Background.

In the past year, a constitutional crisis in New Sekai erupted into civil war. The country's first democratic elections yielded a victory for the Constitutional Party (CP). The Monarchy of New Sekai (RP, Royalist Party), claiming Constitutionalist corruption and tyranny, launched a coup d'etat and overthrew the Constitutionalists. The Constitutionalists raised an army in reaction and seized much of eastern New Sekai. A large-scale ground war is currently underway in central New Sekai. Forces aligned with the CP have bombed cities in western New Sekai in what the Royalists have called terrorist attacks.

The Royalist forces are supported by numerous foreign nations, many of which have controversially contributed significant ground and air forces in New Sekai. Foreign allies of the Sekaian Monarchy include Nebula and Xentherida, among others. Syrixia and Kannex are neutral observers to the conflict. Both the CP and the Royalists have agreed that the Empire of Kannex, a neutral party, should hold talks for peace in the Kannexan port city of Könighafen. All warring parties and parties with a stake in the affair are invited. All representatives are guaranteed safe passage to and from Kannex. There will be tea and biscuits.

An old royal residence in Könighafen has been set up to house the negotiations. An amphitheater-style assembly room is available. The elites of the Kannexisches Heer stand guard.
 
"Only a Kannexan would think of putting sauerkraut on biscuits..." One of the diplomats shakes his head and mutters to himself.
 
The Delegation from the Most Serene Republic of Syrixia will be made up of 2 diplomats, 5 guards, and His Excellency Shaw Atlas, Minister of Foreign Affairs and Culture. We will also be bringing 20 Syrixian Peacekeeping Forces soldiers to monitor the talks, separate from the Syrixian Delegation.
 
The five guards may stand inside the assembly hall with their Kannexan counterparts, but the twenty Syrixian peacekeepers must stay in the lobby. Kannexan Aussenminister Jurgen Reina messaged Herr Minister Atlas of the Serene Republic, affirming the capabilities of Kannexan troops and asking the minister not to worry.
 
The United States of New Sekai shall be represented by Sens? Ky?ki The King of The United States of New Sekai.

The United States of New Sekai's Constitutional Party shall be represented by Kenpo Pati The Chairperson of The United States of New Sekai's Constitutional Party.

Kenpo Pati the Chairperson of The United States of New Sekai's Constitutional Party said the following terms:
"The only thing we want is to independent from The United States of New Sekai?!"

Sens? Ky?ki the King of The United States of New Sekai said:
"No, we can't not give you the independence because your party and you are corrupted and tyrant! You and your party have done a election fraud on the first election, and have murdered lot of people by having military crackdown while The United States of New Sekai's Revolution! We are really concern about you and your party want independent?!"
 
Aussenminister Jurgen Reina spoke from the podium. "Please, would Your Majesty Sens? Ky?ki refrain from accusations." Reina turned to the CP folk. "Specifically, what kind of independence? Geographical?"
 
Wolfsea's esteemed Elder Lycaeus has offered his services to represent the Khan in these talks

"The rebel forces drew first blood, provoked or not, against civilian targets. I doubt their desire for peace is borne not out of true pacifistic sentiment and more fear of the combined forces of New Sekai's allies. Our inquisitorae has gathered an interesting picture of the state of the rebel forces revealing they may not last another year withouut time to prepare, we believe these talks are little more than an attempt to stall and resupply."
 
The Disputed Territories of Territorio di Nessuno shall be represented by Kaspar Hauser, The Leader/President/King/Dictator/Etc. of The Disputed Territories of Territorio di Nessuno.

Expect two United Llama representatives to participate in the peace talks. They will arrive tonight, they will stay for two days. Make sure they have personal transport and team of bodyguards. Then, yours truly, will arrive and I will stay for 1 day. We will all leave the next day.

The Nebulan Head of Foreign Affairs will be attending with two guards and three aides. Unfortunately, the Emperator is busy at the Rhuvanland conference and is unable to attend.
 
The Xentheridan Head of Foreign Affairs, Christopher Waters, will also be attending this event, and will be accompanied by one security guard, and one assistant.

Aussenminister Jurgen Reina pondered this issue. With calm, soft words, he asked the CP delegation, "On what basis do you wish to establish a new nation-state? The Constitutional Party revolted against the New Sekaian monarchy in order to wrest control of the nation from the latter. Why do you wish to establish a separate country here, now?"

The government of Dalies is quite concerned about the situation and wishes to cease this conflict. If negotations and talks of peace are still going on, Derrel Lundy is a fine representative of Dalies, especially for this delicate situation. Mr. Lundy shall be accompanied by two armed guards: Francis Pak and Peter Weathers. The two agents are highly disciplined and highly skilled, even once working on the Chancellor's security detail.

If all is good, Mr. Lundy and company will be able to be on a flight out of Dalies to Kannex as soon as confirmation is received.

As the Kaltian Council members are preoccupied with matters of state at the moment, Sora Vassidia, head of the Department of Home and Foreign Affairs, Callaici shall attend the talks on the Estate's behalf. She will be escorted by Dyzir and Ranii, head of Oiche na Ruin X, and five soldiers from that particular unit. The Confederation wishes to see a resolution to the conflict with the least amount of bloodshed.

New Sekai has invited NPTO to these talks (probably because of Operation Maroon Nigeria), and Rachel Singletary of Guslantis will be in attendance in lieu of Leah Charles.

Kenpo Pati the Chairperson of The United States of New Sekai's Constitutional Party said: "Because the majority of the people of the east of The United States of New Sekai want to be independent from The United States of New Sekai due to deception of the monarchy and the new government?!"
 
Aussenminister Jurgen Reina responded, "But New Sekai has always been one country. It would be imprudent to separately solely for political reasons. What if a general amnesty was given to all CP members and a power-sharing government arranged?"
 
As the newly appointed Deputy Chairman of the Faibuaizu Alliance, Scian kul Kroning will represent the Alliance as a whole in lieu of the current Chairman, Sens? Ky?ki, as his nation is the one undergoing the civil conflict which required these talks in the first place.

Members of the Alliance may, of course, speak for themselves as they wish. Scian will mainly serve to point out any propositions which would break the terms of the Faibuaizu Treaty, since New Sekai is a member of the alliance. Otherwise, Scian will remain silent.
 
Lycaeus glares, in spite of being an octogenerian he still retains a steely gaze "and your reasons for assaulting the hospital at our base in New Sekai? a base I would like to point out that was agreed to in our original alliance with New Sekai prior to the elections which brought you to power, so far we have seen naught but terrorist actions from an organisation so intoxicated by power they will do all they can to hold onto it. These peace talks are nothing more than your attempts to stave off your inevitable defeat. You attack the very people you claim to represent, you drew the first blood in this conflict, the blood of innocents, and you sit there acting as though you were wronged when power was pulled from your unworthy hands. The people elected a new government and rather than accept this you moved to violence. The 9th Legion has acted with remarkable self-restraint outside of our skirmishes in the plains of New Sekai and your own outposts whereas you struck at civilian targets regularly... I see no reason we should capitulate to you..."

An aide stepped up to the Nebulan representative and whispered in his ear. The representative stood and said, "Regrettably, no matter the results of this conference, we will have to withdraw our troops, as they are needed elsewhere." He shot a poisonous glance at the Kannexian moderators.
 
Rachel Singletary, who was representing Guslantis and NPTO at the peace conference entered the room wearing a pinkish-purple dress, and was escorted by two Guslant guards, who did not follow her past the doorway. She sat down, quite rapidly, not wanting to disturb the peace talks. "I'm Associate Minister Singletary of Guslantis, and I do have a few questions for the two parties when there is an open spot," said Singletary raising her hand to the moderator. Meanwhile, she took out her GusNet tablet and added Governor Nowe and Minister Charles to a text chat, so that she could contact them with questions during the talks.
 
(OOC: Well it really hinges on what the CP and the Royalists say. And both of them are played by you, so...)
