A resolution to reduce income inequality and increase basic welfare.

Description: The World Assembly,
SEEKING TO ADDRESS the void left by resolution #250: Repeal "Reduction of Abortion Act" and seeks to address the issues raised;

MOTIVATED to assist individuals by promoting alternative family planning services to prevent unwanted pregnancies;

For the purposes of this act defines:

  • comprehensive sexual education is as a curriculum that emphasizes birth control to prevent pregnancy and the spread of sexually transmitted infections and diseases. Abstinence may be included along with other forms of birth control.
  • adoption services as a government or private sector service to place orphaned, neglected, or abandoned children in a stable home.

REQUIRES that member nations introduce a comprehensive family planning service including but not limited to;

  • comprehensive sexual education, made universally available
  • adoption services
  • contraceptives

ENCOURAGES member nations to custom-tailor and expand family planning services beyond the required services as per their cultural needs;

FURTHER MANDATES that nations provide access by pregnant individuals to prenatal, obstetric, and post-natal medical and counselling services.

STATES that contraceptives shall be made available to all persons regardless of age, sex, or any other factor. Minors can obtain contraceptives without parental consent or knowledge.

FURTHER REQUIRES individuals and nations economically unable to meet the requirements of this act to apply to their national World Health Authority (WHA) office for assistance.

This social justice resolution is introduced as a replacement for recently repealed "Reduction of Abortion Act". It aims to cut down on the need for abortion services by mandating nations teach citizens about alternative family planning methods.

It defines both adoption services and comprehensive sex education, and makes it clear within the latter definition that abstinence may be included as a form of birth control.

This resolution tries to achieve its aims through three obligatory clauses: the first requires that nations introduce a family planning service and requires this service to include sex education, adoption services, and contraception; the second mandates that nations provide access to medical services, including counselling, to pregnant individuals; the third requires that if nations are unable to meet the requirements laid out by the resolution on economical grounds to apply to the World Health Authority for assistance.

This resolution also makes it clear that contraception shall not be forbidden to people based on their age or sex and that minors do not need parental consent to receive them. It also allows nations to further augment their family planning services by including services that are required by their cultural needs.

As far as wide-ranging social justice resolutions go, this one is good. It doesn't delve into too much micromanagement, and its aims are clear and broad, but not so broad as they render it ineffective for being too vague. In a nutshell, it mandates nations provide comprehensive alternatives to abortion, curtails nations from using the excuse of not having enough money to implement these reforms, allows minors to access contraception without the need of parental consent, and mandates nations adequately provide for the mental and physical health of those who are pregnant.

With no glaring oversights or loopholes, I can't see any reason to vote down this resolution. As such, this Ministry's recommendation is to vote for. Again, this is just a recommendation, and your nation remains free to vote whatsoever way they wish on this resolution.
 
Who's paying for this? The WHA is going to fund the ob/gyne health care industry worldwide? Plus pay for all the orphanages throughout the world? Or is it just the placement service providers who can get on the dole? In any case it sounds really expensive.

Adequate family planning services are going to be expensive. And it only says "apply to". It's unlikely the WHA will give financial assistance to those that don't need it.
 
I would note, by the way, that all WA operations are paid out of by the WA General Fund which itself is funded by donations from member states and cannot run at a deficit.

The WA is forbidden from directly taxing nations.

I'm for this, obviously.
 
Against. I am more libertarian in my political stance and this resolution takes the "nanny state" too far IMHO. And again with the "pregnant individuals". :pinch:
 
There are a lot of votes against, with no reasoning. If people have concerns about this particular resolution, I'm not sure why they wouldn't share them.
 
It's an improvement on the one before it.

Interesting, cause it should win over a lot more of the neutrals, but at the same time upset the traditionalist (catholic) nations who don't like contraceptives etc.

Still against though.
