[suggestion/discussion] change to rules on RA voting

Formal debate has ended. This bill goes to vote in two days.

Yes it is, I forgot to edit the post again. Formal Debate has ended almost two days ago, voting should begin in about 5 hours.

However, I'll have to delay vote by around 8 hours because of RL reasons (i.e. school).
