An Inquiry to the Interim Delegate

Recently, Members of The NPA who assisted independently assisted the UDL, and were in Warhammer 40000 as a part of the ongoing liberation movement, were encouraged by Blue Wolf to switch and endorse the Invader Delegate instead.
I'm curious, and perhaps some of the NPA is too, whether this kind of change of tone is to be expected in the future?

I also wonder, then, if the NPA Doctrine was followed in this decision.

a. Minimize collateral damage;
b. Respect the culture of the region and the wishes of the natives;
c. Minimize threat to The North Pacific and allies;
d. Restore region to its original state before leaving;
e. Contact the most recent native delegate when acting proactively;

From Blue Wolf's actions, it can be assumed that he has encouraged that NPA members support a Hostile Raid upon a region not at war with The North Pacific. I'm not sure how that follows Point B or Point E, considering that the culture of the region and the wishes of the natives are most definitely not being respected.


To add to this, we have the next clause of the NPA Doctrine which states that

5. The NPA must not do the following except following: (a) a regional consensus toward a region at war with TNP or (b) a request from a recognized government in exile of that region:
a. Remove any residents from an invaded region that resided in the region prior to said invasion;
b. Act with any degree of disrespect;
c. Alter the region's chosen embassy list against the wishes of the region's natives.

Perhaps the situation is interpreted differently if members of the NPA aren't the ones leading the operation, but all three of those points have been violated already.
Jakker, the Invader Delegate, has already kicked a few nations from within the region that were there before the invasion occurred. To add to this, depending on how you consider disrespect to work, the natives of the region are most definitely not being shown respect during this occupation.
Finally, point C has been completely violated. All the native-set embassies are being withdrawn, and embassies with Invader Regions are being created.

I would also like to point out that The North Pacific is now being officially recognized on the World Factbook Entry as a participant of the Hostile Invasion of Warhammer 40000. Somehow, I don't think this is positively affecting The North Pacific's Foreign Affairs, and am worried that such a recognition could land the region in potential hot water.

Due to all this, I'd like to highly question the Interim Delegate's actions and recent orders for the NPA. Perhaps we could get an explanation?

Would love to say I'm shocked, but, y'know, I'm not.

I'm sorry, but I think what Tim is is arguing is that the NPA, for some god forsaken reason, is simply not allowed to partake in any raid like action, including supporting a region which we have an active embassy with.

I am proud to say he is sadly mistake in every way, and that I did not overstep my authority as Delegate. If Tim had bother to continue reading the North Pacific Army Doctrine he might have encountered the following clauses, I will highlight them for his convenience:

4. The NPA must operate so that:
a. The Delegate can issue a blanket approval for the NPA to work with a given organization. The Minister for Defence or the Delegate must still authorize individual missions.
b. Any NPA member may refuse to take part in any mission which does not directly impact TNP security for any reason that the Minister of Defence or the Delegate determines is reasonable.
c. The Regional Assembly may override by simple majority vote any NPA deployment not previously approved by the Regional Assembly. The Speaker shall accept motions to override for voting on an expedited basis.

5. The NPA must not do the following except following: (a) a regional consensus toward a region at war with TNP or (b) a request from a recognized government in exile of that region:
a. Remove any residents from an invaded region that resided in the region prior to said invasion;

As Tim already pointed out, the NPA is not in the delegate seat on this operation, so we need not worry about removing any "nations from within the region that were there before the invasion occurred" as Tim so strategically called the Defender sleepers that activated to try and overthrow TBH delegate. I have yet to see any of our troops act in a manner of disrespect towards any of the fine natives of Warhammer 40000, and if anyone points out any misbehavior on the part of our troops, I will be the first to correct it.

However, as everyone can see, I as delegate have the express authority to issue a blanket approval for the NPA to work with a given organization, which I already have when it comes to regions or groups we have off-forum embassies with. This mission was completely voluntary, as I know we have several members who object to working with groups such as TBH. If anyone thinks this deployment is so offensive it must be halted immediately, I invite then to take it up with the Regional Assembly, per Chapter 8, paragraph 4, subsection C of the North Pacific Legal Code.

It may not be an infringement of law, since there's a convenient thing allowing NPA to assist in hostile raids as long as they're not leading, but I think most TNP citizens and Regional Assembly members expected that the standards of NPA's conduct be upheld in all missions that they provide endorsement for. That's just my opinion, anyways.

Either way, thank you for clearing that up/explaining the legality behind it. I must admit that I've been suffering from a lack of sleep, recently, so I must have not read the NPA Doctrine as carefully as I should have. Perhaps I'm just more worried than I should be, due to how Foreign Affairs centered I am and how this could potentially affect that.

I think if certain regions hate the fact that we will give support to either side in the Crasher/Defender conflict with no preference over one side or the other, then that's very much a personal problem for them that we have very little control over.
