Claidie noticed a small error in the document that could be misinterpreted as though her government denied the Phoenix Union's request to try and stop Scallendovia. Seeking to establish clarity, she brought it to Princess Puja's attention.

"Your Grace, in the third paragraph where it reads 'We have requested one of our members, the Principality of Sil Dorsett, request that Scallendovia leave this war. The request was denied,' that should be changed to say that Scallendovia denied the request to stand down. As it reads now, it might be interpreted as though I denied the Phoenix Union's request.

"Or perhaps we could strengthen it a little, where we say 'We requested that one of our members, the Principality of Sil Dorsett, issue a demand that Scallendovia leave this war. Scallendovia refused to comply with that demand.' What do you think?"
 
"The Equestrian Commonwealth agrees with the changes, and will enact a temporary ban on all travel between ourselves and Scallendovia."
 
"I have taken to editing the response accordingly." Puja said, after which the message changed.

MEMORANDUM FROM THE PHOENIX UNION
A DECLARATORY RESOLUTION OF THE PHOENIX PARLIAMENT

To the Federation of Scallendovia:

It is with disgust that we hear of the actions of Scallendovia in the international scene. First cooperating with the Kingdom of Cimmerien, a widely-condemned aggressive state, and then continuing to fight after Cimmerien left the war. Scallendovia has even less of a reason to continue fighting than Cimmerien, now more than ever as Cimmerien has come to its senses and left the conflict.

We are appalled that Scallendovia, as a member of the Phoenix Union, would commit such acts. We are appalled by Scallendovia's violation of Article 4 of the Union Constitution. We have heard Scallendovia's reasoning for its actions and we find it vague and inadequate. We requested that one of our member states, the Principality of Sil Dorsett, issue a demand that Scallendovia leave this war. Scallendovia refused to comply with that demand.

Under these circumstances, we condemn Scallendovia's actions. We once again demand Scallendovia leave this war and cease all aggressive activities. Furthermore, we have decided by Parliament vote, considering the aforementioned circumstances, especially the severity of Scallendovia's offenses, to strip Scallendovia of its membership in the Phoenix Union.

All Scallendovian Phoenix MPs are hereby stripped of their parliamentary positions and are ordered to return to Scallendovia immediately.
 
"As there seem to be no further requests for amendment, I will start a vote for this to be sent as the official PU response. Just as before, raise your hands if you are for the response and say "Nay" if you are against."

Puja then raised her hand.
 
Claidie raised her hand in support.

Malorie, who had just finished up with the meeting with the Scallendovians, entered the conference room and noticed Claidie's hand raised.
"What's going on, Claidie?" she asked.

"A vote on sending this as a response to Scallendovia's war," Claidie replied, showing the drafted response to the Lead MP.

"Did you vote on whether to draft this before you actually did?" Malorie queried.

"Umm... no?" Claidie said with a puzzled look on her face.

Malorie then turned to the camera, shoulders shrugged and hands held out as if to say "What the hell?" But knowing that the opinion of the Head of State overruled that of a mere representative, she sat down at the table and kept quiet.
 
"It seems we are decided. I will have this response delivered as soon as possible." Puja said cheerfully. "I believe we can adjourn this meeting."

Call for an Emergency Discussion over the Current Events Regarding the Isolationist stance of Syrixia
Issued by the Kaschovian Royal Consular
It has come to the attention of the Kaschovian Royal Consular, that for reasons not currently known or made knowledgable, the government and nation of Syrixia has entered a state of complete isolationism, and therefore eliminates it's ability to efficiently operate and manage the Phoenix Union. In response to this, the KRC hereby calls an emergency meeting in the Embassy Hall of Kerat, effective immediately. As a founding nation of the Union, we thoroughly believe that it is our complete responsibility to ensure both the success and the continuation of this alliance through whatever means necessary.

Each member nation is advised to send either the Head of State, the Foreign Representative or whoever is selected to internationally represent the nation. A discussion pertaining to the relocation of the Headquarters, the courses of action available and the issues that the PU may face in the coming months will be addressed. It is our hope that an effective and immediate solution can be reached by this prestigious body of nations within as little time as possible, for it is not just the Union at stake, but the legislative, militaristic and economic aspects of all member states.

Any representative who fails to attend this emergency meeting will be questioned on their absence, and will be asked for a legitimate excuse. It is heavily encouraged that all member states make the effort to contribute at this meeting and that a solution is reached and supported by the majority of the Union.

Sapphire Skies had a look of worry on her face as she looked around the plane.

Unidentified forces had come to her Syrixian Condo and ordered her to leave the nation at once. She had received a text from the representative of Kaschovia, who suffered the same fate. Attached was a message calling for an emergency meeting. She replied to the message.

"I second the motion for an emergency meeting. May we see each other soon."

The message sent just as the plane crossed into Kaschovian territory.
 
Varik had spent the last ten minutes organizing the blue folders on the podium infront of him by nation name, leader, issue and resolution. He was proud of it, and would be using the folders extensively during the meeting. He knew each representative would bring something different to the table, and with Syrixia's resignation from the seat of power, Kaschovia had the chance to actually fulfill a national promise. In previous meetings with both the Monarchs, the Premier and the Prime Minister, the topic of leading an international alliance from the very front had been mentioned on many occasions. Mattheus himself even expressed his interest in such an idea, only urging Varik even more to go for the top spot.

In a dark red folder on the corner of the podium, sat the 'Union Leadership Directory Manual (U.L.D.M)', a provisional guide and plan for the management of the Phoenix Union, should something like this have happened, and it did. The folder was orginally prepared by the Foreign Secretary Cebrian Alekseev, and adopted by the Kaschovian Royal Consul for their overview and editing. The final result would be the proposal he would make in only a few hours, that the Kaschovian Royal Consul share management over the Union. Well - the three official members of it; Grand Royal Consul Maria Jose la Rosa, Deputy Royal Consul Varik Arthur Haugen and Deputy Assistant Consul Gregor Tyarizova. A team of the most experienced foreign representatives in modern history.


It had been his intention from the moment he called the meeting to share the contents of the folders priorly prepared for such an event, but it may shine Kaschovia in a rather unfavourable light, almost as if they hoped this would happen in some way. In fact, that would be the complete opposite. It was never the Kaschovian government's intention to find themselves with such a responsibility on their hands, but it was the only thing they could do in terms of increasing foreign relations and maintaining the efficient order of the Phoenix Union. The Union was the number one source of foreign trade and culture, so keeping it going was the best course of action. With such an experienced international representation, there really wasn't much choice.

Among the blue folders, were plans for the relocation of the PU Headquarters, these were Varik's personal favourites; a 75,000 square meter complex, located not that far from the very building they were standing in, 15 distinctly unique and newly refurbished office spaces for the member states, a modernized library/archive and so much more. It would be like opening a present, a present which he organized and planned himself. He'd hoped to have been granted permission from the Premier for it's finalization, but Juliaro had always been a stubborn man, even in the face of great opportunity. It was not long after he finished preparing his replacement Speaker argument, that news of an Equestrian Commonwealth arrival was on the cards.

"Prepare the EC seat, it is important that we set a good example to all of the newly arriving representatives, no matter from where they come, or who they are." Varik looked to Ezequiel Riccardio, his primary meeting advisor, and nodded. The cogs began to shift, beginning the preparation process for the first Kaschovian hosted meeting on behalf of the Phoenix Union.
 
Ivannaka had boarded a flight home to Arrandal to report before the Queen and Waiczyn counsel on the PU's actions to be taken against Scallendovia. About twenty minutes into the flight the plane changed course and headed away north. As the craft banked left her phone chimed signaling a message.

The message had been sent from her brother's phone but was forwarded on behalf of the Grand Marshal of the Arrandalian chapter of the Azure Dawn. She read through it, shocked at the drastic change of events, and wondered at the possibility. What the hell had just happened in Syrixia, was all she could think.

She would be landing in Kaschovia within the hour, and she was niw wondering how this drastic change would effect Arrandal and the surrounding nations.
 
Elisif walked through the doors of the Embassy Hall, still thinking about the events that had happened in Syrixia. She had received the same message from unidentified forces as Sapphire had; a rude demand that she leave the country. She had so, and had texted her fellow diplomats to do the same. There had been a short hour-long flight from Pataliputra to Kerat in which they had prepared their proposals.

Elisif took a seat within the Hall, and began to wait for the other MPs to arrive.
 
As quickly as Madeline and the Princess's sister, Alice, arrived in Syrixia, they were leaving. The minister received a call from Malorie to tell her that there would be a meeting in Kaschovia instead of Syrixia. Seeing an opportunity to meet the PU representatives and educate Alice on the merits of international cooperation, they boarded their jet again and took off towards Kerat, arriving an hour later.

Malorie dragged Will Bowers, the foreign affairs minister, to the airport and hopped on a plane bound for Kaschovia, replying to Varik's message to let him know she was on her way. She spent the flight working on unfinished business from the Scallendovia meeting, such as sanctions and her rule change about voting after drafting responses to events.

Arriving four hours later, Malorie and Will met up with Madeline and Alice at the airport before the four of them headed to the meeting at Embassy Hall.

"Our Union has a long way to go. In these first six months we have progressed extremely well, however there is much more that needs to be done. If re-elected I will propose legislation to completely reform our vetting process, which direly needs strengthening, as we saw after the Scallendovian incident. I will also propose legislation to revamp the election process so that not all of us have to run, as I am sure not all of you wish to run; as well as limiting the amount of consecutive terms a Grand Presiding Officer can have to two. I have experience running this Union, and I intend to guide it through the troubles that beset it now and any troubles that may beset it in the future. If re-elected I will ensure that this Phoenix shall fly."

Deep within the discussion halls of the newly rennovated office in the stephills of th Upper Burghya District, 12 people sat around an oval glass table; mugs, folders, glasses and papers littering its surface. At the far end of the table, Prime Minister Mattheus Kurgrovski watched and observed. At the other end of the table, now talking, was Phoenix Union Affairs Administrator Sara Klauder, her striking blue eyes glancing and darting from person to person, finally settling on Mattheus. "This is a huge opportunity," she stated, "passing this up would be political suicide." Her cup of coffee rested precariously near the edge of the table as she made her case, it had been 5 hours since the discussion began. Mattheus looked around the table, searching for any other responses, but Sara definitely wasn't finished.

"Last week, we almost unveiled a new conceptual headquarters for the Phoenix Union, conveniently placed in the heart of Kaschovian politics - the Grand Phoenix Headquarters. Our budget for that was Kz450,000,000. Now imagine if we had to abandon that project because a few of you sitting around this table didn't want to deal with the financial strain? That new building could provide limitless support for all member states, and would accommodate up to 15,000 employees. If you thought for one second that we're halting that project, you can think again - Kaschovia is not ready to take the back foot in the Union, not yet."

Mattheus sat up in his chair, taking another sip from the dwindling coffee in a light blue mug in front of him. "What are you proposing here, Sara?" he growled, his tone deep and inquisitive. She adjusted the papers on the table in her space and prepared her next response. "We need to announce the new HQ. Offer to share them, if needed. The countries closer to Kaschovia could use ours, and the countries who wish to remain in Pataliputra can remain there, simple enough. I can get in contact with the GPO in a few hours and we can start finishing up the building. There is no time for Kaschovia like the present. Our best option right now, is to accept any offers from Syrixia within the next few weeks, and reveal our plans for an improved, upgraded, more accessable headquarters in Sarota."

Puja stood up at the podium and began to speak.

"I would like to start off this session by thanking everyone who voted for me during the campaign, but I'd also like to thank those who actively campaigned for the spot of Grand Presiding Officer and/as well as those who got some votes as well. You all make democracy stronger in the Union. But that doesn't excuse the fact that this Union is still flawed."

"In my first term, we were able to grow massively in size, create the Alliance of the Northern Unions, and pass numerous agreements and resolutions. In this next term, we will be focusing more on each other and this Union. As I said during the campaign, our vetting process direly needs strengthening, our election process needs revamping, and the position of Grand Presiding Officer itself still needs more clarification. Therefore, I propose the following amendments to the Constitution."

"Firstly, I propose Article 2 be amended as follows in order to clarify the GPO's position and revamp the election process."
Article 2:
When passing a resolution, a two-thirds majority must be reached in order for the resolution to become law.

Parliament may set basic trade regulations, and may organize events between the member states. Parliament shall also be presided over by a Grand Presiding Officer, elected every six months. A Grand Presiding Officer, or GPO, may serve two consecutive terms maximum, after which they cannot run for a third consecutive term.

The GPO shall have the power to call meetings, introduce discussion topics, and shall keep debates and discussion civil by any means necessary, within reason. The sitting GPO shall also act as the election commissioner for GPO elections. [NOTE- This proposed amendment was added because the sitting GPO acted as election commissioner for the March 2017 GPO Election.]

All member states shall submit candidates for GPO. Any member state that wishes to stand in the election may submit one of their Phoenix Parliament MPs as a candidate for their nation. While this Constitution shall not mandate that this candidate be a nation's lead representative, it is highly encouraged. Each nation shall vote for GPO during a session of Parliament, and nations cannot vote for their own candidates.

Should the election tie, a runoff election will be held with the most voted for candidates, as designated by the commissioner of the election based on votes (as mentioned before), as the only candidates. The home nations of those candidates are prohibited from voting. In the runoff election, the candidate with the most votes wins.

Should a nation wish to call a session of Parliament, they must contact the GPO. The GPO should then announce who requested the session be called and why at the start of the session.
"I also wish to propose that Article 5 be amended as follows so as to increase Union security via much stricter member vetting."
Article 5:
New members may be admitted to the Union by two-thirds majority vote from Parliament. If a member state wishes to propose that another state be added, it must be done during a session of Parliament. Before they are voted into the Union, they must be vetted during the Parliament meeting. The nation proposing another nation's invitation into the Union must write a report detailing: 1. The invitee nation's government, 2. The nation's most recent actions, and 3. Whether the nation in question seems safe to enter.

Nations located on the Phoenix Strait are automatically invited to the Union, as well as nations that have a significant history with a nation on the Phoenix Strait. Nations located on the Phoenix Strait are encouraged to be invited to the Union, as well as, to a lesser extent, nations on the greater continents of Avignia/Collandris/etc.

Nations that do not fit either of these criteria may apply to become observer states, provided they have close relations with at least one Phoenix Union member state and go through the vetting process.

Phoenix Union Associated Member States, or AMS, are only subject to the laws and mandates accepted at their point of entry into the PU and those in which they further agree to participate. However, like other types of members, they must also be put through the vetting process.

Additionally resolutions, regulations, mandates, and adjustments of existing agreements representing a 'significant obligation' or change to the original version are to be approved by the AMS's government or a negotiated form is to be approved before taking effect and until that time alterations are considered non binding.

PU international laws, resolutions, regulations, mandates or other similar binding elements shall only be binding on an AMS as it relates to the PU inter-union relationship and aspects in which the AMS is participating according to their membership agreement.

Any laws, resolutions, regulations, mandates, or similar that are in conflict with the AMS's core principles, constitution / code of laws are considered not-in-force for that AMS until an acceptable resolution / agreement can be formulated.

A cap on total obligations for PU membership per year shall be established to prevent unlimited obligations. The AMS contributions may exceed this total if they present a significant financial burden on the Union, or by agreement seek to contribute above this amount for special purposes, emergency assistance, armed conflict, or other reasons.

PU Observer States are states that have extensive histories with one or more PU full Member States or Associated Member States. They have similar privileges to Associated Member States, however the only key difference is that they are not permitted to cast votes in Parliament on resolutions.
 
The Equestrian Representative stood.

"Firstly," she began, "I wish to congratulate the GPO for her re-election. Also, I would like to state my support for the Syrixian proposition, as well as to note that I have legally changed my first name to Autumn, for personal reasons.

"Lastly, I would like to make a proposition for a Parliamentary expansion, which would see that each member nations has fifty voting representatives, spoken for by a lead representative, who would be present at these sessions. The lead representative would also have a vote, as this would prevent a tie."
 
Ms. Malorie Allen looked around at the other nine representatives from her team. She tried to encourage them to stand and speak up on the proposals, but they seemed to be either too focused on their laptops or were just clueless on what to say. Seeing she was fighting a losing battle, Malorie stood up and gave her opinion yet again in a long-winded monologue.

"Your Grace, fellow members of Parliament," she started off before pausing to make sure she had everyone's attention.

"I've got a question. Who is the Grand Presiding Officer?" Malorie said, pausing to see if there was a reaction from Princess Puja. "I know that seems like a silly question but think about that for a moment. Is it Her Grace Princess Puja of the Syrixian Empire, or is it the Syrixian Empire?

"It's important that we make that distinction because of the language of the proposed amendment to Article 2: 'A Grand Presiding Officer, or GPO, may serve a maximum of two terms.' So, does that mean Princess Puja would be term limited or is the intent to term limit the member state that has their representative holding the office? If it's based on the individual representative, I could see term limits working, though it wouldn't prevent a member state from holding a monopoly on the office if their representatives kept winning. But if it's based on the state, and each state gets two terms as GPO, what happens when every state in the union has had their two terms? You couldn't have a GPO because nobody could run!"

With Malorie's case now presented, she finally moved on to the point of her diatribe.

"So, as far as the proposal is concerned, I believe we need to decide whether the office of GPO is held as a member state or held as an individual. If a member state holds it, then the term limit should be set to two consecutive terms so we don't run into an issue a few years from now where no state can hold the office. Another idea may be to limit a member state whose representative is the GPO to one term before needing to wait some time before being eligible again, perhaps three or four terms."

Malorie then turned her attention to Autumn's proposal.

"Now, as far as an increase in the number of parliament members from ten to ..." Malorie said before pausing to recall the exact wording of the proposal, "effectively fifty-one? Fifty voting MPs, one lead MP that doesn't vote unless of a tie within that one member state. Why? I mean, right now whenever we cast votes on measures, we've been doing a one delegation one vote system. The way Sil Dorsett has been deciding its vote is the ten of us vote, majority wins, and in the case of a 5-5 tie whichever way the Lead voted won.

"If we go to a fifty plus one lead system, you're potentially disenfranchising the lead representative, and just adding more overhead to a system that wouldn't change the result of voting. Think of all the accommodations that would be required for all those new representatives and the cost of it all. Unless we change the way we cast votes, ten representatives per nation are enough.

"And, fun fact, if we implemented that proposal, that'd mean Sil Dorsett would have more Phoenix Union representatives than members of our own Parliament, hereditary nobles included, for now."

Winded, Malorie finally sat down.
 
"Thank you, Ms. Allen, for your points." Puja replied.

"Regarding your comments on term limits, I agree with you that if only representatives are subject to term limits instead of states themselves, monopolies could be established. I will edit the proposed resolution accordingly, if no one has objections."

Puja continued. "As for Autumn's proposal, I personally agree with Sil Dorsett's take on the idea, but I want to hear more opinions before making any lasting decisions."

"Welcome back, everyone." Puja said. "I'd like to start off with a couple proposals."

"Firstly, I would like to invite Maloria to the Union. In accordance with our vetting process, I present the following reports: 1. Maloria has an interesting government. The King will have executive power and command of the army, and his position is hereditary. Parliament, meanwhile, makes legislature and laws, and its Lord Chancellor (like a Prime Minister) is the second in command/right hand man of the King. 2. Ms. Allen stood up to respond to the Princess's report on Maloria. She was very hesitant to support another admission after supporting Scallendovia's admission and the disaster that followed. Though Maloria certainly deserved a fair assessment, Malorie felt the assessment remained incomplete and decided to voice her objection.

"Your Grace, I'm sorry, but I'm not convinced by the report presented on Maloria. It's lacking a crucial piece of information. We need a full report on alliances and degraded relationships Maloria has with other nations. For all we know, we're inviting an ally of Scallendovia or an enemy of Cogoria into the union, and we know that either of those situations would lead to another disaster that would permanently stain the reputation of our union. I object to the motion and will sustain this objection until a report on Maloria's international relationships is presented."
 
"Of course. I understand completely." Puja replied. "Maloria is a member of the Pan-Gotic Union, and they seem to have good relationships with the PGU's member states. They also have a very good relationship with Kanada, as they share an extensive amount of history together. However, while Kanada's ally, Cogoria, has spoken out against the Union, Kanada itself is neutral towards the PU, so I do not believe that Kanada's affiliation with Maloria is a threat. Maloria also has a good relationship with the Empire itself, as we took in one of their kings while he was exiled during their civil war period."
