Good afternoon everyone. I have decided to run for a second term as Delegate of the North Pacific. I would be honoured if you would vote for me and allow me to continue to serve the region as Delegate.

Foreign Affairs

The past four months have flown past rather quickly. We have made positive progress as the executive government of the region. In Foreign Affairs we have released a couple of Foreign Updates and increased the number of our on forum embassies to keep us following the new regions that have propped up and are doing well as a result of stamp recruitment. We were also working on a new version of the Diplomatic reports that will be finalized if I am reelected.

My goal for the new term will be to focus on our relationship with the East Pacific, Lazarus and the Rejected Realms. Lazarus and the East Pacific in particular have seen very high levels of activity in recent months and I think that now is a good time for us to strengthen our relationship with them.

We have continued to keep our communications open with Osiris and the new regime there. For now, the Osiris Fraternal Order forum has seen far more activity than the old forum did in recent months and the region appears to be more stable than it has been in more than a year. The root admin of the old forum has also moved across to the new one.

Communications

Iro has done a fantastic job as Communications Minister and has brought the first regular edition of the TNP Wire to us all. I really appreciate the work he has done and if I am reelected (and Iro agrees) I would like to see him continue in that role.

Volunteers are always welcome and I know that he would appreciate the help.

I have been considering the idea of asking Ambassadors to post the TNP wire in public media forums in various regions.

Culture and Entertainment
Both Lennart and Raven have done well in this position. In the next term, I would like to see a continuation of the TNP Awards that Lennart was unable to get too before he resigned. The University is going to be a focus of C&E in the new term as well. We will be inviting lecturers to the Wizard of Oz lecture hall and will be compiling a library of lectures given by various players.

On the horizon, we have been in talks with Lazarus about having a culture event with them and the South Pacific would like to have a RMB based event (possibly like the recent invasion by the Skeleton Army).

World Assembly Affairs

One of the major successes of my term was inviting Abacathea to join the region. He has quickly risen through the ranks to become a major contributor to the World Assembly in both the GA and the Security Council. I am extremely pleased with his work as the Minister for WA Affairs as he has remained on top of all proposals and has kept our region mates informed of World Assembly resolutions.

In the next term, I hope to see this continue. Recently we have had Mousebumples and Auralia visit our WA forum and it is my hope that more authors will visit us with their drafts in the future.

Defence

The focus for the NPA this term has been on recruitment. Overall though, activity has still been low. The only missions that have been completed are ones that have required non-update support of our allies and friends abroad. In the next term, I would like to see regular update missions with our allies and friends. If anyone is interested in serving as Minister of Defence in the next term and has the required experience and enthusiasm then I suggest that you send me a PM. As usual the NPA High Command will be consulted on the appointment as well.

Final Notes

Overall my goal is to be a positive force within the region for change and a driver of activity. I want my cabinet to be an active and diverse collection of individuals that will assist me in providing an efficient and effective government for the North Pacific. Part of my role as Delegate will be to assist in the training and preparation of future Delegates of the region, as Eluvatar and Blue Wolf II in particular helped prepare me for the role. I have already seen some promising individuals come through the cabinet, the Speakers office and other areas of the region. It is my hope that at the next election* we will have a wide range of fresh faces that are ready to serve the region as Delegate and present their ideas and campaign for scrutiny.

*Of course, I would also welcome that this election.

Why is the Delegate the Head of Government?
1) We have a Delegate to hold the in-game position of Delegate and to serve the region as Head of State and Head of Government.

2) The Delegate is the Head of State as the Delegate is the highest elected office and has the de jure powers of state. The Delegate exercises the powers granted to him/her as Head of State by the Constitution and legal code. Typically, a head of state represents national values and in our case, the Delegate is expected to embody regional values as he or she exercises her functions. In a region such as the North Pacific, a fundamental believe in the democratic system of government, which includes the rule of law, government transparency and accountability amongst many others. I take these responsibilities seriously.

3) The Delegate is head of government again because the Delegate is the highest office in the executive branch and because the constitution grants the Delegate the position of Head of Government in addition to the Delegate's role as Head of State. The Delegate may appoint a cabinet to preside over that will help the Delegate in leading the government affairs of the region. In our system of government, the Head of Government is accountable to the Regional Assembly who can remove the Delegate via recall.
