You're on the right track. The answer is in this thread and it resides in Wintreath.

Correct! Axis of Evil would also have been an acceptable answer. This makes TNP the third region to solve it. Congrstulations! 
I had previously thought that "Fight the Axis of Evil" was the clue to the next part and asked what the Axis of Evil was. 
Upon learning that the answer resided in Wintreath, I checked all 300 or so nations but found no clear link between any of them and Axis of Evil. I then went on the forum and did a search for The Axis of Evil. I found a recent post that said Joshua Bluteisen was also know as Axis of Evil.
The keyword that really helped me figure it out was reside which indicated it was either a nation or a person.
