Description: The World Assembly,

Acknowledging the importance of international tourism in the world economy as a source of revenue and employment,

Recognising that tourism can negatively affect local environments by introducing pressures on ecologies, populations and resources,

Applauding efforts at sustainable tourism, which minimise or reverse these pressures, so as to promote a harmonious balance between local environments and foreign capital,

Seeking to promote sustainable tourism so as to benefit both the demands of international trade and the needs of local communities,

Hereby declares:

“Sustainable tourism” is defined as international tourism that offers people the opportunity to engage in leisure and recreation activities that otherwise contribute to or enhance the local environment, through minimising or mitigating pollution and environmental disruption, through not introducing invasive species or disrupting local ecologies, through respecting local populations and indigenous peoples, through not damaging local cultural heritage, and through adhering to national and international law, for example on the prevention of abuse in commercial sex industries or on smuggling of contraband.

The otherwise legal advertising of sustainable tourism opportunities must be permitted, and taxation and duty on such opportunities, including foreign direct investment taxation on investment, must be applied in a non-discriminatory manner that is consistent with relevant international trade law. These provisions do not apply when they would cause a nation to fall into violation of internationally mandated embargoes.

Nations are encouraged to participate and cooperate in the promotion and development of sustainable tourism opportunities.

The World Tourism Office (WTO) is created as a neutral, independent agency of the WA. The WTO will have the authority to issue certificates of approval for sustainable tourism to operators and locations that offer tourism opportunities consistent with the general principles of this resolution, other relevant international law, and any internal codes of practice determined as necessary.

Tourism operators may apply for WTO accreditation, with WTO-approved status for sustainable tourism to be granted after a thorough review, and subject to periodic renewal. Such accreditation may be revoked should the tourism operator's practices decline from sustainable standards.

The provisions of this resolution apply only to international tourism, but nations are encouraged to develop similar strategies for intranational tourism.
