On 28th June 2015, two infamous Sytarennian men have committed crime under sea by murder to a former veteran of the Sytarenne Special Forces, who previously that that he was not surrounded by criminals, but friends.
Once returning to the country, after a full investigation they have been accused by Authorities.

During the trial in the federal court, they quoted that 'they weren't in controlled areas' and therefore cannot be convicted for crime.
The Location, told by Satellite images and intelligence that they were located at the time of murder in the strait near Cronaal and Sytarenne and not one of the countries had the right to control over it.

This raises an interesting subject, who controls international waters and what laws/rights apply to it?
Officers from Sytarenne would like to see what other nations think of this.
 
Pertaining to your question... As it happened in international waters, specifically between you and Cronnal, the situation should be resolved by the two of you as you each are the closest sovereign nations to where the international incident took place. Also... see below for what my nation uses to define territorial waters and rights.




The Confederation has defined three laws pertaining to the use and management of the waters surrounding each country.

* Baseline: mean low water mark *

Territorial Waters - Extends twelve nautical miles from the baseline... These territorial waters are considered sovereign territory of any Confederation country.

Contiguous Zone - Extends a further twelve nautical miles from the baseline... This zone is not sovereign territory of any Confederation country but the Royal Confederation Forces can exert their influence and power if it means defending the homeland or stopping a threat before it reaches shore.

Confederation Economic Zone - Extends two-hundred nautical miles from the baseline... The Confederation has control over all resources within the CEZ but can create treaties to share said resources... Still considered international water and not a sovereign part of any Confederation country.

Unless they were floating on rafts, wouldn't the law of the nation to which the ship is registered or under who's flag it sails have jurisdiction?
 
Syrixia has used the Kaltian system of territorial water-charting for most of its history, and so adheres to and agrees to it.
 
Naizerri law allows the for jurisdiction over any crime or offence that involves a person of Naizerri citizenship, no matter the location.
 
We respect other nations legal system however we ask to be taken into consideration that any Wolvesh committing a crime will face court martial upon their return to Wolfsea.
 
If the any crime or offence in any where in The North Pacific, which involve anyway with The United States of New Sekai, The United States of New Sekai still have bit or full jurisdiction. We mean we will request the nation which crime or offence been taken place, again involve anyway with The United States, to either have a bit or full jurisdiction over the crime or offence.

Plus, we use the same international waters law as Kalti.
 
When in Nebulan waters, the crime is Nebula's problem. When the vessel is Nebulan and in international waters, the crime is Nebula's problem. When the crime is committed on a non-registered vessel and closest to Nebula, the crime will be considered Nebula's problem unless someone else comes in.
