"These chambers," Acting Secretary-General El Tigre Rey told the representatives of the newly elected Council of Nations, "have been put aside for the use of the Council only. They are sound proofed and periodically swept for bugs and other listening or surveillance devices. The door between the Assembly and these chambers is a security door that requires your identification to open and close. One hopes this will only ever be a precaution, but you can never be too sure."

El Tigre left the Council to settle into the deliberation chambers and as he did glanced at the plaque on the wall, newly engraved with the names of the Council members:

According to the Charter of the IAN, the Council must now nominate a Secretary General for the Assembly to confirm or deny.
The Assembly of Nations and Council of Nations shall be jointly led by the Secretary-General, who is nominated by the Council of Nations and confirmed by the Assembly of Nations in majority votes.
 
The Goyanean Delegation puts forward the proposal to nominate the Itrean League of Ilia to Secretary-General.
 
The Imperial Delegation seconds the nomination of the Itrean League, and in addition wishes to nominate Tolima.
 
The Delegation of The Rose League nominates the Itrean League of Ilia to the position of Secretary-General.
 
As delegations from all five sitting members of the Council of Nations have made or seconded a nomination for Secretary-General, the August Consular Office moves that an election for Secretary-General be held in which the two candidates be the delegates from Tolima, and from the Itrean League of Ilia, and in which each member of the Assembly of Nations is an eligible voter, in accordance with the Charter of the Council of Nations.
 
Imperium wishes to withdraw its motion, as it has been made aware the intention of the nomination is to provide a candidate entirely acceptable to the Council of Nations. Imperium would therefore like to amend its nomination to both candidates.

We also believe motion for an Assembly vote would only be desirable if both remaining mononominations find reasonably equivalent merits on the part of both applicants. Whilst a confirmation vote would usually take only one candidate, we believe it is appropriate to have two in the understanding that a majority vote for either would further be confirmation, if a No vote is further possible.

We apologize for our misinterpretation. Usually we would not withdraw a motion so late, but it would at this time breach the rights and privileges of two of the five members, as well as of the Assembly. We shall propose a corrected motion once the Rose League and Goyanes have responded.
 
The Empire wishes to note Imperium that the Rose League and Goyanes have already sent in their own nominations, and thus the entire Council has spoken. We note that it is clear that the Itrean League and Tolima will both be candidates, as they have both been nominated multiple times so far. Therefore, we see no need to not have an election.
 
The Rose League has already cast its vote for the Itrean League of Ilia and all four other members of this Council have put forward nations that they wish to see as the Secretary-General of the International Association of Nations; in this case the nominees chosen by the five sitting council members are Tolima and the Itrean League of Ilia. We see no reason to go back on our word and recast nominations when the entire process has thus far followed the rules and procedures laid out in this organizations charter and instead we believe that an election should be held before the entire Assembly over the two nominees.
 
The Empire seconds the League's motion and calls for an election with the Itrean League and Tolima as the candidates.
 
Imperium would remind the Council that the 'election' at hand, erroneously referred to as such by our withdrawn motion, is explicitly an confirmation vote, and thus that the vote must include a 'No' option, and that a winner can only be declared if either candidate receives a majority of all votes cast.

To do otherwise, as we understand is implied by both our withdrawn motion and the current motion, would be a fundamental usurpation of rights accorded to the Assembly.
 
I see. Thank you for the clarification; the Empire withdraws its seconding of the motion.
 
The Goyanean Delegation due to the recent clarifications withdraws its previous seconding of the motion, and replaces it with a nomination for the Itrean League and Tolima.
 
As I have already stated, we in The Rose League see no need to change our nomination. As it currently stands among the five sitting Council members, the Itrean League of Ilia has received five votes from The Rose League, Xentherida, Syrixia, Imperium Augustum and Goyanes whereas Tolima has received four votes from Xentherida, Syrixia, Imperium Augustum and Goyanes. And this is after a number of the Council members here changed their vote from supporting just one of the candidates to supporting both of the candidates. The Itrean League of Ilia has always held a clear majority of the Council's nominations and I still see no reason to not move ahead with a confirmation hearing or whatever other contrived notion we want to create to further delay the vote for Secretary General of the International Association of Nations.
 
On behalf of the Imperial Office for the International Association of Nations (IOIAN), I wish to request an update on this process, as well as uphold the existing motions for a prompt election for a Secretary-General. The Empire does not wish to see these proceedings die down.
 
Apologies for the interruption, but Tolima's delegation wishes to make it known that it no longer wishes to be considered for the Secretary General role.
 
With the Toliman delegation stepping down from their nomination for the position of Secretary-General, we once again motion for a vote on the sole remaining nominee, the Itrean League of Ilia. That is unless any other Council members here have objections and wish to propose a counter nominee.
 
With the delegation from Imperium Augustum seconding the motion and no further objections to the nomination of the Irean League of Ilia for Secretary General, we move for a full vote before the Assembly to confirm or deny Ilia as the Secretary General for the International Association of Nations.
