Government Department Seals Desired

Honestly I want to create official seals like those of the United States Executive Departments for the fun of it. However, for the life of me I can't find a website/program that will allow me to do this. Does anybody know of one? If not, would anyone be willing to create them for me and tell me how you did it?

They used to be a few online options, but I don't know of any which are still running.
