By order of the Emperor, this embassy is forthwith established by the Consilium de Rebus Externis in order to receive and respond to all foreign communications or requests.
The Emperor invites all nations to make use of the channel in good faith, and with the knowledge that their messages will be received by Stephen Walwood, the Praefectus Peregrinus, to be passed along to the proper recipient in a timely and efficient manner. The Emperor asks that in addition to normal communiques, all requests for trade and negotiation also be submitted to this forum.
