The Republic of Europeia and The North Pacific have long been friends and allies, sharing a close relationship culminating with the signing of a Treaty of Friendship in August of 2013. Before and since, Europeia and TNP have worked side by side to promote stability, respect, and development in each other’s regions and abroad. However, this summer, a confluence of factors led to some disharmony between our two regions, and the time has come to mend our relationship.

The Republic of Europeia wishes to unequivocally state that it was never our intent to cause any security concerns by releasing information only available in The North Pacific's Private Halls. Our actions stemmed from our misunderstanding of the legal and cultural expectations in The North Pacific around the sharing of information. Europeia would also like to acknowledge that we were mistaken in saying that The North Pacific was acting in bad faith, especially in such a public manner. Europeia formally apologizes to the Government and to the Citizens of The North Pacific for these actions and the distress that it caused for our valued allies.

The North Pacific, for our part, regrets our lapses in communication which contributed to escalating the situation. In several places we assumed that everyone would be on the same page, and this was a mistake on our part. We should have worked harder to clarify secrecy expectations around the conference; should have talked more with Albion, The South Pacific, and Europeia before revealing its existence to our Regional Assembly; and, after doing so, should have been more forthcoming with answers when Europeia had questions. We apologize for failing to do so, and for thereby creating a misunderstanding with our friends and allies.

Europeia and The North Pacific stand here together, proud to re-affirm our continued partnership. Our alliance has continued and will continue to benefit our own respective citizens and regions. In a testament to the foundations that have been built, we can move forward and be stronger than ever. We both look forward to a friendly and productive future, where our continued leadership, passion, and experience shine.

I'm glad to see relations return on the right track between both of our regions. May prosperity, cooperation, and activity continue.

this is a welcome statement, but this clause raised more questions for me than it answered:

I note that Europeia apologises simply for releasing information gleaned from our private halls, not for gathering such information (we called it "intel" in my day) in the first place.
Europeia cannot, with a straight face, claim that "misunderstanding of the legal and cultural expectations" led them to misunderstand the meaning of the word "private"

the pinned post in the Private Halls makes it clear that the forum is used for sensitive issues which would be harmful to be made public. That fact cannot have been lost on Europeia when they gathered the information later released by them.

Plus, whoever abused their RA access to pass on intel from the private halls to a foreign power (albeit an allied one) engaged in espionage according to our laws:

"Espionage" is defined as sharing information with a group or region when that act of sharing has not been legitimately sanctioned by the entity the information is gathered from, as limited by this section.
The information shared must not be accessible to a person who is not a member of the region or group it is gathered from except by cracking technical security measures.

So is it implicit in this statement that we are just quietly going to forget this ever happened, ignore the security breech in our own halls, and not worry about who engaged in espionage against our Regional Assembly?

To summarise: the sharing of "information" from our private halls does not worry me too much. the fact that a foreign power obtained such information in the first place IS a still a concern, espeically as the leak remains unplugged.
 
Flem, Europeia was informed of what Eluvatar had notified the RA of by Elu himself. They did not gather this from our private halls, or attain it in any illegal manner.

The issue with posting it in the delegate's hall is that, had a citizen of TNP posted an identical statement, that action would have been a criminal offense - because our private halls are private, and not accessible to guests or other non-citizens. Euro did not commit a crime, since they legitimately had the information they released and as a sovereign state they are allowed to do so, but their action went against TNP's standards and expectations around privacy/secrecy and they are apologizing for that blunder.
