The Estates General Convenes

Following the most recent round of legislative elections, the new Imperial Senate consists of Victor Lancaster, Vedant Madan, Akillian Talleyrand, Nick Powell and RogaraDominatus. Three of the new senators are members of the Imperial Party. This puts the Imperial Party ahead of their traditional rivals, the Lion Party, who have two seats. The election brought an end to a series of Estates General sessions where at least one independent candidate gained a seat in the Imperial Senate.

As their first order of business, the new senators elected Victor Lancaster as President of the Imperial Senate. Nick Powell secured the Imperial Senate's nomination for Prime Minister and shortly after was appointed to this office by the Emperor. The Imperial Senate has since embarked upon an ambitious project to abolish the Electoral College, the second chamber of the Estates General. All citizens other than members of the Imperial Senate are presently entitled to vote and debate on legislation in the Electoral College. The proposed reform would turn the Estates General into a unicameral body with the Imperial Senate as the sole chamber. The Imperial Senate is also debating legislation to establish regulations for the LKE's Central Business District.



LKE Enters Alliance With Arda en’ Estel

Following negotiations conducted by the Minister of the Exterior, the LKE is pleased to announce that we have entered into a full bilateral alliance with Arda en’ Estel This cements the growing friendship between our regions. The Treaty of Mornington provides a framework for military, intelligence and cultural cooperation between our regions in pursuit of mutual objectives.

Since its founding less than a year ago, Arda en’ Estel has sustained a very high level of forum activity. It represents a promising new partner for regions in our sphere and the LKE is glad to develop positive relations. As regions which reserve the right to undertake offensive military operations, despite military activity constituting only a small part of our overall activity, the LKE and Arda en’ Estel share similar challenges and concerns in the arena of foreign affairs. This alliance will help secure positive outcomes for both our regions.



Revisions To Citizenship Policy

On 19 May 2010, the LKE declared war on the Founderless Regions Alliance in response to their unprovoked invasion of an imperial dominion. On 29 October 2016, following years of internal and external decay, the Founderless Regions Alliance announced that they were no more. This brought our six-year-long conflict with the FRA to a welcome conclusion.

Under the Constitution of the LKE, no person who is a member of a foreign state with which the LKE is at war is eligible to become a citizen of the region and any citizen who joins such a foreign state is liable to have their citizenship revoked. No exceptions are permitted. This is because an obligation of LKE citizenship is not providing any contribution to any foreign states which are hostile to the LKE. Following the end of the war, these provisions ceased to have effect in relation to members of the regions which formerly composed the Founderless Regions Alliance.

In light of the FRA's demise, the Imperial Government commenced a review of our citizenship and security policies to account for the changed situation. It was determined that a sub-set of members, mainly those previously associated with the FRA, within both Lazarus and The Rejected Realms are likely to be disloyal to the Crown should they become citizens of the LKE. It was also noted that Lazarus remains controlled by the successor to a regime which perpetrated a coup against a constitutional order which the LKE had undertaken to support under treaty, and that The Rejected Realms harbours the author of the Liberate Free Thought resolution and contains a media outlet which has circulated anti-Imperialist propaganda. However, it was judged that this does not require a complete prohibition on all their members joining our region equivalent to the absolute constitutional safeguards established in relation to members of regions with which we are at war.

Accordingly, on 27 January 2017, the Imperial Senate passed a resolution designating Lazarus and The Rejected Realms as proscribed organisations under the terms of the Loyalty Act 2016. The Loyalty Act framework provides for waivers to be granted to members of these regions, enabling them to be admitted to the LKE, at the discretion of the Emperor and the Lord High Steward. The organisations previously proscribed under the Loyalty Act include The Order of the Grey Wardens and Yggdrasil, as well as several regions deemed to warrant inclusion on the list for non-gameplay reasons. This system means that members of Lazarus and The Rejected Realms are now permitted to apply for citizenship in the LKE should they wish. Applications received from members of these regions will be evaluated to determine whether the individuals concerned meet the criteria for a waiver.

Throughout the the duration of our war with the FRA, the LKE also maintained a policy of banning the accounts of any members of FRA regions who registered on our forums as the default position. This policy is no longer in force, though we will not hesitate to ban any individual where they are deemed to have performed actions contrary to the interests of the LKE. The Imperial Government has considered the merits of each case where an individual was banned under the previous policy and has rescinded those bans where the end of the war renders a change in status appropriate. If a ban remains in place, it has been decided that it will continue because of the actions or statements of the individual concerned. Some bans may be reversed in the future following a further review.

Over the last few months, the Imperial Courts of Justice has been busier than usual. On 18 September 2016, Crown Prince Theoden Sebastian filed a charge that Morwenna Montresor submitted a Security Council resolution which praised an individual's work on behalf of a foreign state with which the LKE is at war, contrary to Article I, Section 7 of the Loyalty Act 2016. A preliminary hearing followed by a trial soon commenced in the High Court. The trial was presided over by Lord Chancellor Cornelius Talleyrand and the accused was represented by Malashaan. On 7 November, the Lord Chancellor returned a verdict of guilty. On 24 November, the Lord Chancellor sentenced the accused to eight weeks banishment.

The sentence was stayed pending the conclusion of any appellate proceedings and ten grounds of appeal against conviction and sentence were filed. The Lord Chancellor granted leave to appeal on 26 November. A panel consisting of the Archduke of Maxonberg (Linkin Talleyrand), the Earl of Sicilia (Royal Penguin) and the Baron of Galilei (Joseph Earhart), three former Lord Chancellors, was constituted to exercise the jurisdiction of the Imperial Court of Appeal. Extensive arguments were submitted by counsel for both parties. In January 2017, the Imperial Court of Appeal dismissed the appeals against both conviction and sentence. The sentence of the High Court has since been enacted.
