I am, as the title suggests, seeking reelection to the office of Speaker yet again. I have served as Speaker for longer than any other TNPer and have considerable service in the Speaker's Office as a Deputy outside of that.

This term, if I am reelected, I intend to continue to serve in largely the way I have in the past. I will endeavour to continue the publication of the RA Digest, which has returned lately because of the persistence of Quak in reminding me about it, for which I am thankful. I will also likely take on one more Deputy Speaker, due to the reduced activity of Mister Masses.

What do you think of the current balance between the Standing Procedures, Regional Assembly Rules, and Legal Code regarding the operation of the Regional Assembly and in what direction(s) could it be improved?
 
You have always served admirably and tirelessly, Zyvet. I don't see why we shouldn't grant you another term as our Speaker. Good luck.

Largely, I think that the current balance works well. It gives sufficient flexibility in the legislative process where this is needed but still gives a clear guide as to what the process is. The Rules, while allowing the Speaker discretion to both effectively manage the process and to take steps to curtail inappropriate legislation, provide a mechanism for members to press proposals through even where the Speaker does not schedule a vote and that mechanism does not present an overly difficult hurdle for members to surmount in order for members to use it.

I think one area in which there could be more clarity in terms of the law is in relation to the consideration of treaties and, specifically, revocations of treaties. At the moment, it is not clear from the law (whether the Constitution or the Codified Law) precisely how revocation of a treaty can be done and this has been an area of confusion in the past (though, lately, I decided revocations would need to be proposed by the Delegate or one of their Ministers responsible). I think it would help both future Speakers and citizens more generally if at least some basic principles for revocation of treaties were set out in the law, even if it were only specifying that they would follow the same process as the ratification of treaties, rather than relying on inference and knowledge of what past Speakers happened to say potentially years ago.
 
I support you too, I think you and your team of Deputies have done a good job and given that you appear to also enjoy the job all the more reason to vote for you.

Barring some major scandal which caused your criminal conviction or recall from office, under what circumstances do you see yourself declining to run for an additional term? Relatedly, how prepared do you feel your deputies are to eventually succeed you?

Do you plan to keep the same deputies for next term, or bring in fresh meat faces?

My greatest accomplishment as Speaker, I think, has been in terms of training and helping those that have been Deputy Speakers during my time in office and getting them to the point where they could replace me or move on to another office with fair chances of success

One thing I have consistently fallen short in relation to is the RA Digest, it first fell out of publication when I was Speaker and over these last few terms I can't claim to have been regularly issuing it.

On the issuing of not standing again, while I do really enjoy the Speaker's Office, I have to be honest and say that I had expected to take a break from it this term. Had someone experienced and capable ran then I would probably have not stood (I had expected such a someone in the form of Quak, my Deputy, to run actually). If, at the next election, such a someone stands then I think I will not run.

The previous paragraph gives some hint as to my answer on the preparedness of my Deputies. I think that Quak could probably do so now, he's competent and has performed most of the duties of the Speaker, I think that the only regular duty he has not performed is altering the legal documents. Mister Masses, as I mentioned in the OP, has had reduced activity as of late which, coupled with relatively little business in the Assembly over the last while, has meant that he has not handled the procedural side of the Speaker's role, though he does have experience in the administrative side of things; I think that he could be prepared to succeed me, however, it will taken longer than I would have liked to get him prepared to do so due to the difficulties in terms of activity.

If my Deputies wish to stay on then it is my plan to retain them, however, I do plan on taking on a third Deputy, at least until Mister Masses' activity picks up again and probably beyond that point. Whether that Deputy is someone new to the Office or otherwise will depend on those that put themselves forward.
