Premier Ballenka sat in front of a large table. At this table were also seated his cabinet, high ranking officials and staff except for the Vice President, Sir Galladan Vhenos, who was abroad strengthening ties with other nations. The president and his the other people in the room were studying the documents in front of them. Those documents were about the chemical weapons of Grogeriovania. Officially, Grogeriovania does not have any chemical, or any unconventional weapons stored in the country. According to the World Assembly N16 agreement signed back in October, the old nation of Grogeria would have to dismantle all of its unconventional weaponry so that the World Assembly could move their people into a less hostile region. King Petyr happily signed this treaty and to the best of his knowledge and that of the general public, those weapons were dismantled and destroyed. The military however, which was at odds with King Petyr, secretly preserved and smuggled its chemical weapons to Grogeriovania, the new home of the Grogerians. The weapons were hidden from Petyr's regime. Now that Ballenka was in power, the military revealed to him the hidden weapons and pleaded and he kept it. Ballenka agreed and was in fact delighted that the weapons still existed. He worked with his Director of Defense and high-ranking members of the military worked with him to construct a defense plan that would make Grogeriovania a fortress. And as with any fortress, take out one foundations it was build on and the entire thing collapses.
Recently, the president has invited a group of Malvadian and Checkerian inspectors into the country to investigate the allegations that the country maybe building up it's chemical weaponry stockpile again. He needed to gain the trust of both nation's leaders so that he could get them to join the U.D.N.N.P. With those nations under the U.D.N.N.P, he could topple the undemocratic nations with its influence and he could make sure that the two nations would be his mutual allies. He couldn't afford to have his chemical weapons destroyed either, as they are vital for the country's defense in his opinion. He had to hide it from them and hide it good.
He gave the document in front of his one last look and gave a look at the other people sitting around the table.
"Ladies and gentlemen, as you may as well know, several personnel from the nations of Malvad and Checkers are coming to Grogeriovania to inspect whether or not we do obtain WMDs. The files you have read before you state that we do have a MWD development and manufacturing program. One of those files is about 'Operation: Midnight'. Operation: Midnight is about the strategic plan of how we conceal those weapons from the inspectors and keep the trust and support of the two nations who are sending the inspectors. If we fail, not only will the security of our nation be undermined, but also we would find ourselves scrutinized and without allies in the North Pacific. Needless to say, I do not have to elaborate how much is riding on this entire operation." Ballenka said, the tone of his tone giving the weight of the matter.
Everybody in the room knew what was riding on their gambit. The new Director of Foreign Affairs, Mr. Dimetri Mallachev, asked the first question.
"The plans laid out here seem all thought out and every possibility has been addressed but do we have a plan b just in case the weapons are found?"
Ballenka, the 35-year old blonde man who hair was starting to grey at the sides of his head, looked at the director grimly. Mallachev became overcome with fear for a moment as Ballenka looked at him with silent intent.
"We 'silence the inspectors. Cover it up as an accident." Ballenka said in a dark and dry manner.
Mallachev swallowed hard and the room feel dead silent. If there was one person in the room who didn't knew the gravity of the situation before, they sure did now.
Mallachev spoke again.
"I know what's riding here but we can't just kill them. Perhaps we could bribe them or cover up the weapons as chemical by-products."
"Who are you fooling with this? They are experts, We can't fool them we such simple lies. As for bribing them, if the situation does occur and they do not take the money, then we would have no choice but to make them disappear."
Mallachev feel a cold sweat run down the side of his neck. Ballenka was mad, this wasn't the fair-handed leader he signed up to work for. He looked to his left where a general was raising his hand.
This general was Lieutenant General Patrick Markolivich. He was assigned to lead the operation.
"Why don't we simply smuggle the weapons to Hevannova before the inspectors arrive, wouldn't that be a better solution?" The General asked.
"Under any under circumstances, yes and in fact we are sending some of the weapons there but we cannot smuggle all of it out of the country without raising suspicion. At the pace we are moving them now, it will take a year for us to complete move all of the stockpile there. I do not know when the inspectors will arrive but there is simple not enough time. We must hide it, we have no choice." Ballenka responded.
The people in the room stayed for another hour and a half further discussing the plan and ironing out any problems. When the committee was confident enough to be sure of it succeeding, they were dismissed by Ballenka. Ballenka stayed in the room however, thinking and rethinking every possible scenario that could and would happen. He would personally make sure that the weapons would be kept hiding from the world at all cost, for the safety of his country and his people.
