Minister of State[note]Minister of State is equal to a Minister of Foreign Affairs in other countries[/note], Cyryl Pieka?kiewicz went and called Przewodnicz?cy Andrzej Kaczy?ski on the phone.

The Call:
“Yes, Mr. Pieka?kiewicz?”, Przewodnicz?cy Andrzej Kaczy?ski said to the Minister over the phone. “Mr. Przewodnicz?cy, there’s some action that’s needed to be done now in the Lanpaulo[note]Lanpaulo is the name of the Ceretian land lease area[/note] area”, the Minister said. “Action in Lanpaulo? What do you mean”, the President responded, confused. “So, y’know that treaty we signed with Ceretis a many years ago?”, he said. “Well, it's going to expire in a few months. I say we should retake those ports and incorporate them back into Miedzymorse in the next few months!” “Hold your horses there, Piekalkiewicz.”, the Przewodnicz?cy said back. “I say we’ll invite the Ceretians to Vistula and hold a diplomatic talk on the future of Lanpaulo there” “Okay, Mr. President.”, the Minister replied. The two hang up on the phone to get the Ceretians into Miedzymorse.

The Letter:
To: The Ceretian Government
From: Cyryl Piekalkiewicz, Minister of the State

Dear esteemed Government of Ceretis, the land lease contract signed by our two nations many years ago is going to expire, meaning that the land will soon be rightful Miedzymorsean territory. We ask that you come to Vistula to negotiate the future of the Lanpaul areas.
~Signed, Cyryl Piekalkiewicz

<Crown Administrative Offices, Lanpaulo>
Margaret wasn't sure what was going to happen or how life might soon drastically change, much like everyone else's in the office. The end of the Kingdom's lease on Lanpaulo loomed over their future plans for the last few years. Sure, the lease had ended and renewed previously, but that was many years ago, a different time, and this time rumor was the Miedzymorsians weren't interested in renewal. What was going to happen to this quiet little land? 'Miedzy' culture was so different than in the district, it'd be too much of a culture shock. Like everyone else, it worried her that she might have to choose to leave this quiet little place she called home for so many years. She paused for a moment before entering the ambassador's office taking one last look at the envelope in her hand, emblazoned with the official crest of Miedzymorze; she knew the answer to her worries, one way or another, sat in her hands.

<The Wintertide Hearth (Palace); Sion, Ceretis>
Harold sat in his Eames lounger with his feet up, reading a book in the warmth of the winter garden. "Harold?... Harold?..." came a familiar voice from somewhere amidst the flora. "Over here Red." As the Tsar slipped a bookmark into the pages and set it aside, Reddington sat down in one of the chairs across from him. "Is it bad news? It's not those Xentheridian terrorists again... or maybe the Norsian conflict boiled over again... or the Syrixians..." Red shook his head and interjected, "It's Lanpaulo, and from the letter they sent it sounds like they might want the land back this time. They delivered a copy here and to our ambassador in Lanpaulo." Pulling the letter from his coat pocket he handed it over.

After reading the note Harold paused a moment thinking. "They contacted us early about this, and that's not a good sign for a potential lease renewal; you don't contact someone early to keep the status quo, they either want something more or they want the land back." Looking up for a moment he could see Red nodding in agreement. "Have the boys down in the Exchequer's office come up with an idea of what we can offer them, and make sure it's got some negotiating room. Let me know when its all ready, and in the meantime get the ball rolling with the Miedzy so we can get this all nailed down."
