So if I have to join WALL, I have to ask the regional delegate? Who would that be?

You can't "join WALL", so to speak. WALL is an organisation of regions, not nations. In the WALL server, you have to be masked as WA Staff to have access to some channels, and you have to ask the Delegate or Minister of WA Affairs for that. You'll have to be part of the WA ministry in TNP first. That's what the post is saying.
