Declaration on the Rights of Foreign Dignitaries OOC

So I didn't notice anything of similar caliber on the forums so far so I decided to author this myself. Generally it will govern the rights and powers of foreign diplomats. I think I did a good job and it does have some exploitable loopholes if you look hard. Any comments/opinions?

If this evolves into a summit it'll be fun. Wonder if my plans will be unraveled by those medelling Russians..
