I do have a question:

I was planning on introducing my nation via a RP thread, but it seems I do not have the permissions required to start a thread in the National Role Play section. Do I need to have a certain number of posts before I can do so?

Yes, actually, you need three, iirc, and that was your third, so you should be set.
