How does the West Pacific make this flag effect? It's pretty cool.

There are various flag making programs out there that can be used. You can also do it with Adobe Photoshop if you have the right plug-ins and such.

The easiest way to find out how they did it is to simply ask them. ;) :D

In my experience, this is the best way to find out how someone did something. :)

Except that it is the Wikisource-logo. ;) Seriously, is he ever gonna have an original avatar?

I pulled mine from the Internet. I doubt that makes me a lesser person.
 
My avatar is High King Emeric of The Daggerfall Covenant (The Elder Scrolls Online; a Breton (race) King known for both his skill as a Mage and his Diplomacy).
 
Bretons and Redguards. Only redeemable races in Elder Scrolls.

Edit: My avatar is the best picture I could find when I googled derp dog.

It's actually pretty hard to take you seriously with that avatar
 
If avatar choice is what decides whether you take someone seriously or not, then you are more derp than my derp dog avatar.
 
I first saw the ripple effect produced by Tweedy. Interestingly enough, Tweedy got off to a bad start in TNP. He was ill-behaved and rather quickly banned from the forum. Afterwards, he had a rather illustrious career in TWP, most notably as a flag-maker. Evidently, he learned from his early mistakes and went on to become a productive member of a NS community.

I just searched "giraffe in a suit" on the internet and I found my avatar.
 
I'd seen my picture somewhere, and when I decided to create The Watching Nebula, I went back and found it.
 
I think the first answer is the best course of action. Telegram a nice, friendly letter to their Minister/Jarl/et cetera of Culture, or equivalent of TWP, as they would probably be the best to answer that question. I'd offer to contact them for you, but I misread the OP as The East Pacific (where I have some connections), instead of The West Pacific (where I have no connections). :shrug:
 
It's possible you missed a key piece of Bootsie's suggestion: "Telegram a nice, friendly letter..." Usually a positive, upbeat tone is not mistaken for criticism.
 
I'll contact their delegate for you, if you wish, or I'll post on their forum. Since well, I was reasonably friendly with the last few delegates and Guardians.

I am honestly not sure, truth be old. I only played it when it was in beta. xD

No offense, but I don't think having Chinese-Fantasy beasts kicking around a plastic ball with a bunch of humans would work out. Nor would work out with any RP at all.

They aren't Chinese, it was a joke, and they work perfectly fine with just about any RP.

I don't know about him, but in Chrome you can Google for any image by right clicking and selecting "Search Google for image". It then pops up with whatever that image is associated with, from Nightwing to Winterclash.
