(also most Wolvesh families work as mercenaries and have built small fortunes in addition to running their own agriculture, also we only count those under 13 and over 70 as civillians, the military controls absolutely everything except for personal lives and have all living expenses deducted from pay. In short the military basically is life, the protectorate states and the San Antillan provinces don't count into that total, they have more varied societies but receive protection and logistical aid from the Wolvesh, not to mention our absolute use of renewable energy and booming tourist industry along with weaponry, vehicles and basket weaving apparently. Basically even plumbers hold military rank, although aren't expected on the frontlines.)
