the Iterian League shall work to loosen travel barriers between one another, seeking to liberalize border restriction and allowing for the free movement of people within Iteria.

Section 2. Member-States of the Iterian League shall not place a complete travel ban on the travel of their members between other Member-States of the Iterian League.

Section 3. Members of the League are encouraged to pursue a policy of Passport-Free travel with their fellow Members in order to facilitate greater connectivity across Iteria.

Section 4. The right of Member-States of the Iterian League to police, enforce, and control their borders shall not be infringed by a decision of the Iterian Assembly, Secretariat or the Court.

Chapter 9: Visas

Section 1. All nations of the Iterian League shall reduce the barriers that exist for members of the Iterian League to attain a visa, ensuring that any citizen of the Iterian League which seeks temporary residence in another Member-State of the Iterian League is allowed to pursue such a license.

Section 2. League Members shall retain the right to deny any Iterian Citizen a visa if they deem that individual to be a risk to their national security and stability.

Chapter 10: Citizenship

Section 1. The Member-States of the Iterian League shall work to reduce all existing barriers preventing citizens of other Iterian League Members from seeking to attain citizenship in a new Iterian League Member. They shall also attempt to streamline the citizenship application process.

Section 2. Members of the Iterian League shall retain the right to deny citizenship to any individual for any reason they choose.


Title IV: The Science Code

Chapter 11: Science Authority

Section 1. The Iterian Science Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Science Code and all resolutions and initiatives concerning science in the Iterian League.

Section 2. The Iterian Science Authority shall have the power to implement all legislation concerning scientific research and cooperation between the members of the Iterian League and shall be tasked with encouraging and facilitating the implementation of the scientific guidelines and cooperative programs laid out in this code..

Section 3. The Undersecretary of Science shall be the official tasked with the management of the Iterian Science Authority and as the Secretary-General’s chief advisor on science policy.

Section 4. The Undersecretary of Science shall have complete executive authority over the Iterian Science Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing science policy.

Chapter 12: Records

Section 1. The collected declassified scientific records of member of the Iterian League are to be compiled into a national record to be maintained by the Iterian Science Authority for use by all citizens of Member-State of the Iterian League.

Section 2. Additionally, the Iterian Science Authority shall have the power, with the consent of the Assembly, erect and maintain a series of libraries where all declassified information about Iterian history and it’s Member-States shall be stored for the use of the populus of Iteria.

Section 3. These records and libraries shall be maintained via funds from the General Fund allocated to the Iterian Science Authority on annual basis.

Chapter 13: Research

Section 1. Members of the Iterian League are encouraged to perform joint research with other members, with scientists from all nation working collaboratively on joint scientific exploits.

Section 2. The Iterian Science Authority shall, with the consent of the Iterian Assembly, distribute monetary grants for scientific research, in order to incentivize pursuit in scientific field across Iteria.

Section 3. The funds for joint research projects and research grants shall come from the General Fund currency allocated to the Iterian Science Authority.

Chapter 14: Education

Section 1. Member-States of the Iterian League shall endeavor to promote the education of their citizens, and all inhabitants of Iteria, to ensure the furtherment of all educational exploits.

Section 2. The Iterian Science Authority shall have the power to, with the consent of the Iterian Assembly, erect a series of learning institutions across Iteria. These institutions, to be funded using money allocated to the Iterian Science Authority, will be available to all Iterian citizens wishing to seek a higher education.

Chapter 15: Space Exploration

Section 1. The Iterian League shall establish a Pan-Iterian Space Program as an international subsidiary of the Iterian Science Authority with the express purpose of engaging the members of Iteria in the joint exploration of space.

Section 2. All missions and programs for the Pan-Iterian Space Program must require the approval of the Assembly before they are constructed, funded, or launched.

Section 3. The Pan-Iterian Space Program will also serve as a medium by which the Member-States of the Iterian League can engage one another in joint space exploration ventures.

Section 4. Primary funding for the Pan-Iterian Space Program shall be derived from the General Fund resources allocated to the Iterian Science Authority. All secondary funding shall be derived from voluntary funds from other Members and Private Organizations.


Title V: The Health Code

Chapter 16: Health Authority

Section 1. The Iterian Health Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Health Code and all resolutions and initiatives concerning Health in the Iterian League among it’s Member-States.

Section 2. The Iterian Health Authority shall have the power to implement all legislation concerning continental health and cooperation between the members of the Iterian League on Health. It shall be tasked with encouraging and facilitating the implementation of the health guidelines and health initiatives laid out in this code.

Section 3. The Undersecretary of Health shall be the official tasked with the management of the Iterian Health Authority and as the Secretary-General’s chief advisor on health policy.

Section 4. The Undersecretary of Health shall have complete executive authority over the Iterian Health Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing health policy.

Section 5. The Undersecretary of Health may be appointed or dismissed at the behest of the Secretary-General and does not require the confirmation of the Iterian Assembly.

Chapter 17: Health Standards

Section 1. Nations shall endeavor to establish rules and regulations concerning the health of their citizens to ensure that disease is contained and that a Pandemic is not allowed to spread across the continent of Iteria.

Section 2. Food and water regulations shall be implemented to ensure that consumables are safe for the people of Iteria.

Section 3. Workplace safety regulations should be erected to ensure that no citizen of a member-state of the Iterian League is put into bodily harm or injured during their work.

Chapter 18: Health Crises

Section 1. Should a disease or affliction take hold in Iteria and reach pandemic status, the Iterian Assembly may vote to declare a Health Crises on the continent of Iteria.

Section 2. Upon the declaration of the Health Crises, all nations that wish to comply may allow the Iterian Health Authority to construct temporary emergency health providers within the nation to deal with plague affecting the continent.

Section 3. Acceptable methods of providable care include rehabilitory care, providing vaccines, and placing the sick into temporary isolation, until they have recovered, to ensure the disease does not spread.

Section 4. The Iterian Health Authority will not be authorized to kill, forcibly relocate, or infringe upon the rights of any inhabitant of an Iterian League member-state.

Section 5. Upon the near eradication of the affliction, the Iterian Health Authority shall close down any temporary facilities designated to deal with the pandemic.

Section 6. Funds to perform these special missions shall be procured from the Iterian Health Authority’s yearly budget allocated from the General Fund, or through voluntary donations to the mission.


Title VI: The Environmental Code

Chapter 19: Environmental Authority

Section 1. The Iterian Environmental Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Environmental Code and all resolutions and initiatives concerning the Environment in the Iterian League among it’s Member-States.

Section 2. The Iterian Environmental Authority shall have the power to implement all legislation concerning the continent’s environment and cooperation between the members of the Iterian League on environmental policy. It shall be tasked with encouraging and facilitating the implementation of the environmental guidelines and initiatives laid out in this code.

Section 3. The Undersecretary of the Environment shall be the official tasked with the management of the Iterian Environment Authority and as the Secretary-General’s chief advisor on environmental policy.

Section 4. The Undersecretary of the Environment shall have complete executive authority over the Iterian Environmental Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing environmental policy.

Chapter 20: Environmental Standards

Section 1. Members of the Iterian League shall endeavor to create environmentally friendly environment in their nation, preserving their natural environments and ensuring industry does not get in the way of natural preservation.

Section 2. Member-states of the Iterian League are encouraged to limit their carbon dioxide, methane, and other gaseous emissions which may contribute to a rampant greenhouse effect warming the earth.

Section 3. Iterian nations shall seek to prevent the depositing of industrial waste and other harmful substances within rivers, sensitive desert ecosystems, or other natural preserves that exist within the nation.

Chapter 21: Environmental Crises

Section 1. Should a major ecosystem collapse or an organism face extinction, the Iterian Assembly may vote to declare an environmental crisis.

Section 2. Upon the approval of such and initiative, the Iterian Environmental Authority, with the consent of any nation they may be operating within, shall set up a series of nature preserves and environmental safe zones which are to be left untouched while actions in affected regions are taken in order to preserve the environment.

Section 3. The Iterian Environmental Authority may not use any physical force to enforce the perimeter of these environmental safe zones without the approval of the nation they are operating within.

Section 4. Upon the stabilization of the ecosystem of a specific mission, the Iterian Environmental Authority shall withdraw its temporary facility from that nation and declare the mission over.

Section 5. Funds for such missions shall be derived from the Iterian Environmental Authority’s yearly budget allocated from the General Fund.


Title VII: The Humanitarian Code

Chapter 22: Human Rights Authority

Section 1. The Iterian Human Rights Authority shall be the body within the Secretariat tasked with implementing the policies outlined in The Humanitarian Code and all resolutions and initiatives concerning human rights in the Iterian League among it’s Member-States.

Section 2. The Iterian Human Rights Authority shall have the power to implement all legislation concerning the continent’s environment and cooperation between the members of the Iterian League on humanitarian policy. It shall be tasked with encouraging and facilitating the implementation of the humanitarian guidelines and initiatives laid out in this code.

Section 3. The Undersecretary of Human Rights shall be the official tasked with the management of the Iterian Human Rights Authority and as the Secretary-General’s chief advisor on humanitarian policy.

Section 4. The Undersecretary of Human Rights shall have complete executive authority over the Iterian Human Rights Authority and serve on the Secretary-General’s Executive Commission as the primary official tasked with drafting and implementing humanitarian policy.

Chapter 23: Human Rights Standards

Section 1. Member-states of the Iterian League shall endeavor to establish a code of national human rights that shall be allotted to every citizen within their nation.

Section 2. Nations are encouraged to ensure the equality under law of all citizens and to prevent the discrimination of peoples on the grounds of ethnicity, gender, or religion.

Section 3. Permanent involuntary servitude, or chattel slavery, shall be highly condemned and all nations within the Iterian League are encouraged to ban the practice in all of it’s forms.

Section 4. No citizen of a member-state of the Iterian League shall be arrested by its country of residency without due cause or warrant.

Section 5. Citizens within a member of the Iterian League shall be entitled to the right to travel between nations in some form or another. Every person within the Iterian League has the right to nationality and citizenship within a nation in Iteria.

Section 6. Citizens of League Member-States shall be entitled to free thought and thinking.

Chapter 24: Humanitarian Crises

Section 1. Should a gross abuse of human rights occur within a nation in the Iterian League, the Iterian Assembly may vote to declare a humanitarian crises within a specific nation or area.

Section 2. Upon the declaration of a humanitarian crises, the Iterian Human Rights Authority shall have the power to, with the consent of the nation it is operating within, erect a series of temporary facilities for use by the Human Rights Authority until the conclusion of the crisis.

Section 3. The Iterian Human Rights shall not have the authority to use physical force in any humanitarian mission.

Section 4. Upon the restoration of human rights within a certain nation or region, the Iterian Human Rights Authority shall withdraw its temporary mission headquarters from the afflicted region.

Section 5. Funds for such missions shall be derived from the Iterian Human Rights Authority’s yearly budget allocated from the General Fund.

After a long read over the Skandans muttered between themselves before Representative Iokina took a sip from a closed top thermos (presumably full of nice, warming tea), clearing her throat, and going to speak into the microphone.

"On behalf of Skanda we would like to bring the Infrastructure Authority into discussion. Firstly we believe it actually may be beneificial to split the Authority into regional "sub-auhorities" if you will, which would allow for a bit more freedom between the regional sub-auhorities, and subsequently allow them to make important choices without having to relay their decisions to the central authority every time, and would therefore increase the efficiency and speed of the Authority in their decision-making processes."

There was a pause as she flipped to the next page of their notes which they had taken while reading the Iterian Code, and then to take another sip from her thermos. Hana cleared her throat before speaking again.

"Additionaly we believe cooperating with already existing nationalized infrastructure industries would be highly beneficial to the Authority as they wouldn't have to entirely use the funds of the Iterian League and could instead cooperatively work on infrastructure with the additional funding and manpower of the aforementioned nationalized infrastructure industries. Again Skanda believes this would make the Authority more efficient and additionally make them less reliant on the base funds of the Iterian League."

The head representative of the Ascalonian delegation powered on his microphone.

"Regarding the point made by the Skandan delegations about working with nationalized industries, we humbly disagree. A nationalized industry is non-competitive. We feel that for the Iterian League to get the best deal on any infrastructure program that is enacted, a proposal competition must be had between competing firms, in which the program that suits our needs the best is selected from the bunch."

Mr. Tai-Shun cleared his throat before speaking again.

"We also feel the separation of the Infrastructure Authority into regional bodies that do not require approval of the head authority is not prudent, and can lead to disparities in the quality of IL-owned infrastructure within different regions due to the lack of centralization. We find the idea of delegating control without centralized authority to be lacking, at the very best, and dangerous at the very worst."

Mr. Tai-Shun took his seat again and shut off his microphone.
 
The Skandan delegation quickly responded, not with anger but with a more "constructive" tone, Hana not even having time to take a sip of her tea before she replied.

"We understand the concerns of our idea that have been brought forth and thank the Ascalonian delegation for their constructive criticism. To answer the first concern it is more than possible for the Iterian League to have competition between the nationalized companies themselves- To figure out which of the nationalized companies suits the needs of the Infrastructure Authority the best among the member states of the Iterian League, as the Ascalonians touched on. While the Skandan delegation believes nationalized industries would be more beneficial for the member states themselves, we are open to the possibility of private firms being selected instead. To fix the second problem, we believe that a set of standards should be put into place for the infrastructure and on top of that "monitors" of the central Infrastructure Authority could be sent to observe, and would still have overall authority over the regional authorities should they attempt to step out of line."
 
“The Secretary-General’s office believes that the Iterian Code’s proposed Infrastructure Authority would be severely hampered by sub-authorities that operate independently of each other. It would create too many desperate projects when the goal should be League-wide coordination.”

“Is it not possible that any state-owned company could partner with a privately owned venture to offer a joint bid on any contract? That would help ease any concerns for all affected parties.”
 
“That is an understandable concern, I suppose whether or not that idea comes to fruition depends on the thoughts and opinions of the other representatives.”

She took another sip of green tea (in a closed top container) before returning to speak once more. It seemed that the initial zeal of the Skandans had diminished somewhat- likely not due to them no longer believing in their own ideas but rather more likely due to boredom from such a long conference.

“Yes that is more than possible, the idea that we had was that these private companies could compete amongst themselves to be chosen by the national government alone, but it is also possible that countries with national companies dedicated to the same industry as private companies could hold a competition for the private companies in which the winner of such a competition would be the joint bidder or partner of the national company for a contract. As with the earlier idea, whether or not any of this happens is still up for debate by other representatives, but at this point I believe you can all see Skanda’s position on both ideas.”

"While I remain committed to a League-wide Authority? I believe we can find a compromise on the issue of League contracts. Would the Skandan government be open to a situation where the relevant government within the League has the option to pursue private contractors? This would allow Skanda to opt for state-owned businesses on Authority projects that are primarily within their borders."
