Does anyone care?

I believe the "admission" of TD took place before the recent amendments requiring the Vice Delegate to consult with the Security Council in making a security assessment. But the Speaker should have been enforcing the earlier exclusion without the Vice Delegate, the Court, or the RA saying anything.

If I remember correctly, the Speaker needed clarification as to whether an 'applicant' was rejected ad infinitum, or was allowed to reapply for membership. Plus the whole brouhaha about if the then VD could override the previous VD's rejection.
