on September 2nd 2017, the Gold Rose cartel seized control of a nuclear missile silo with an army of 500 insurgents, the silo was not secure and the missile launch codes were easily obtained, 5 nuclear missiles are in the silo, some of which go up to 6 megatons and could reach as far as Gotmark, the government has tried negotiating with the Gold Rose cartel to end their occupation of the silo, to no avail.

The members of the Goyanean Military Central Command, or MCC as they called it, sat assembled in their conference room, located deep within a bunker at the Fjerg Freja Mountain Complex. The Complex was a large bunker system meant to house the most crucial aspects of the Goyanean Government in times of crises, this included the imperial, legislative, executive, and military bodies of Goyanes. In addition, there was tunnels leading to the dedicated Nordic Joint Air Defense bunker

“The reports coming in from Champion Bay are quite disturbing. A cartel siezed a nuclear silo with the codes to launch up to 6 megaton warheads all the way to goddamn Gotmark.” Said Admiral van Kronnø, the chief of the Imperial Navy. He sipped quietly from his mug before continuing.

“I say we initiate Contingency Plan 44A, and we mobilize two submarines down there,” he continued.

“I am in agreement. Having the subs down there gives us the ability to undertake a concealed preemptive strike should the need arise.” said the chief of the Knights Corps, Lord Knight Jorgen Vall.

They all glanced over to the real one in charge, Minister of Defense and chief of the Army, Grand General Genter Leidr. He let out a short sigh, and began speaking.

“Alright, execute order 44A. Set nuclear status to level 2, ready the anti-ballistic missile silos, and Admiral, prepare your subs for mobilization.”

They all responded with a quick “yes sir,” and departed the conference room to their various posts within the subterranean control center.

Meanwhile, Minister/General Leidr entered a dedicated room for the informing of allied nations of crucial Goyanean military movements. He picked up the phone, and dialed the number linking them to the Syrixian government. He quickly informed them of the happenings, then proceeded to do the same for Yukkira and several other nations.




Hofsvægr Naval Base, Submarine Docks
4:30 AM
“The final items have been loaded onto the sub, captain” said a base logistics officer, who was in charge of loading the subs with their provisions for the mission.

“Thank you officer, you are relieved of your duties” replied Captain Jorgenson, the Executive Officer of the submarine HMS Admiral Hans Meyer, the namesake of her class of fast attack submarines.

The tugboats began pulling the Adm. Hans Meyer away from the docks and to an area of the harbor where she could start moving under her own power. Her operation partner, the HMS Fjerg Nyhalla, would leave about 2 hours later, on the same mission.

“Chief of the Watch, last man down from the bridge, hatch is secured, bridge rigged for dive.”

The chief of the watch repeated his words, adding an “aye sir” to the end.

“Quartermaster, take a sounding.” said the captain.

The quartermaster responded “8-5-0 fathoms sir.”

“Very Well. Officer of the deck, submerge the ship to periscope depth.” said the captain.

The officer of the deck repeated the command, and instructed the diving officer to submerge the ship to periscope depth. The chief of the watch spoke on the 1MC, “DIVE, DIVE”, sounded the klaxon twice, then spoke again, "DIVE, DIVE". After shutting off the alarm, he flipped on the switches for the vents, which promptly indicated open.

After the all clear, the captain once again ordered the ship to it's depth for her voyage. "Dive, make our depth 1-2-0 feet."

The sub began her dive deep below the waters of the ocean, beginning her journey to the Kian straits.

"Set to alert level 1!", the President said as he panicked that Champion Bay might nuke his nation.
 
Champion Bay is getting ready to defend against a barrage of ships heading towards the coast.
the origin of the ships is not known, but Coastal Defenses have been put on standby, ready to attack if necessary.
"We are always ready to defend against threats to our sovereign territory, if needed." states Minister of Defense Mortimer Bluejay, in a meeting last Sunday.

Aozora Chiyumi, Supreme Overlady of Kyoki Chudoku, was a quite busy ruler. It turned out controlling a nation was rather different from simply commanding armies in battle. That had its own issues, of course, its own challenges and trials. But rulership of a nation had larger stakes. To fail as a commander was to lose an army, a major loss. To fail as a head of state was to lose an entire country.

The rebels weren't making it easy, certainly. The Battle of Idaina Nojo continued. It had earned the distinction as the City of Blood for historical reasons, but that title fit it more perhaps today than any other time. The democratic rebels, calling themselves the Liberals to separate themselves from the Royalist faction whom both they and Aozora were fighting, had tried to seize control of the area. Aozora's forces had kept them back, and that was when the gas attacks began around the rural outskirts. The most the rebels could muster so far was chlorine gas, whereas Aozora had access to far more sinister agents

She was interrupted from her consideration by the sound of ringing. She picked up her phone. What is it this time? The message seemed to come from Kiku- in her mind, Aozora insisted upon using those code designations rather than their actual names- who was in charge of diplomacy and foreign affairs. That indicated it wasn't a national crisis, which both relieved and concerned her.

Relief, for it was unlikely the rebels had launched a counterattack or something. Concern, for it meant that whatever was going in, she might not have the ability to actually do anything about it. With her nation in such pandemonium, dealing with something like a foreign assault would prove to be a difficult challenge.

"Supreme Overlady, we've just received word about a crisis in Champion Bay. It appears that a group of around five hundred insurgents of a religious drug cartel, known as the Gold Rose cartel, managed to capture a nuclear silo with five operational missiles and have obtained the launch codes."

Silence. Total shocked silence. Aozora couldn't help her natural reflex, her face resting deeply in her palm. A drug cartel...with nuclear missiles...how could anyone let something like this happen....HOW!?

"What's...what's the range on these things..." she asked, afraid to know the answer. If they could reach her, she may be in trouble. Aozora didn't know why they'd target her, but they were a drug cartel. What if some high idiot pressed the launch button and one of those missiles turned her home into a smouldering crater?

"According to what information we have, they could reach Gotmark. We're within range. I'm sorry." said Kiku, her tone containing traces of empathy. Of course, to her, like all emotions, it's calculated. Still, I appreciate it. I can't believe a cartel got their hands on nuclear weapons...and I thought the situation here was bad! What happened to the security in Champion Bay, did they all suddenly vanish or did they get bribed or are they so utterly incompetent they'd let this happen? If this happened to our biological weapons research facility...I won't let that happen. But what are we going to do?

"What's Champion Bay's stance on this? Have they tried anything?" she asked. Maybe their government was trying to resolve this problem, and then she wouldn't have to worry about nukes being pointed at her country. Aozora had no qualms using chemical weapons, but nuclear explosions were both far more devastating and hard to clean up after.

"They've requested international help."

So without that, they're stuffed. Any approach has to be covert to stop them firing nukes at whoever comes at them. I wish I could shoot whoever allowed this to happen...calm down, calm down. It's not a disaster yet. Well it is but it's not one that'll hurt me yet, in all likelihood. Can we even afford to send anything? I don't think we can...

She sighed loudly. "Keep me updated. I don't think we can send much over. I'll talk to Kurushimi and Sawagi about it." Kurushimi was the head of the army, and Sawagi was the heed of the navy. Normally, she'd also talk to the head of intelligence, but considering all of their efforts were against insurgents in Kyoki Chudoku she doubted that would be much help. Kyoki Chudoku's intelligence network was focused almost entirely on either domestic affairs or counterintelligence.

"Understood, Supreme Overlady."

The call ended. Aozora slumped back in her chair. This isn't good...I hate this feeling of helplessness! I'm supposed to be the one in command of a nation but I realise now just how much of a struggle it is to even hold this place together, let alone reign triumphant on a global scale...

She sighed again. This is a really sigh-worthy day. I'm going to have to talk with Kurushimi soon, she should be available in a moment. Sawagi is busy with naval exercises, so that'll have to wait until a bit later. I doubt we could do much anyway. A submarine maybe? No. We need those for defence, and all it'd do is sit there in an invisible standoff. Stealth plane? I wish. Not sure we can even afford to operate one even if we did have it. Covert ops? All our special forces are domestic! Except maybe the Iruka, but amphibious invasion isn't exactly going to help matters. The last thing we what is the Champion Bay government against us. No, wait, the last thing we want is a nuclear missile coming down over our heads.

There has to be an option somewhere. I just need to find it. Until then, I have no choice but to watch, paranoia rising, as this is either resolved or escalates way out of proportion.

The Supreme Overlady decided, in that moment, that she was in for a very stressful time.

They send multiple diplomats, including Foreign Affairs Minister Yerevan Nalbandian to talk with the Bayish governmnt about stopping the cartels. 'Besides, if they nuke, w'ell nuke them. its mutually assured destruction, and i doubt the cartels will risk the end of the world over a few billions dollars.", the president said to himself.

The Admiralty filed into the War Room- the room deep within the Rajendra Rao Command Complex, the Empire's primary military command complex, underneath the Golden Palace Complex on Elephant Island- to discuss disturbing reports. The Admiralty, an assembly of the Empire's top generals, admirals, military analysts, and other important military officials, included such notable personnel as Master-General Arun Kejirwal Bhatra, the second-in-command of the Imperial Armed Forces, who was the Admiralty's Chairman. They sat down and opened their files and papers, and then began to talk.

Bhatra began, "I don't think I even need to emphasize the gravity of the situation that is unfolding in Champion Bay. Somehow their government has neglected a nuclear silo with codes that could launch warheads that could pack up to 6 megatons. These weapons could reach all the way to Gotmark, and the Empire is well within that range."

Chandra Narasimha Shekhar, the Congressional Military Tribune, pointed out, "We've been contacted by the Goyaneans as per their military movements. Perhaps it would be wise to rendezvous with them."

"I agree." Bhatra responded. "I say we send two submarines down there from Sarazed Base 197, as per Contingency Plan 36C." The members of the Admiralty nodded in agreement. One general then stood, saying, "We should also ready the Iron Dome systems incase somehow a weapon heads for us."

Bhatra nodded in agreement, and then began his orders. "Alright. We'll execute 36C and boot up the Iron Dome systems. Mr. Tribune, please inform Congress and the Cabinet that nuclear status is being set to Level 3." The members then responded, "Yes sir!" and left to attend their aforementioned duties.

Later that day, the Imperial submarines set out from Sarazed to the Kian Straits. The Admiralty had taken care to respond to the Goyaneans, who had informed the Empire and its other allies of crucial Goyanean military movements, telling them of the crucial Imperial military movements and requesting a rendezvous. The two chosen submarines were the ISS Amethi and the ISS Haidar, led by Captains Arvind Yadav and Lalu Singh, Yadav being the senior or the two.
 
"Oh god....How could they let this happen!?" panics the Elected Representative of Berkowitzia, Jennifer Wolfe, while reacting to the news about the cartels seizing a nuclear facility in Champion Bay.

"Doesn't Champion Bay understand the severity of the situation? If those nukes get launched, millions could die! Not to mention the fact that they want 5 billion NSD or they will fire them."

"I understand," says Vice Representative Alexander Garcia, "that this is a very serious issue, but i am sure that the international community will deal with this."

"But what about us? Are we just going to sit here doing nothing while multiple cities turn from booming population centers, to nuclear hellscapes?" yells the Elected Representative.

"I recommend not to," replies the Vice Representative.

"Then I hereby issue Representative Act 232 into effect. Putting all anti-nuclear missiles in the immediate vicinity of Champion Bay, on stand-by."

"Not only that, but also an emergency council meeting sunday morning. We can't let those missiles launch," states Jennifer.
 
As the Empress' newsfeed lights up like a Christmas tree, Kirin is taken aback for a moment.

Reports from anonymous sources say that the cartel, the Golden Rose, is currently occupying an abandoned military silo which housed Intercontinental Ballistic Missiles or 'ICBMs' that could potentially hit Gotmark. Our calculations also put both Skanda and Ascalon within the missile's ranges as well.

Almost as quick as she can comprehend what's happening, her son, Arima rushes into the room tailed by multiple Ministers and Commanders of the IYG.

"Mother, have you seen the newsfeeds?" Arima says while also comprehending that the screens in her office were blaring multiple news networks, radio channels, both domestic and international.

"Yes, but I'd be lying if I didn't admit I'm surprised. Status report," Kirin says regaining her composure.

"The Golden Rose cartel. A large localized gang within the nation of Champion Bay that has come into power in its western-most district. Numbering more than ten-thousand men, the cartel has skirmished on and off with the government openly for the last several months. Intelligence sources report that they have access to military grade weaponry, up to and including, tanks."

Arima takes a moment to breathe while Kirin lets it all sink in. Terrorist threat. Military grade hardware. Open warfare with the local government. "What hell hath god wrought?" Kirin thinks to herself.

"The situation is looking quite dire Mother," Arima says echoing her thoughts.

"What have our allies done in response so far?" Kirin asks.

Before Arima can respond, Defense Minister Kuzan speaks up, "Goyanes has just published a blanket ban on Champion Bay. In addition, it has moved to Condition 2. Ascalon has begun readying its nuclear contingency bunkers. And the Iraelian representative has just pushed to my desk a draft of a blanket ban for the Iteria League to consider."

Kirin, composed as she seemed, was barely maintaining hee calm fascade. "I can hardly believe this is happening," she thinks. Taking a deep breath, she closes her eyes for a moment, and shuts it all out. She needed to think. She needed to regain a sense of clarity. She needed to see a path forward...

Or, she could make one.

"Lord Okina," she says opening her eyes again, "what kind of relations do we have with Champion Bay?"

She bows and responds, "Nothing my Empress."

"Draft a blanket ban then and pre-empt any sort of relations with Champion Bay. Find me a number for whoever the bloody hell runs the government there, and patch me through when they pick up."

Lord Okina bows again and quickly walks out of the room, sending her Deputies on their way.

Looking at Lord Kuzan, Kirin questions, "What Goyanean naval assets are stationed currently in NAFS?" she says sternly.

Lord Kuzan bows slightly, as per his stature, he responds, "An escort group my Lord. Shall we begin naval exercises at Site N07A?" He says following Kirin's train of thought. Kirin nods once, and as Lord Kuzan walks out the door, he remarks, "I will leak this appropriately to the press." Arima shakes his head the few remaining Ministers snicker.

"Arima," Kirin says calling attention to her own son. "Tell Hanbei to do some goddamn work for once in his life."

Arima can't help but smile. "A precarious statement, if I may Mother. But as you wish," and Arima also walks out of the room.

Turning to the rest of her Noble Retainers, Kirin gets up out of her seat, making for the door. But just before she walks out into the hallway, she turns to her Retainers, eyeing them, one-by-one. In her gaze, each Retainer knew her intentions.

Remember your Oath; your place, and purpose. You were not chosen simply to follow. Protect, preserve, and serve. For to the nation, your lives are forfeit. For the nation and its people.

The Ministers quickly filed out and dispersed to their headquarters. Veronica, having already heard the news, moved the Principality to Mobilization Phase 2. The Magistrate has declared a state of emergency for the province of Yui, with Regent Kaori making a speech detailing the threat posed by Champion Bay's failed establishment. The naval-exercises were to begin in two days time. Participating would be a full battlegroup, prepped and readied, in case the the worst-case should happen.

Thinking about what could go wrong, Kirin could only sit at her favorite table on the backporch, knowing that there was little else she could do. "What a week," she says taking a sip from her cup of saki.

The Miedzymorsean State watches as the Champion Bay incident unfolds in Eastern Mettera.
"We are directly threatened by this incident in Champion Bay, as they can easily strike out southern coastal areas.", President Zhytomyr Dziewanowski stated in a speech on the incident. The Miedzymorsean navy is currently now in the midst of sending their own submarines near Champion Bay to observe the situation and report back to the government if tensions arise and there is a need to escalate precautions in dealing with these Terrorist Cartels.

"Yes, we are dispatching our intelligence agents to the area to document the situation", said the Minister of State, Cyryl Pieka?kiewicz announced. "It is for intelligence colection and intelligence collection only."

"And since this international incident is very dangerous, we set our defense levels to Code Orange.", the Minister also stated.
 
Tsubo Tsango, Ngê Nbïä of the Marä looked up as he caught the end of the agents words. "and the situation in Champion Bay continues to butuma. These 'Gold Rose' foro continue to cause the useless government problems, which has also been unable to deal with rampant pollution and the dumping of waste into the baie of the nation. It is not a functioning Marä, to the extent where we have reports of them losing a functioning missile silo to the gang."

The High Chief of the Nation looked at the man. "A functioning missile silo? What do we know about it?"

The agent passed over a file. "The facility holds 6 nuclear capable missiles, all of which have the capability of hitting Naizerre - and beyond. We are told they have the launch codes and they are demanding a ransom or they will use them. We estimate that they might use them anyway, but there are multiple anti-missile systems, both ship and land based, that could intercept. Our ally Sasten would be key in any META-led force in dealing with the situation."

Tsubo nodded, more to himself than the agent as he scanned the folder. "It is decided then. Get in contact with their people. Champion Bay is a Meterran issue and Meterran nations will solve it. The forces of dörököngö-ndo will be no doubt positioning themselves to intervene in any conflict, but we will preempt them. Order a raise in the alertness of the Marä's military. We will get there first."

It was a normal day in Dinsmark, as usual. While everyone was carrying on, Wilhelm Staedtler, the Chancellor of Cimmeria was busy with state affairs, until his aides come in. “Mr. Chancellor”, said the aide. “The Defence Secretary is here, and he wishes to speak with you.” “What for?”, responded he, as he wasn't expecting the defence secretary to come in. “Mr. Chancellor, he says it's urgent, so he must speak with you”, she says.

Again, he wasn't expecting him to speak with him at this time of day, or any other day, as it wasn't everyday the Defence Secretary comes to the Chancellor. But, he knew if the Defence Secretary comes to tell the Chancellor something urgent, then it's pertains to national security. With that, he decided to let him in. “Open the door”, he said.

The aide nodded, and opened the door to the Secretary of Defence Rainer Schwerdtfeger. Staedtler speaks to him. “Hello, Mr. Secretary. What brings you here?” “Sir, we must go. We have an emergency”, said he, with urgency in his voice. Staedtler gets up from his chair, saying, “What emergency?”. Schwerdtfeger responses with, “We’ll explain on the way.” With that, everyone leaves the office. The two leave the Chancellor leaves his official residence with the Defence Secretary.

The Chancellor and the Secretary of Defence go inside the Holden, deep within the emergency military high command centre located in the Markgrafenheim Building, which served as the headquarters for the Kaiserliche Verteidigungsministerium.[note]Imperial Department of Defence (lit."Imperial Ministry of Defence")[/note] Besides Staedtler and Schwerdtfeger, there were other members of the Imperial Military High Command, including the Army Chief of Staff, General Jacob Fassbender, Air Force Chief of Staff, Air Chief Marshal Ruprecht Witting, Commandant of the Imperial Knights Guard, Grand Master Hartmut Kisling, and members of the Imperial Admiralty, including the Chief of Naval Operations, Admiral Franz Weidenmann. There, they discussed what was to be done about the situation in Champion Bay.

Schwerdtfeger started off, “Gentlemen, as you all know, a drug cartel has taken control over an abandoned missile silo in the westernmost region of Champion Bay. Intelligence reports that the silo contains six intercontinental ballistic missiles, and they have the capability to reach any target, which puts Cimmeria well beyond that range. These reports also suggest that they are demanding a ransom, or the missiles will be used.” The gentlemen in the war room all listened in on the situation. They all came up with ideas on how to handle the situation. Weidenmann suggested, “We should send submarines to the Kian Strait. This will give an advantage to carry out a preemptive strike on the silo, should things escalate.” Fassbender responded with, “We should also mobilize our ground army, should we have to deploy.” “We should be ready for engagement within six hours or so”, said Kisling. Then Witting comes with a suggestion. “I say we should conduct an attack on the silo from the air. We eliminate any chance of the cartel using those missiles, thus removing the threat of ballistic missiles used on Cimmeria.”

“No”, said Weidenmann. “An air strike will be ineffective in neutralizing the silo”. Witting shot back, “I don’t believe that such a strike will remove the threat of missiles hitting-” “A preemptive strike from the sea will be a much better option”, responded Weidenmann. The two kept debating over which will be the most effective option, until Schwerdtfeger had it. “Enough”, said he. “This bickering is pointless. We need to take action in this matter. I believe that a naval strike would be the best option, as we would have the opportunity to take out the silo, should the need to arise. There will be no debate over this. This is a serious matter that must be handled.” He then turned to Staedtler saying, “Sir, it is up to you.” Staedtler responded, “ How many are getting involved at the moment?” “We don't know, sir”, said he. “This is just starting to manifest itself. A drug cartel is essentially blackmailing everyone to give them money. I am of the opinion that we take action immediately.” Knowing the situation that's happening, he was also concerned about what the Kaiser[note]Emperor[/note] knows of this. He finally responded, “And what does His Majesty know about this? Is he even aware of what is happening, won't the world respond if we conducted a strike?” Schwerdfeger reponded, “ Mr. Chancellor, the Kaiser may already know of what is happening, and if he doesn't, then he will be informed. Should we sit, and do nothing, our nation may be attacked, which will escalate the situation.” Weidenmann then stated, “The Secretary may have a point. If there is to be an escalation, it's better that someone else starts it.” Staedtler thought about this for a moment, then made a decision.

“Do it”, said he. “Send the submarines there. I also want missile defences and all forces ready to engage. We are now at threat level 2” Everyone gave a “yes, sir”, and proceeded to carry out their duties.
 
Champion Bay has paid 500 million NSD of the ransom to keep the Gold Rose at bay while they plan a infantry strike against them.
