His Holiness and Most Divine Beatitude the Supreme Patriarch of the Cities of Cape El, Castello, Port Augusta, Clarkson, and all the land of McMasterdonia, Father of Fathers, Shepherd of Shepherds, Prelate of Prelates, Servant of the Servants of Flem Gunrei has chosen, in his wisdom, to open the gates of Cape El to foreign nations for diplomatic recognition and embassy exchange.

The Foreign Division would like to remind any applicants that the Patriarchate is currently in a state of war with the Kingdom of McMasterdonia. Consulates in the cities of Port Augusta, Castello, or Clarkson may be subject to the inevitable collateral damage that results from war. The Patriarchate can assure the safety of all diplomatic personnel in Cape El, the first province to be retaken in our holy Crusade.

The Constitutional Monarchy of Ryccia does not recognize the Patriarchate of Cape El as a sovereign nation, and recognizes it as part of the Kingdom of McMasterdonia.

The Aussenministerium of the Empire of Kannex declares its neutrality in the conflict. Kannex has no interest in taking sides and wishes for a speedy and satisfactory end to the war. (Kannex is also appalled at Mcmasterdonian incompetence and extends a secret offer of intelligence facilities in mainland Kannex to the Patriarchate.) As such, the Empire of Kannex will not extend diplomatic relations to the authorities styling themselves the Patriarchate of Cape El, although we will recognize the authorities hostile to the Mcmasterdonian royal forces as legal belligerents. Belligerent ships on both sides may use Kannexan ports for no more than 24 hours, except in case of need of repairs. If ships from both sides are present in a port, then one side must be given a 24-hour headstart.
