Actually, "wherefore" doesn't mean "where", but "why" (and the term "whys and wherefores" is a redundancy). Hence, the question is "Why do you have to be Romeo (or to be precise, a Montague), someone who I, as a Capulet, have been forbidden to love because our families are feuding? Why couldn't you be someone else?"
