Chemical Weapons Convention
A resolution to slash worldwide military spending.

Description: The World Assembly,

Realizing that some nations possess chemical weapons,

Acknowledging that some nations choose not to possess chemical weapons, or have yet to develop them,

Further realizing the fact that some nations use chemical weapons both domestically and in military conflict with total disregard for the massive casualties and long term environmental damage these weapons may cause,

Defines chemical weapons as chemical substances which are designed to cause death or severe harm to persons, animals and/or plants primarily via their toxic effects, delivered via munitions or other military equipment, when utilized by military, law enforcement, terrorist organizations, and/or contractors thereof,

Requires member nations that possess chemical weapons to immediately and completely dismantle their chemical weapons, chemical weapons facilities and/or chemical weapons development programs,

Creates CHEMICAL WEAPONS ELIMINATION and ASSISTANCE AGENCY (CWEAA) with the following mandate:

1. To commission inspectors in regards to enforcement of this convention,

2. To assist member nations in the elimination of their chemical weapons stockpiles,

3. To provide medical, and humanitarian assistance to member nations subject to chemical weapon attacks, in cooperation with the World Health Authority,

Decrees that member nations are fully authorized to take pre-emptive measures, including the use of political, economic and/or military sanctions against nations choosing to openly violate this convention.

WA Office's Official Statement (AGAINST)
This review will be rather short, as the resolution is lacking in an actual argument. The definition of a chemical weapon is not sufficient for a true ban on chemical weapons considering the potential use of an inhibitive agent in order to aid a side on the battlefield. Furthermore this resolution completely eliminates the ability of member nations to create labs in which they could study chemical weapons in order to develop countermeasures to them. As such, the WA Office is AGAINST this resolution.
 
This resolution is currently up for vote in the WA.
