I don't get it

Because she's lazy and won't quit the WA. Zemnaya has less endorsements than SillyString, endorse Zemnyaya, unendorse Silly.
 
Because delegacy change overs in regions of hundreds and hundreds of WA nations take a fuck long time.
 
Because Silly String is the lawfully elected vice-delegate. Outside of Eluvatar, no one (except perhaps certain members of the Security Council) can have a higher endorsement count than the delegate.
