On the Declaration of War
A resolution to slash worldwide military spending.

Description: The World Assembly:

Recalling the commitment of Member Nations to see peace prevail and to avoid military conflict whenever possible;

Recognizing that despite our commitment, war is sometimes regarded as necessary in the pursuit of a just cause;

Painfully aware of the suffering, terror, and destruction that war invariably causes;

Resolved that in light of the terrible consequences of war, Member Nations must be open and honest about their decision to engage in warfare;

Determined that Member Nations should refrain from unjustifiable warfare, and should likewise discourage other nations from starting or participating in unjustifiable wars;

Convinced that nations would be less inclined to incur the terrible costs of war if they were required to publicly justify their actions and face international repercussions for engaging in unjust war;

Hereby:

Mandates that, prior to engaging in or participating in any war, a Member Nation shall publicly declare its intent to do so with a War Declaration.

Requires that a War Declaration made pursuant to this resolution shall clearly identify the target enemy and clearly state the reason the Member Nation has just cause to go to war;

Clarifies that notwithstanding the above provisions, Member Nations may temporarily engage in warfare without issuing a War Declaration if:

a War Declaration is made as soon as possible which includes a justification for the undeclared use of force and any continuing use of force; and

doing so is necessary to meet the threat of an imminent attack, to diffuse an impending humanitarian crisis, or to stop a serious ongoing violation of human rights.

Directs Member Nations to determine for themselves whether the reason for war provided by another nation is actually sufficient to justify going to war, subject to the following provisions;
Requires Member Nations, in making their determination, to consider whether war is necessary for self defense, to protect an innocent nation from imminent danger, or to correct a grave public evil such as aggression or a violation of basic human rights;

Declares that if a nation's reason for war is not based on one of the justifications indicated above, that nation shall be presumed to be engaged in an unjust war, absent compelling evidence to the contrary;

Forbids Member Nations from providing foreign aid, direct financial support, and/or military supplies to a nation that is engaging in an unjustified or unjustifiable war.

Totally counterproductive, the resolution gives a free hand to the side recognised within its right and allows preventive war. This opens the door to false flag operations, propaganda lies and prevent cease-fire. So in the interest of peace...
