The North Pacific Army (NPA) - Code of Governance

Article I: Purpose

The North Pacific Army (NPA) Is the military of The North Pacific. The Military exists to protect The North Pacific and It's citizens from Internal and external threats, to protect our allies and friends and to project TNP's Interests abroad, this Is best achieved by maintaining a large and active force. The laws of this Code of Governance apply to all members of The NPA and ensure that all members of the military are accountable for their actions. From their acceptance date, they are required to obey all the laws In this act


Article II: Members

The North Pacific Army will serve The North Pacific's security and Interests, both at home and abroad. The NPA will carry out such legal missions that are authorized by the Delegate or the Minister of Defence.

The NPA's first priority Is the protection and defense of TNP's citizens and It's democratically elected goverment. Under no circumstances will the NPA or any soldier or officer disrespect the laws of the region they serve. All applicants must take this oath:

I, _________ request to join The North Pacific Army. I pledge to serve our regions security and military interests, both at home and abroad. I pledge to obey all military rules and laws, as well as the laws of The North Pacific in my service in the military. I pledge to respect the chain of command and my fellow officers at all times. I pledge my loyalty to the North Pacific Region, our people, and our government.



Article III: War

Pursuant to Section 6.5 of the TNP Legal code: "A region or organization "at war" with TNP is one which has made a formal declaration, or made acts of war against The North Pacific, or vice versa, as deemed by a three-fifths majority vote of the Regional Assembly. In the event that TNP is engaged in a war, NPA's first priority will be the defence of the region.


Article IV: Military Executive


Executive power of the military is vested in the Delegate and his/her appointed Minister for Defense (Delegate Directive 0x01 4.1a). The Minister of Defense is the chief commanding officer of the NPA.

The Minister of Defense responsibilities include:

- Accepting/rejecting applications to join the NPA
- Awarding promotions
- Demoting members who fail to comply with NPA standards/Laws
- The maintenance and administration of the board
- The organisational work of the NPA
- Granting awards and ribbons to outstanding members of the NPA
- Organizing and leading training operations
- Appointing a Chief of Staff/Deputy Minister of Defense should the Minister of Defense require any assistance with any of the responsibilities listed above


Article V: Military Personnel and Ranks

The Minister of Defense will automatically assume the rank of General upon appointment. Once removed or replaced, however, they shall return to their pre-appointment rank.

The Minister of Defense may promote or demote any member of the NPA to another rank at any time. It is suggested that personnel be promoted or demoted one step at a time. The below NPA ranks are listed from most senior to least senior.


High Command Officers should be extraordinarily experienced, loyal, and knowledgeable personnel. They will have demonstrated exceptional leadership and success in leading multiple missions as Officers. High Command Officers may be assigned to lead Divisions of the NPA.

- General (GEN)


Officers: Enlisted Personnel should be promoted to officer rank when they have been successful in multiple missions, exercised leadership among their peers, and demonstrated loyalty to the NPA and knowledge of its rules and regulations. Officers are eligible to lead missions with permission of the High Command.

- Colonel (COL)
- Major (MAJ)
- Captain (CPT)
- Lieutenant (LTN)



Enlisted Personnel: Except with special permission of the Minister of Defense, all personnel begin their service in the NPA at the rank of Private.

- Segeant (SGT)
- Corporal (CPL)
- Private First Class (PFC)
- Private (PVT)


Structure: The NPA may, at the discretion of the Minister of Defense, be organized into Divisions to enable easy deployment.


Article VI: Missions


All missions must receive approval either by the Delegate or the Minister of Defence. The Minister of Defence will work closely with the Delegate to decide about mission approval.

Approved missions may be executed only at the orders of the Minister of Defense. At the discretion of the Minister of Defense, this authority to execute missions may be shared with High Command Officers.


Article VII: Obedience and Discipline

All NPA personnel shall pledge and offer their obedience (in this order) to the Delegate, the Minister of Defense, this Code, all senior High Command Officers, and senior Commissioned Officers (in a particular mission), in all matters pertaining to the NPA. Disobedience may result in disciplinary action.


Article VIII: Loss of the Delegacy Contigency Plan

The North Pacific Army recognizes the Delegate as a position established by democracy and the constitution of The North Pacific. In the event of a rogue delegacy, the Loss of Delegacy Contingency Plan shall be enacted.

A rogue delegacy may be defined as a state of which the elected delegate has been replaced by a delegate supported by an invading force, or the elected delegate has violated the constitution and the enshrined rights of its citizens in his/her pursuit of power.

Course of Action: Should the NPA recognizes a state of rogue delegacy this plan, Loss of Delegacy Contingency Plan (LDCP) shall be enacted:

- NPA members instructed to remove endorsement from the rogue delegate and endorse the acting delegate
- If an NPA member is banned/ejected, they go into stealth mode, pretending to be a newbie and avoid ejection until they have X influence points
- In the one week window before the recall of the delegate, the NPA recognises the authority of the Vice Delegate as the acting-delegate.
- Upon the recall, the Vice-Delegate is recognised as the de jure Delegate.
- In the event that both the Delegate and Vice-Delegate goes rogue, the NPA shall recognise the next nation in the line of succession (most recently approved by the RA) as the acting delegate

All matters discussed in this forum are strictly confidential and fall under the jurisdiction of the military code of silence. Any public/private discussion with unauthorised members will be punished severely.


Article X: Membership requirements

All nations seeking to join the NPA must have and maintain an active nation In The North Pacific.

Recruiting from the NPA Is strictly forbidden and If anyone Is caught doing so will result In their removal from the NPA.


Article XI: Procedure

Decisions to amend, alter, or replace this Code of Governance may be made by a majority vote of NPA members present at a meeting called by the Minister of Defense with a quorum of at least one third of all members of the NPA.

Decisions to amend, alter, or replace this Code of Governance may be made by a majority vote of NPA members on a forum post that has been posted in the NPA forum for at least one week.

Standard rules of order shall apply in all cases where applicable.


Article XII: Discharge

The Minister of Defense may exercise his/her discretion in discharging a member of the NPA in the following circumstances:

1. Where a member of the NPA has been banned from the official The North Pacific forum.
2. Where a member of the NPA is no longer a resident of The North Pacific.
