Repeal "Liberate Utopia":
Description: WA Security Council Resolution #13: Liberate Utopia shall be struck out and rendered null and void.

Argument: Recognizing the necessity of SC #13 (Liberate Utopia) back in 2009, when The Alliance of Dictators invaded and placed an invisible password on the region; however,

Noting that the region was re-founded in 2012 with a founder who has taken away executive authority from the WA Delegate position, making the liberation pointless to the region in its current state;

Further noting that the region hasn’t been active in the last year and is now only inhabited by the inactive founder and another native, making the repealing of this liberation long overdue;

Hereby repeals SC #13 (Liberate Utopia).

Please vote: For, Against, Abstain, or Present. As a reminder, a vote For the repeal means that you want to lift the liberation from enforcement.
 
MoWAA Recommendation

It is the traditional approach of the WA Security Council to expect native support to impose or repeal a Liberation resolution. In this case, the proponent does not appear to have communicated with any natives of Utopia, much less obtained their blessing.

That the Liberation has no effect at this time does not mean it need necessarily be repealed: the regional Founder could cease to exist at some point in the future, and Utopia may prefer to have that visible record of its history available to newcomers.

As a side-note, another tradition broken by this proposal is the tradition of posting proposals to the onsite forums before submitting them. This is usually done to allow for feedback on the details of the text and/or help making sure a proposal follows WA rules.

For these reasons, we recommend a vote against the resolution.
