Hanbei was busily munching on steaming tempura when the vote was taking place. Waving his hands at his guards, they sighed and played "Ra-Sham-Bo" to determine who had to stop eating their ramen to write down Hanbei's vote. After going to five rounds, one guard rejoiced while the other begrudgingly walked up to the podium to grab both a ballot and a pen. Quickly scribbling in something akin to chicken-scratch, he casted Hanbei's vote.

Quickly, he just about runs back to his seat in order to continue eating his noodles before they soak up too much soup. The other guard smirks causing Hanbei to nearly choke on his own food due to laughter.
 
"Seeing as a majority has been achieved, this constitution shall take effect immediately." Yasur said, hitting her gavel thrice against the sound block.

"We shall reconvene in three days to elect the Secretary-General, all those who wish to declare their candidacy should do so over email."

Upon completing her duties, she left the chamber.

After calling an emergency assembly to order...

Hanbei Xia, the representative from Yukkira and the appointed Speaker of the Assembly, despite being dressed in a formal black kimono, a white undershirt (no collar), and a red sash, was visibly stressed as he made his way to the podium accompanied by his three guards and his minder, which had its ceremonial Magistrate-mask on. As his escort stand to either side of the podium, two-by-two, Hanbei starts reading off his papers:

To my fellow representatives of the Iterian League,

It is with heavy heart that today, I beseech of you to gather. I have called this Assembly to session in order to address a calamity unprecedented; that of the crisis in the nation of Champion Bay, located on the continent of Meterra. To the Assembly, I put forth a resolution to consider:


A Resolution Placing Travel Restrictions on Champion Bay

Whereas, Champion Bay is a monarchy on the continent of Meterra in political transition.

Whereas, This transition has resulted in great instability in the nation, allowing rise to homicide, kidnapping, theft, extortion, and the rise of several cartels, in particular the Gold Rose.

Whereas, The Gold Rose has committed numerous acts of terror, most infamously seizing control of a nuclear missile silo, putting millions of people at the mercy of the Gold Rose.

Whereas, It is clear that the government of Champion Bay lacks control over their own populace and has allowed the Gold Rose to threaten the international community and any visitors to the nation of Champion Bay.


BE IT RESOLVED BY THE ASSEMBLY HERE CONVENED THAT:

Section 1. All members of the Iterian League are encouraged to immediately implement travel restrictions on the nation of Champion Bay to ensure the safety of all Iterians traveling abroad.

Section 2. All those traveling to Champion Bay from a League Member-State are advised to utilize extreme caution within the nation, and stay away from all areas that may be subject to the will of various criminal organizations.

Section 3. The nation of Champion Bay is heavily encouraged by the Iterian League to declare a state of martial law and take drastic action in cracking down against the Gold Rose and repossessing all Weapons of Mass Destruction within the hands of Champion Bay's criminal syndicate.

Section 4. With the permission of the government of Champion Bay, members of the Iterian League are encouraged to aid in the restoration of stability within the nation.

Section 5. Upon the return of order to Champion Bay, all policy action outlined in this resolution is to be rescinded and declared null and void.



I ask that the Assembly move to rectify this resolution immediately with a vote. Let it be known that Yukkira has cast its vote per this ballot:

Yasur sighed as he looked through his papers, adjusting his glasses. At least the climate in Dazhou was amicable this time of year. He looked across at the gathered assembly and leaned forward, speaking into the microphone.

"I'm sorry to be brief, but the situation on Kian is urgent. We don't have much time to hesitate. The situation between Miedzymorse and Ruskaland could spill into open war at a moment's notice. We have a unique opportunity to ensure a lasting and just peace emerges from this conflict."
 
Hana shifted in her seat as Yasur spoke, going over a folder full of documents from Skanda, all of them obviously typed up in Skandan. She mouthed a few sentences quietly before Yasur was finished speaking before speaking herself.

"Firstly, good morning to all of you, and apologies for getting us a bit off topic Mr. Yasur, but I do believe there are other important things to discuss considering how long we've been away. Of course this should be the first thing to discuss because of it's urgency, but I believe among the other things to discuss the South Iterian Railway is the first one Skanda would like to talk about."

She flipped to another page in her folder, quickly skimming it.

"Now, Skanda believes the Iterian League should send one representative from each nation in the Iterian League to Kian; to get equal representation from each state and avoid picking sides. While we are open to other suggestions we believe this one would be in the best interests of the League."

Hana cleared her throat before standing and speaking once more.

"The Democratic People's Republic of Skanda would also like to formally apologize for the outbursts and disrespect of Ito Kasuhito. He had dishonored and disrespected Skanda, the Skandan people, and the Iterian League. He broke all forms of formality and respect, and has been punished for his actions by being relieved of duty in the Skandan government."

All of the Skandan representatives there stood up straight, and bowed deeply at around a 45 degree angle before standing back up straight and sitting back down quietly. An expression of apology.
 
Yasur leaned back in his chair, adjusting his glasses ever so slightly.

"The apology on behalf of the Skandan delegation is noted, and appreciated. Thank you, all, for the actions your government has taken to ensure the dignity of this organization."

He thumbed through his papers for a moment.
"The South Iterian Railway remains a project of vital importance, and I would like to take this moment to express my continued support for such a proposal. This project will have immense social and economic impact for all of our states, all positive, I feel."

He set his notes aside as he shifted the subject.
"As far as the situation in Kian goes? I have it on the authority of the Ministers of King Maximilien VII of Valencia that his government will allow an Iterian League delegation to use his nation as a base of operations while we conduct our investigation."

"Now as to the nature of that investigation? I see no issues with the Skandan proposal. A delegation of representatives, one from each Iterian League nation, would be the best course of action. Does anyone feel otherwise?"
 
Hana cleared her throat as she listened to Yasur speak before speaking herself.

"Seeing as we were the ones who proposed it, we have no opposition of that idea."

A light chuckle from the Skandan representative. Possibly the first laugh in this headquarters for a long time. Hana stood and pushed her chair in.

"Now moving onto more serious matters regarding the internal relations of the Iterian League. Skanda would like to bring forth the possible ejection of the Principality of Yukkira. Before someone speaks up, please let me explain. The Principality of Yukkira, henceforth just to be referred to as Yukkira, has contributed nothing beneficial to this League. They have proven their blatant disrespect for the Iterian League and what it stands for. They have shown rampant militarism and aggression towards other nations. Yukkira has shown disregard for the opinions and ideas of the Iterian League, and refusal to cooperate due to it's own pride on multiple occasions. This is why the Democratic People's Republic of Skanda believes the Principality of Yukkira should be ejected from the Iterian League, and their representative, Hanbei Xia, should be replaced by someone more qualified for the position. Thank you for listening."

Sitting back down after pulling her chair back out, she seemed satisfied by this. A few whispers between the Skandan representatives took place as the Iterian League thought this over.
 
Yasur could feel the air leave the room. He looked across to the room at the assembled delegates. He had pushed for Yukkiran involvement in the League, but this latest act of aggression, and their response to the League's objection, had hit a nerve even for him.

Was this act of Yukkiran aggression one step too far? Maybe. He couldn't deny that they had been more obstructive than he had hoped for.

"The Skandan ambassador's point is noted. Is the motion seconded?"
 
Haakon Tai-Shun leaned into the microphone.

"Mister Yasur. I am making it known now to this assembly that the Ascalonian Dominion is going to remain neutral on the issue at hand. Attempts to pressure our decision making process into swaying either side will not be tolerated."




Kuling Forsnare kept quiet in the Iterian League assembly for longer than he could imagine. Since he was a teenager living in Goyanean South Iteria, he would sit there and watch the region shit on itself over and over again. He would not let this opportunity go by.

"Mr. Yasur. It has come to the Goyanean observant delegation that historical tensions between nations seem to be predominant in this region. Goyanes as a nation observing on region interests is sick and tired of the rancor between representatives and between nations."

He took out a bottle of Jaktmester from his coat, and drank the entire bottle before continuing.

"Goddamnit! This region needs to cool itself before someone loses their life, and another half-assed fight between nations erupts again. That being said. Please pardon my unparliamentary language."

Kuling sat down. He was visibly angry.
 
Hanbei Xia just sits and watches as those representatives from other nations debated a membership willingly accepted. After taking a small sip from his cup of tea, Hanbei quietly stands with both his guards and his sister.

"Respectfully representative Hana, but might I remind you of recent history? The former representative to the Iterian League from Skanda was the one to initiate your state's interest in allowing the Principality membership into the Iterian League in the first place. Without Skanda's support, the Principality would have no voice in this chamber, no matter the fact that we entered at the behest of Iraelia."

Hanbei clears his throat, "Whether or not you deem me fit to represent Yukkira is not your concern. Nor Yasur's or anyone else's. Just like how it's not the Principality's concern as to whether or not it's acceptable that you have a voice in this chamber. That privilege is reserved only for the Regency and the Court; of which you even have an avenue to address."

Hanbei's sister smirks. "Oh most gracious vainglorious Skanda, if thou thought my presence here constituted as a threat to the security of Skanda, why have you not addressed this matter with the Princess Nui? You do know that she exists correct? If I remember correctly, during the recent miscommunication in relation to the shipments going to Norsia near Skanda's international waters, I think it was the Princess Nui herself who intervened on your behalf. Very few outsiders have such privilege to call upon the Regency in the way that Skanda can; and there is only one nation who forced the Regency's hand in relation to creating an almost unprecedented position outside of the Regency itself."

Hanbei slams his fist down, "Just because the Principality of Yukkira has yet to prove its worth to this blatant attempt at universal democracy and partnership in relation to the continent Iteria, does not mean we mean ill! Nor does it give anyone here short of the Goyaneans even a hint of a warrant to judge whether or not I am fit to represent the Princi-"

"That's enough, Hanbei," says a voice from the shadows. Out of the corner of the room, a feminine voice emanates. Hanbei's shoulders go rigid. His sister's breathes become almost shallow. The guards standing near Hanbei immediately abandon their subjects and fall in line behind this newcomer. Her hair falls past her shoulders in a shiny dark brown waterfall. Her eyes were a piercing scarlet red. She wore a kimono patterned a dazzling white with cherry blossoms. Across her chest, a dark blue streak above a violet one. She seems young, but one might guess wrong had they forgotten the examine her in detail.

She moved with a grace like floating upon the wind. Her pace was measured but natural. It didn't seem at all like she was making any effort to be formal; it was almost her natural state of being. A product only of one raised in such a way where one knew only the highest expectations.

Standing before the Assembly, was a true royal of the Regency. One that commanded the respect of those representatives sent by the Prince himself.

As Hanbei and his sister bow low to the newcomer, she begins, "On the behalf of the High Lord Princess herself, I, High Lord Princess Kaori Asukara, have come to relieve the Xia siblings of their duties to the Assembly. Should I not be available to attend a meeting beforehand, my son, Shu Asukara, will attend in my steed." She smiles a brilliant crescent to the assembly, while her personal guards quickly usher out Hanbei and his sister from the room.

"Unlike my Skandan counterpart here, I will make the Assembly aware of the fates of Hanbei Xia and his sister. On the Heir Apparent's orders, the nobles of Xia will be relocating back to their ancestral mansion in the capital of Xia where they will be evaluated for further duties in relation to the Court. Their handler will also be reassigned back to his normal station within the IYG. Should the Court's investigation into Hanbei Xia's performance come up short, disciplinary measures will be enacted, up to potentially stripping Hanbei of his rights as a noble. Even if he is the House of Xia's scion."

Kaori lets that particular fact hang in the air for the moment as she looks across the faces of those in attendance. Continuing, she says, "In relation to relevancy within the IL, although the Iterian Code has not been discussed yet, after looking over preliminary documents, it seems that should the IC be adopted, that it calls for a universal railroad network spanning the continent of Iteria? Yukkira would be willing to supply the materials and the labor in relation to Yukkira, Kaandar, Kranostav, and Ascalon. In addition, as the Heir Apparent seems quite keen to open up the domestic market, we'd like to further extend deals to Kazirstan, Ascalon, Kaandar, Iraelia, and even Skanda in relation to the opportunities for domestic international trade. We can discuss these deals later over drinks after this Assembly is dismissed."

Turning specifically to Hana, Kaori addresses her, "With respect to the recent escalation of tensions, IYG High Command had every intention of alerting the Skandan navy to IYGN movements near Skandan waters. However, before word could reach Skanda, IBS had already published its story, a shipment supposedly headed to Norsia ended up heading on the route to Ruskaland, and a Skandan naval fleet was moving to intercept cargo that Yukkira could not risk losing. Considering that my sister, Akinu's mother, confronted the IBS executives that okay'd that particular publication, IBS was put into its place and those executives disciplined to the extent that was warranted."

Turning to the Assembly, "Rest assured that Yukkira will never fire the first shot unless provoked. Per Royal Decree, the Imperial Yukkirian Guard is, by nature, a reactionary force, and will only mobilize or strike when adequate warrant is given in relation to the threatening of Yukkirian interests both domestically and or abroad. Unless ordered by the Empress herself, no one within the IYG has the authority to order a preemptive strike on any target regardless of warrant. Give Yukkira warrant to mobilize, and we will move. Otherwise, any and all movements are defensive in nature in order to protect Yukkira, its friends and allies. Yukkira poses no threat to the region... unless the region itself poses a threat to Yukkira. Am I understood?"
 
Hana listened respectfully. It was clear she was not her predecessors. Not a single bead of sweat, not a single hint of anger on her face. Calm, collected, disciplined. A true diplomat. It made sense considering she had picked up on the teaching of Hiroshi Masada. She stood once more, her modern, formal clothing clashing with their Yukkiran cousins.

“I thank you for your respectful response and understand it, but I must refute it. Skanda is completely aware of the Princess Nui. We understand the benefit of having them as well, however we refuse to simply abandon the Iterian League as a place of discussion in favor of them. We can not and will not delegate all of our complaints to the Princess Nui.”

Still standing, her hands overlapped each other in front of her, hanging low with rigid arms.

“It is not the IBM which concerns Skanda, it is the speech that your… “Warmaster” made. He said, and I quote, “It is time that the Principality of the South begins its long-awaited assertion of dominion over that of South Iteria. For too long has it waned under the oppression of its colonial overlords. Although beneficial and counted as friends and allies in the present-day, the Regency is under no delusion that the power that Yukkira wields is not that of its own, but that of Goyanes, Maloria, and Kaandar, just to name a few. We are untested in strength, and therefore, hold no influence over that of the most glorious continent of Iteria.

That ends today, as elements from the Katanian Battlefleet begin their approach in international waters towards that of the territory of Skanda. The goal of this movement is to announce an end to the tyranny of Skandan influence upon Iteria, and instead, show to our allies, friends, and soon-to-be friends, that Yukkira will be discounted no longer. Now is the time for Yukkirian supremacy. Now is the time for Yukkirian dominance over the internal affairs of Iteria.

Now is the time for the collective prosperity for all those who would call upon Yukkira as their friend, their ally, and partner. And not even the formidable Republic of Skanda can stop that."

After quoting the speech she let the room rest and think upon it for a moment.

“Would you like to explain yourselves? Skanda has not exerted its “tyrannical influence” upon any Iterian nations, and Yukkira can not simply exert itself over Iteria and hope that it’s neighbors will submit. Yukkira can’t just claim supremacy or dominance over Iteria. If they believe that they’re no better than the horrid fascists that were ridden from Iteria so long ago. Yukkira isn’t fascist, is it? I would hope not. Not to mention you seem to be explicitly lying about it being cargo. The news can only edit speeches so much.”

The tension was palpable. It was as though a blanket had been thrown over the room, as though in the mind of Hana, only the Yukkirans existed. After a moment she snapped out of this.

“But I suppose we should move on from that for now. If the Yukkirans want to prove themselves beneficial to the Iterian League then they can make an attempt. I appreciate their response and their relieving of the Xia siblings. For what it’s worth, Mr. Ito Katsuhito was relieved of his duties and stripped of his position in the government due to disobeying various elements of the government and being linked with fraud. Young Sone Yoshitora has simply been reassigned. He did nothing wrong, but was only an interim delegate to this league due to Mr. Katsuhito’s… Unprecedented exit.”

Finally, Hana sat back down. Tension still hung in the air. The Skandan representatives seemed as calm as ever, despite this.

“As with the Yukkirans, Skanda will not strike first. Skanda is already modernizing it’s rail system, and thus would be more than happy to provide the labor for the Pan-Iterian Railway in relation to every member of the League, including Yukkira should they remain in the League. As for the Iterian Code, Skanda believes that we should ratify that soon, if possible.”
